MICHIGAN AIR NATIONAL GUARD

STATEMENT OF WORK

MBMV212832 LED LIGHTING – NORTH SIDE OF BASE

1.1 Project Description:

A. Background: The 110th Wing requires the replacement of ~20 year old fluorescent fixtures and lighting with energy efficient LED fixtures and lighting. The upgraded lighting are critical to the stability of the mission by reducing energy consumption footprint and utility costs in accordance with DOD and federal policies in Buildings 6911, 6916, 6923, 6925, and 6930(non-high bay spaces). The existing lighting system has high energy consumption costs and provides inadequate light to occupied and utilized spaces. The average CI for all electrical infrastructure is 78 with individual facilities as low as 62. Antiquated lighting is also costing extensive maintenance for bulb replacement and disposal.

B. Purpose: The purpose of this project is to replace the existing interior lighting with Solid State Lights (SSLs)/Light Emitting Diodes (LEDs) luminaires for the 110th Wing, located Battle Creek Air National Guard Base (BCANGB), Michigan, in order to assist the installation meet current energy conservation policies and reduce energy consumption.

C. Objective: Remove all fluorescent lighting fixtures (in non-high bay spaces), upgrade lighting and energy efficiency with LED fixtures, and dispose of materials in accordance with applicable laws.

1.2 Performance Period:

A. The performance period for this contract shall be 120 calendar days from contract award to substantial completion. The Contractor shall commence all non-physical construction requirements of this contract; to include submittal of bonds and/or insurance documents, background investigation documents (as applicable), and material submittals within 10 calendar days after contract award. Notice to Proceed will be issued by the Contracting Officer upon acceptance of all required documents, submittals and receipt of Security clearances. Physical work shall only be allowed after the issuance of Notice to Proceed.

B. Final completion shall occur no later than 30 days after substantial completion. Final completion includes, all site cleanup activities, punch list items, and closeout documents (see 1.7 Submittals).

1.3 Work Specifications:

A. Contractor shall provide all labor, materials, tools and equipment necessary to:

a. Removal of old fluorescent and incandescent light fixtures

1. The contractor shall remove the old fluorescent or incandescent fixtures and dispose off base and/or recycle per federal, state, and local policies.

2. The contractor shall be responsible for properly disposing of, or recycling, all removed lighting fixtures and fluorescent bulbs and all other debris from new equipment installation.

2. INSTALLATION

a. Install new LED light fixtures

1. The Contractor shall provide and install new energy efficient LED lighting fixtures as required throughout the buildings and portions of the buildings identified.

2. The Contractor shall provide and install dimmer switches to offices, admin areas, shops, and other areas, as required. Multiple dimmers may be required in single rooms with several individual and different lighting banks controlled through wall switches.

3. The Contractor shall connect to or provide and install occupancy sensors to offices, admin areas, shops, and other areas. Sensors shall be placed in the fixture, ceiling or acceptable location to ensure proper function.

4. The contractor shall use and modify electrical infrastructure as required to meet the current National Electrical Code (NEC). The contractor shall replace or remove identified lighting fixtures on all existing locations indicated in project documents.

b. The Contractor shall provide all quantities, types, and colors to include correct voltage and wattage as indicated in project documents and in accordance with the technical specifications. Contractor will be required to conduct a survey of each installation and provide a basic photometric model to validate requested wattage and Illuminating Engineering Society (IES) distribution patterns/foot candle requirements based on current Unified Facilities Criteria (UFC) standards within facilities. The Government will provide existing drawings, and lighting layout plans. No additional locations or movement of lighting locations will be authorized. Requested IES distribution pattern be based on current, new light fixture location as shown on project documents and/or descriptions.

c. Contract is not asking for total re-design but best fit to current lighting layout. A majority of fixtures to be replaced are typical recessed, 4’ x 2’ fluorescent lighting (2, 3, or 4 bulb) fixtures and associated materials. Any differences in other types of fixtures will require a Request For Information (RFI) for alternates. All available record drawings will be provided upon request to the Contractor. They should not however, be considered “as-built”. These drawing files are provided without warranty or obligation as to the accuracy or information contained in the files.

d. The Contractor shall provide prompt, written notification to the Contracting Officer concerning conflicts with, or recommended deviations from codes, laws, regulations, standards, and opinions of review officials as described above. No work altering OR increasing the scope of this contract shall be undertaken prior to receipt of written approval from the Contracting Officer.

e. Contractor shall coordinate execution phasing with the building user. The building user will facilitate the moving of equipment and machinery in preparation for the Contractor to execute work. Some machinery will be left in place, as it is too large to move, if applicable. The Contractor shall install the new lighting around these equipment items, as necessary.

f. The Contractor shall provide incidental removal and installation of each fixture at each lighting installation as requested in project documents for the completion of this project.

g. Contractor will coordinate with building occupants to determine best methods, times, or other required considerations when requiring access to potential

3 | P a g e sensitive and/or secure spaces with higher access restrictions. Coordination with users will allow potential access without mission compromise or release of sensitive information.

h. The contract will be bid by building. Below are the estimated numbers of light fixtures per building. Actual number of light fixture in each building should be verified by the contractor.

1. Building 6911: 135 Lights

2. Building 6916: 80 Lights

3. Building 6923: 390 Lights

4. Building 6925: 27 Lights

5. Building 6930: 255 Lights

i. Luminaire Requirements

1. Lamp Life equal or greater than 100,000 hours with 70% lumen maintenance per IESNA.

2. All luminaires shall be the same CCT temperature.

3. IES testing reports must be supplied from the manufacturer and include all relevant information.

4. All luminaires shall be provided with a mounting hook

5. All luminaires shall be provided with a six foot cord and cap per NEC requirements

6. Some luminaires shall be provided with plug for the locations where existing receptacles are present.

7. Luminaires must be manufactured within one year of the date of installation

8. For current and future dimming requirements, use dimmable or bi-level drives compatible with standard dimming control circuits of 0-10V. Other dimming protocols must comply with Network Certification requirements.

9. SSL dimmers must be NEMA SSL 7A compliant to ensure that the electrical infrastructure is adequate to dim the luminaires without flicker or drop outs in the dimming range.

10. Shall be rated for ambient temperature range of -20 to 130°F

11. Color Temperature shall be 4000K.

12. Color Rendering Index shall be 85 or greater.

13. Complete fixture must deliver the light at no less than 65 lumens per watt as verified by an independent testing laboratory.

14. Shall accept power from 120-277 volts alternating current.

15. Shall have Die cast aluminum ballast casing with corrosion-resistant white powder coat finish

16. Total Harmonic Distortion less than 10%.

17. Shall have a power factor > 0.95

18. The reflector shall be of a high performance type and shall be designed to provide for maximum light output in the designed configuration.

19. The aluminum reflector shall maintain its reflectance for the life of the luminaire (10 years).

20. The bell housing reflector shall be manufactured domestically, with domestic raw materials of higher “lighting grade” quality and reflectivity or will be rejected.

21. Fixture shall incorporate a high efficiency parabolic insert, designed to maximize illumination while concurrently reducing glare.

22. Septum shall eliminate wasted light and increase delivered lumens, as required in fixture performance section below, as it relates to fixture efficiency and lumen output.

23. A heat resistant acrylic or polycarbonate lens shall be provided. Lens shall be removable and shall be secured to the lower door assembly by mechanical means.

24. Lens shall have impregnated UV stabilization and impact resistance stabilization to eliminate clouding of acrylic lens often cause by UV exposure, and or to mitigate damage from accidental misuse.

25. Lens shall have less than 2% haze.

26. The interior of the reflector shall have an Ultra Flux, or equal, coating with a white finish providing high reflectance over the full visible spectrum.

27. Finish shall result in high diffusion and evenly dispersed reflection as measure by 60 deg. gloss <8%.

28. Increased reflectivity shall net increased output enabling design of fixtures with lower energy costs for the same amount of lighting.

29. White reflective coating shall contain the following features:

i. 97% or greater reflectance resulting in increased light output

ii. Higher diffusion than aluminum or mirror finishes resulting in higher energy efficiency.

iii. UV stabilized for anti-yellowing as well as low glare and uniform reflectance. Does not yellow with exposure to ultraviolet

iv. Anti-static resulting in extended product life, and does not attract dust.

v. Cleanable with most common cleaning solutions including ammonia, 409, dilute bleach solution and alcohol resulting in lower dirt depreciation.

vi. Color neutral resulting in no color shift or iridescence.

30. Shall have a minimum 10 year, or 100,000 hour warranty; whichever comes first.

31. Fixtures: Manufacturers' standard, unless otherwise indicated.

i. Paint Finish: Applied over corrosion-resistant treatment or primer, free of defects.

ii. Metallic Finish: Corrosion resistant.

3. TESTING

a. The contractor shall notify the Government when ready to initiate lighting fixture testing. The contractor shall provide necessary personnel and equipment to complete testing.

b. A performance verification test, otherwise known as acceptance testing, will be conducted by the contractor and user. The purpose of the acceptance test is to demonstrate that all installed equipment and components are performing according to system specifications and operational requirements per contract documents.

1.4 General Requirements

A. Utilities

1. Existing utilities are to remain in service throughout the performance of the scope of work (e.g., data/communications cabling, power, lighting, etc.). Identify and protect against damage during work.

2. Verify location of utilities and existing conditions. Soil disturbance activities must not commence until utility clearance and marking activities are completed.

Contractor will initiate a MISS DIG (State of Michigan 3rd Party Utility Locate Service) and an AF Form 103 Work Clearance is on site.

3. Power will not be made available for the Contractors use by the Government.

Power shall be provided by the Contractor’s own resources if needed, unless approved by Contracting Officer Representative (COR).

4. Utility outages – Coordinate with the COR or his Inspection Representative.

Utility outages are to be outside of the BCANG Base business hours unless approved by the COR. 7 day notice is required.

B. Surface preparation and painting

1. Volatile materials, including soiled rags, soiled brushes, etc., shall be stored in airtight containers or removed from the job site at the end of the day.

2. Take all precautions necessary to prevent fire or explosion.

3. Painting shall be performed by a licensed painting contractor.

C. Contractor coordination

1. Provide notice to the COR/Inspection Representative five days prior to starting work on the job site.

2. Contractor shall provide any and all equipment necessary for working at heights above six (6) feet. This work pertains to selective demolition, lead paint removal, surface preparation and painting.

3. Advanced approval is required by the COR for location of all material lay-down, dumpster, debris, temporary facilities, and equipment locations.

4. Contact the COR/Inspection Representative immediately upon entrance to the work site. Contractor is to again provide notification the day he moves back to the work site after an interruption of work for two or more days in duration.

D. Contractor shall obtain all required approvals, permits and licenses from the State of Michigan and shall submit copies of all required notifications, forms, and project reports.

E. Site Safety Plan

1. The Contractor shall prepare and submit to the COR for approval, an Accident Prevention and Site Safety Plan within 10 calendar days following award. The Site Safety Plan is a living document and shall be updated to address emergent, current or national conditions. The Plan shall define how the contractor will protect the general public, their employees and the environment, to include, but not limited to:

a. Responsibilities and Lines of Authority

b. Prime Subcontractors and their participation in the Plan

c. Activity Hazard Analysis (AHA)

d. Accident Prevention Plan

F. Contractor shall fill out an Initial DD Form 1354 before construction starts, an Interim DD Form 1354 midway through the construction period, and a Final DD Form 1354 14 days before Beneficial Occupancy date. The Final DD Form 1354 must include actual

G. Client Equipment, Furniture, and Fixtures

1. Contractor shall relocate any and all client owned equipment, fixtures, or furniture that is within their designated area of work prior to the onset from installation.

2. Following completion of installation, testing, and commissioning the contractor shall replace/reset all client owned equipment, fixtures, or furniture to existing conditions.

H. Archeological Monitoring

1. Although archaeological artifacts and features are not anticipated, if during the disturbance process, artifacts, archaeological features and or bone/bone fragments are discovered, the contractor shall suspend excavation immediately and contact the

COR.

I. Phasing and Temporary Services

1. Building operations shall remain fully operational during the performance of the work required under this contract and contractor shall minimize impact to area immediately surrounding work site.

a. Contractor shall provide phasing, continuity of service, and switch over plans and schedules, if any, for approval by COR.

b. If any systems are not fully serviceable/functional, contractor shall provide all backup services for base personnel until permanent services are restored. Provide plan for approval.

c. Government personnel will occupy the premises during entire period of contract.

Thus the Contractor shall coordinate their activities with the Building Manager and COR on a daily basis during onsite operations to minimize conflicts and disruption of Government's operations.

2. Temporary Toilet Facilities

a. Contractor shall provide portable toilet unit(s) for use by contractor employees during the duration of this project. If toilet facilities are not available in the building for government employees and the public, contractor shall provide temporary toilet facilities for their use.

1. Contractor shall maintain portable toilet units in a clean and sanitary condition at all times.

2. Provide temporary barricades and other protection required to prevent injury to occupants, personnel and any damage to the building or adjacent surfaces.

J. Clean-up:

1. The contractor shall install protective measures to protect existing conditions and to contain dust and debris during construction to ensure a safe and irritant free work environment for building occupants.

a. Work shall provide for protection of all finishes and furnishings, and shall include cleanup of work site during and after work performed. Work shall include removal of all unused material, refuse and debris from the work area.

1. Dispose of all construction debris according to Federal, State and Local requirements. Provide bill of lading/tickets/invoices etc. to the contracting officer as submittal (using AF Form 3000) indicating equipment recycling location and disposal weights.

2. Work areas shall be free of debris and cleaned to a dust free environment prior to the end of the contractor’s work day.

2. If equipment or building surfaces are damaged, contractor shall repair to original specification.

a. Material used for touchup and repairs shall blend with the color and texture of surrounding surface and be applied in accordance with the manufacture's recommendations.

3. Following the completion of work, the contractor shall cleanup site and adjacent areas affected by their work.

1.5 Asbestos Requirements

A. It is assumed based on the location and scope of work herein that there will be no encounter of asbestos containing materials or similar environmental health hazards.

1.6 Historical Requirements

A. It is assumed work site does not include historical facilities.

1.7 Submittals

A. Material submittals shall be provided to the Government using AF Form 3000 no later than (NLT) 15 calendar days after award of contract. Clearly mark material submittals to identify which products and options are applicable to this contract (this is especially important with product data in which multiple items and/or optional items are provided for on the same sheet). The rejection of a submittal by the COR (Contracting Officer’s Representative) is not sufficient reason to extend the contract performance period. Upon COR acceptance of submittals, the Contracting Officer (CO) will issue notice to proceed (NTP) to the Contractor. The actual Construction Period available to the Contractor will vary depending on the amount of time taken to complete the bonds, background investigations, and material submittal process. Allow 10 (ten) calendar days for review and approval of all submittals. Contractor shall provide submittals and receive approval prior to ordering materials.

1. INITIAL SUBMITTALS

a. Submit the following items no later than the Preconstruction Meeting.

1. AF 3064 (or equivalent) – Project Schedule

2. AF 3065 – Schedule of Values

b. Submit the following items at least seven working days prior to onsite work.

1. Safety Plan

2. Quality Control Plan

c. The Government shall have up to five working days to review submittals.

2. PRODUCT SUBMITTALS

a. Submit product data for all materials using AF Form 3000 detailed on the AF Form 66.

b. Submit shop drawings as indicated.

c. The Government shall have up to five working days to review submittals.

3. HAZARDOUS MATERIALS

a. IAW FAR Clause 52.223-3, each offeror must provide the Contracting Office with a list of proposed HAZMAT that it plans to use on the installation during the performance of the contract. IAW AFFARS Clause 5352.223-9003, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the HAZMART. HAZMAT Reporting:

IAW FAR Clause 52.223-3, the contractor must provide the Contracting Office with a list of proposed HAZMAT that it plans to use on the installation during the performance of the contract. IAW AFFARS Clause 5352.223-9003, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the COR. Use AF Form 3952, Chemical Hazardous Material Request Authorization Form and submit to COR as a submittal using AF 3000 form.

b. Submit two copies of the manufacturer’s Material Safety Data Sheets (MSDS) for all hazardous materials used during the course of the project along with the following additional information:

1. Number of components in material if it is a kit

2. Container type

3. Unit of packaging (oz, gal, lb, qt, ea, etc.)

4. Package (can, drum, bottle, cylinder, etc.)

1.8 Antiterrorism / Operations Security / Information Protection Requirement:

A. Battle Creek Air National Guard Base is a closed base, pursuant to Section 21, Internal Security Act of 1950, 50 U.S.C. 797 and, as such, only those persons granted permission may enter. It is, therefore, required that control be exercised over Contractor personnel while working on the Base. To maintain this control, a list of all Contractor personnel (prime and all tiers of subcontractors) who will be working under the contract, must be submitted to the Contracting Officer a minimum of 5 working days prior to the start of work. The preferred method of providing this list is via email, to the Contracting Officer.

The list shall include, but is not limited to, contract number, project number, project title, company names, employee names, and the estimated start and end date of each person’s employment on the Project. Subsequent lists updating all personnel additions and/or deletions will be submitted as indicated above as employees are hired or released.

B. The General Contractor shall e-mail a completed Base Access Request form and a copy of the person’s Driver’s License to for each person who will be working on base (including Subs) to the COR or construction inspector. E-mail the forms one week prior to commencement of work (three weeks prior for workers with an out of state Driver’s License). Workers cleared for entry onto the base need to enter the Contractor’s Gate and tell the guard they have been cleared by Security Forces. The guard will send them to

Security Forces where they will be issued a contractor’s badge. The government reserves the right to refuse to issue a pass to an employee of the contractor for any reason deemed valid by the government. Driver’s License, vehicle registration, and proof of insurance are required for entry onto Battle Creek ANG Base. All contractors and their vehicles will be searched each time they enter the base. Weapons, ammunition, and controlled substances are not allowed on base.

C. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

D. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

E. AT Level I Training. This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. 1.9 Specification Compliance Requirements:

1.10 Material Compliance Requirements:

A. Contractor shall reduce the quantity of indoor air contaminants that are odorous, irritating, and or harmful to the comfort and well-being of installers and occupants.

1. All adhesives and sealants used in interior of building used under this contract shall comply with South Coast Air Quality Management District (SCAQMD) Rule #1168 and Green Seal (GS) Standard for Commercial Adhesives GS-36.

2. Adhesives, sealants and solvents shall be no to very low VOC and environmentally preferred.

3. Key Sustainable Products (KSP): The use of KSP standards is mandatory and contractor shall provide documentation to the Contracting Officer for compliance for the products listed below as applicable to this scope of work. If the product is not listed below, the contractor shall use standards listed in the Green Procurement Compilation as appropriate. Refer to: https://sftool.gov/greenprocurement

B. No asbestos containing materials shall be installed in the performance of this work.

C. Install materials in exact accordance with manufacturer’s instructions and approved submittals.

D. Install materials in proper relation with adjacent construction and with proper appearance. Restore units damaged during installation.

E. Replace units which cannot be restored at no additional expense to the Owner.

1.11 Recycling Requirements

A. Maximum recycling of all construction & demolition debris required.

1. Divert demolition recyclable / reusable items and materials from landfills and incineration facilities to appropriate reusable material sites. Provide recycling plan and final documentation of compliance to COR.

1.12 Additional Project Requirements:

A. Contractor use of premises:

1. Contractor shall supply their own dumpster. No waste shall be put in building dumpsters or containers.

2. On-site storage is not available except in area of work. Any additional storage space shall be requested to the COR.

3. All persons working for or under a General Contractor or Sub-Contractor shall maintain safely marked areas of work.

4. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work.

5. Deliveries of products by vendors shall be coordinated with the COR at least 24 hours in advance.

6. On-site parking is available only in designated locations.

B. Existing Documentation: BCANGB has a limited amount of documentation on existing construction and remodeling work at this facility.

1. This documentation is available to the Contractor in its original format for their use on this project. BCANGB assumes no liability for any of the documentation provided to the Contractor on this project; the Contractor assumes all liability and risk in using and relying on this information in the preparation of the Requests for Proposals (RFP), development of the construction design and execution of the construction work.

2. All available record drawings will be provided upon request to the Contractor.

They should not however, be considered “as-built”. These drawing files are provided without warranty or obligation as to the accuracy or information contained in the files.

3. The Contractor and subcontractor(s) shall field verify furnished drawings to insure designs are accurate. It is the Contractor’s responsibility to determine existing conditions and to base the design on this information.

4. All information in the files shall be independently verified by the user. Any user shall agree to indemnify and hold the Government harmless from all claims, damages, losses, and expenses, including, but not limited to, attorney fees arising out of the use of the electronic drawing files.

1.13 Work Hours:

A. All work at the Battle Creek Air National Guard Base shall be accomplished during normal working hours (0745 to 1630 hours) exclusive of Saturdays, Sundays, and federal holidays unless other times are approved by the Contracting Officer, or otherwise stated in the Contract. Coordinate the work schedule with the Contracting Officer. Approval for other hours must be requested from the Contracting Officer at least 72 business hours in advance.

B. The following Federal legal Holidays are observed by this Base:

NOTE: Any of the above holidays falling on a Saturday will be observed the preceding Friday, holidays falling on a Sunday will be observed on the following Monday.

Prior to commencing work on the job initially, resumption of work after prolonged interruption (7 calendar days or more) commencement of any warranty work, and upon completion of warranty work, the Contractor must notify the Contracting Officer (or his/her Contracting Officer Representative). When relocating to new sites, returning to sites for follow-up work on a phased work plan, notification to the Contracting Officer’s Representative is sufficient.

Notification should be by personal contact; however, advance notification may be by telephone, or in writing, and should be accomplished sufficiently in advance to allow scheduling of inspection forces. The above precautions are to ensure construction inspection and recording of work proceedings.
