This document includes a request for information (RFI) related to a building renovation project and the corresponding federal contract solicitation. The RFI addresses various technical questions about lighting, electrical, and control system specifications. It seeks clarification on fixture mounting heights, restroom vanity specifications, wire gutter sizing, external power interrupter requirements, panelboard and transformer configurations, lighting control types and details. The related federal contract opportunity is for the Building 119 Renovation project located at the 159th Fighter Wing in New Orleans. The 18-month period of performance is between $1-5 million. It is a 100% small business set-aside for NAICS code 236220. The pre-proposal site visit was scheduled for August 12, 2022.

· Drawing E-101 keynote 2 and 3 calls for light fixture type P and PE to be mount at different elevation. Luminaire schedule on drawing E-611 call for the P and PE to me mounted at 13-foot 4-inch AFF. Which is the correct mounting height for the P and PE light fixtures?

Schedule calls “PENDANT, MT 13'-4'' AFF, UIO”. If the room has no keynote the mounting height is what is listed in the schedule. If it has a keynote with a different height, mount to that.

· Drawing E-101 the type V wall mounted light fixture in restroom There no luminaire requirements requirement shown in drawing. Please provide the luminaire for type V light fixture.

Vanity Fixture Basis of Design:

1. HOUSING, FINISH & REFLECTORS - - BRUSHED NICKEL HOUSING WITH SQUARE ACRYLIC DIFFUSER.

2. LAMPS - LED LAMP TO HAVE 3000K KELVIN COLOR TEMPERATURE OF LIGHT WITH A CRI OF 80 OR GREATER AND AN L70 OF 50,000 HOURS OR GREATER PRODUCING 1300 LUMENS.

3. DRIVER - LED DRIVER TO BE 277 VOLT. FIXTURE TO HAVE A DIGITALLY ADDRESSABLE DRIVER AND/OR LOW VOLTAGE DIGITAL ADDRESSABLE CONTROL DEVICE.

4. CERTIFICATION - UL LISTED FOR DAMP LOCATION SPACE.

5. WARRANTY - PROVIDE A MINIMUM 10-YEAR WARRANTY BY MANUFACTURER.

6. FIXTURE TYPE -TYPE ' V ‘- 1300 LUMENS, 2’ VANITY

· Drawing ES 101 detail B4 is showing a wire gutter to be install on top of the MDP for the service entrance conductors. There six additional feeders for panelboard and transform that must enter the top of the MDP. What size wire gutter is required to accommodate the service entrance conductors and feeders?

Service entrance laterals must be in their own raceway.

· Drawing E-402 key note 8 is calling for providing external power interrupter for under-voltage. The no information provided on the drawings or specification provided for external power interrupter for under-voltage. Please all information required to include manufactures, voltage and amperage for the external power interrupter for under-voltage?

Provide an external power interrupter that meets the requirements of equipment.

· Drawing E-601 electric one line for transformer T-NP3 is showing a 350-line load breaker ahead of the transformer and 150amp on the secondary side of the transformer feeding panelboard NP3B. Is this correct? Or should the 150amp breaker be ahead of the 112.5kva transformer and the 350amp breaker be on the secondary side of the transformer feeding both panelboard NP3A and NP3B?

Refer to NP4C for primary side breaker size. Secondary side is double tapped to feed NP3A and NP3B ECB.

· The light control matrix and the interior lighting specification are not clear on the intent for the lighting control for this project. Are the ceiling mounted vacancy and occupancy sensor line voltage or 24dc?

Refer to control diagram detail A3/E-502. Intent is to have low voltage control wiring from power pack to sensor.

· Can low voltage switches (cat5e) be used instead of the line voltage single pole, 3way and 4-way switches shown on the drawings?

No, Specification 26 51 00 2.5.1 requires line-voltage for toggle switches

· Can low voltage four button on/off raise /low with 0-10v power pack, instead of slide or rotator dimmers?

Provide what is shown on construction drawings.

· Can a detail drawing be provide showing equipment and wiring be provided light controls for each area as per the luminaire control schedule?

Provide design that is compliant with luminaire control schedule.

· Drawing E-401 keynote 6 is call for a light contractor with astronomical time switch. There is not detail showing the number of poles required, amperage of light contractor or if the light contactor is electric held or mechanical held. Or what light fixture are control be the light contractor. Please provided all information for lighting contractor.

Refer to C5/E-611 for lighting contactor schedule. Refer to specification 26 51 00 2.5.4 for lighting contactor requirements.

· There were additional documents added to the solicitation on 08/12, 08/23, and 08/30 but no official amendment. Do these three additions need to be acknowledged on the SF1442 as an amendment?

These do not need to be acknowledged. There was no change in scope and no amendment is needed.

· The SF 24 form for Bid Bond Information expired on yesterday, 8-31-2022.

See top right of Form SF 24, OMB NUMBER 9000-0045, Expiration Date 8-31-2022. Will another SF 24 taking it past the bid date be issued or are we to use the expired form? Please advise.

There is a new version available that is good until 2025. Please utilize this version

· There is a discrepancy on the Contract Duration in the bid documents.

Page 1 of the Solicitation states that the Contract Duration is 540 Calendar days. Page 82 of 92 of the same Solicitation, Section 5.1.9 states, the Period of Performance (POP) shall be 365 days. Please advise which is correct as this could drastically affect pricing and General Condition cost.

· Drawing E-402 shows new equipment in the middle of the shop floor. Note 3 says to route conduit “along floor”. Does this mean rigid conduit is to be run exposed along the top of the floor? Seems this would not be OSHA compliant for tripping hazards.

Refer to E-002 for dashed line meaning.

· If conduit is to be installed below slab can it be installed in slab or would it need to go under slab in the dirt? If installed in slab can the conduit be PVC sch 40 or does it need to be PVC coated rigid? Specs call for PVC coated rigid only in underground locations.

Provide as specified in 26 20 00.

· Are the underground feeders shown on ES101 to be PVC coated rigid conduit per specs or PVC per detail C4 on E-502

Provide as specified in 33 71 02.
