Q1. The Historical/Estimated Workload Data in Technical Exhibit 3 does not provide average level of effort data (total hours) or labor categories. Will that information be provided?
A1. The Historical/Estimated Workload Data is provided in the units identified in Technical Exhibit 3 for historical background only. It is not a guarantee of workload quantities and is not maintained in hours. The estimates projected for the annual workload for functions identified in the PWS. The estimates are only estimates and reasonable deviations over or under, may occur. Consider PWS paragraph 5.1.2 when contemplating pricing in terms or labor category and hours. “In accordance with AFI 13- 204V3 a minimum of two (2) flight service section personnel shall be on duty during Airfield Management Operations operating hours.” SPECIAL NOTE: AFI 13-204V3 was Superseded by AFMAN 13-204V1 through AFMAN 13-204V2 on July 22, 2020.
Please see AFMAN 13-204V1 Chapter 7 paragraph 7.1.1 - Contracts must require personnel to already meet the minimum training and qualification requirements for each AM duty position outlined in AFMAN 13-204, Volume 2, Chapter 2.
Previous labor categories included Air Traffic Control Specialist, Station (HFO) estimated 5.5 full time equivalents.
NOTE: On July 22nd Reference AFI 13-204V1 through AFI 13-204V3 was rescinded and replaced by Air Force Manuals – AFMAN 13-204V1 – AFMAN 13-204V2. The government is still reviewing the new AFMAN’s to see if any other changes are applicable. An amendment to the solicitation will be executed to incorporate this and/or any other relavent changes found as a result of the removal of AFI 13-204V1 through AFI 13-204V3.
Q2. Due to the continuing covid-19 pandemic and the handling issues involved, will the Government reconsider the requirement for submitting hard copies for all proposal volumes and change to an electronic submission process?
A2. Historicaly, evaluators work efficiently with paper copies for ease of making notes and mark-ups. The government does not intend to change to an electronic submission process for this solicitation.
Q3. Ref. Instructions to Offerors, Paragraph E.c.ii – The second sentence in this paragraph states that SBA “approval documentation is required to be submitted for teaming arrangements”. It is our understanding that for Prime/Sub teaming arrangements between two small companies there is no requirement for SBA approval. Please clarify.
A3. A teaming agreement does not need to be approved by the SBA for (2) Small Businesses. A teaming agreement would typically be required for (1) Small Business and (1) Large Business arrangement.
Q4. Ref. Instructions to Offerors, Paragraph C – The bullet list states that elaborate “bindings” are not required.
(a) Does the Government not want the three parts of the proposal to be submitted in 3-ring binders?
A (a) A 3-ring binder should contain all three parts – Technical, Price Proposal and Past Performance in a single binder. Please submit an original copy (binder) plus two additional printed copies (binders).
(b) If offerors are to submit their proposals in binders, does the Government want three separate binders or can offerors submit their proposal in one binder (in the specified number of copies), properly tabbed and indexed?
A (b). Three separate copies (binders) each containing identical sets of all three parts – Technical, Price Proposal and Past Performance - properly tabbed and indexed.
Q5. Ref. Instructions to Offerors, Paragraph C – The bullet list states that offerors are to submit “an electronic copy of all proposal parts on a Compact Disk (CD)”. Does the Government want one CD with all proposal parts on it – or three separate CDs, one for each part?
A5. One CD with all the parts - Technical, Price Proposal and Past Performance.
Q6. The USAF (AF e-pubs site) Instructions, which govern AFM (AFI13-204V1,2,3), do not exist anymore. They are now AFMAN 13-204 (V1,2,3). This change occurred 21 July, 2020. We wanted bring this to your attention and highlight this recent change for your Solicitation, “Airfield Operations and Management Services at SANGB, MI” in case you would like to make any corrections to the PWS.
A6. See A1 NOTE.
Q7. We noted Union presence at SANGB. Is there a CBA in place for this contract? If so, can you release it via BetaSam or email it to me?
A7. There will be no Collective Bargining Agreements associated with this work.
Q8. Do you have a final due date for questions to be submitted for the solicitation?
