Dated: 12 Aug 2020

The Question & Answer document with vendor inquiries will be updated and posted periodically on beta.sam.gov where the solicitation and attachments are found.

Q1. The Historical/Estimated Workload Data in Technical Exhibit 3 does not provide average level of effort data (total hours) or labor categories. Will that information be provided?

A1. The Historical/Estimated Workload Data is provided in the units identified in Technical Exhibit 3 for historical background only. It is not a guarantee of workload quantities and is not maintained in hours. The estimates projected for the annual workload for functions identified in the PWS. The estimates are only estimates and reasonable deviations over or under, may occur. Consider PWS paragraph 5.1.2 when contemplating pricing in terms or labor category and hours. “In accordance with AFI 13- 204V3 a minimum of two (2) flight service section personnel shall be on duty during Airfield Management Operations operating hours.” SPECIAL NOTE: AFI 13-204V3 was Superseded by AFMAN 13-204V1 through AFMAN 13-204V2 on July 22, 2020.

Please see AFMAN 13-204V1 Chapter 7 paragraph 7.1.1 - Contracts must require personnel to already meet the minimum training and qualification requirements for each AM duty position outlined in AFMAN 13-204, Volume 2, Chapter 2.

**Previous labor categories included Air Traffic Control Specialist, Station (HFO) estimated 5.5 full time equivalents however the government does not determine the labor categories or the labor mix. The labor category/categories is/are determined by the contractor.**

NOTE: On July 22nd Reference AFI 13-204V1 through AFI 13-204V3 was rescinded and replaced by Air Force Manuals – AFMAN 13-204V1 – AFMAN 13-204V2. The government is still reviewing the new AFMAN’s to see if any other changes are applicable. An amendment to the solicitation will be executed to incorporate this and/or any other relavent changes found as a result of the removal of AFI 13-204V1 through AFI 13-204V3.

Q2. Due to the continuing covid-19 pandemic and the handling issues involved, will the Government reconsider the requirement for submitting hard copies for all proposal volumes and change to an electronic submission process?

It is our understanding that for Prime/Sub teaming arrangements between two small companies there is no requirement for SBA approval. Please clarify.
