1. Site visit held this date at Battle Creek ANGB, MI Commenced at 10:00 AM ET. For list of attendees see sign in sheet.

2. SMSgt Michael Kitchell (Contracting), Major Robert Loniewsky (Engineering) introduced themselves along with other members of Civil Engineering.

A. PROJECT DESCRIPTION:

Total Small Business Set Aside: NAICS Code 238210 “Electrical and Other Wiring Installation Contractors” -Prime Contractor must hold NAICS Code 238210, in order to receive an award.

-Prime Contractor must be registered, and current, in the System for Award Management.

3. The project’s scope of work consists of”

a. MBMV212832 LED Lighting North: Remove all fluorescent lighting fixtures (in non-high bay spaces), upgrade lighting and energy efficiency with LED fixtures, and dispose of materials in accordance with applicable laws.

b. MBMV212833 LED Lighting West: Remove all fluorescent lighting fixtures (in non-high bay spaces), upgrade lighting and energy efficiency with LED fixtures, and dispose of materials in accordance with applicable laws.

c. MBMV212809 Repair High Bay Lighting: remove existing lighting fixtures and replace with new, approved LED fixtures specified on the provided drawings, types for locations utilizing existing switching and circuitry, adding surge protection to lighting circuits, LED compatible dimmer switches, installing occupancy sensors, and LED lighting.

d. MBMV222330 Install DeStrat Fans: Install de-stratifications fans, high-bays.

a. Facsimile transmission of bid is authorized. Electronic submission of bids will NOT be accepted.

b. A Complete Bid Package should contain the following: (See Instructions to Offerors)

(a) Offer, Standard Form (SF) 1442 front and back signed

(b) Section 00010 Line Items- all items must be priced

(c) An Original Bid Bond and original Power of Attorney is required along with the bid on the due date.

NOTE: An Original Bid bond and Original Power of Attorney is required with submission of the bid. The bid bond is due on the date as stated on the SF1442 block 13.

The bid bond must be on a SF24 form. Rejection of a bid bond shall be in accordance with FAR 28.101-4 Noncompliance with bid guarantee requirements.

(d) Section 00600, Representations and Certifications, completed and return only additional certifications found in this section. In addition, the Offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov.

(e) When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF1442 is required to have an original signature.

(f) All amendments to the solicitation must be acknowledged. Amendments are emailed directly to the contractor.

(g) Email proposal directly to the Contract Specialist and Contracting Officer according to IFB instructions.

f. After the notice to proceed is issued the project has a performance time of 120 calendar days for LED projects and 180 Days for High Bay Lighting and DeStrat Fans completion. (Be sure to review SOW)

g. A Site Visit was held immediately after this pre-proposal conference at the construction site.

h. Payment Bond/ Performance Bond will be required for this project. (Bid Bond, Performance Bond, Payment Bond.)

i. Liquidated damages are included in this project.

j. Warranty of Construction clause is incorporated and applies to this project.

k. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. Battle Creek, MI – Calhoun County – 49037 “Building”.

l. Safety measures are always a part of Government contracts and the Army Corp of Engineers manual is incorporated in the contract as well as MIOSHA.

m. RFI procedures were reviewed as follows:

i. Email technical questions in RFI format to Contracting Office for resolution.

ii.All RFI questions and answers posted to “Contracting Opportunities,” as soon as possible.
