About this file
This is a Questions and Answers document for federal contract opportunity W50S7Z26RA003, addressing personnel qualifications and operational requirements for Drug Demand Reduction Program (DDRP) testing services.
The contractor must provide a Wing DDRP Program Manager (WDDRPM), one Adjunct DTPAM (Drug Testing Program Administrative Manager), and three DTPAMs. All contracted personnel must be civilian and qualified per DAFMAN 44-197, Chapter 3; prior or current enlisted grade is not required. Contractor personnel may have equivalent experience, training, and qualifications in DDRP operations. The Government will provide observers, MRO and lab testing, all testing consumables and materials, and the monthly status report template. Testing occurs monthly on RSD weekends (2 days) at the primary location (NAS JRB New Orleans/159th Fighter Wing) with approximately 200 donors per event, plus quarterly testing at three Guard Support Units (no more than 20 donors each) and ad hoc testing with minimum two-week advance notice. The Adjunct DTPAM will be present at RSD weekend testing events and as needed, and is authorized to conduct testing in lieu of the WDDRPM. The DTPAM and Adjunct DTPAM roles are interchangeable for this solicitation. GSU testing may require on-site Adjunct DTPAM support, with travel configured from the primary duty location unless contractor personnel reside within 50 miles of the testing site. No simultaneous testing is anticipated at multiple locations during the same RSD weekend. Estimated annual working hours are: WDDRPM: 1,912 hours; DTPAM: 192 hours; Adjunct DTPAM: 320 hours. Bids are submitted via email to 159msg.msc.solicitations@us.af.mil. This is a new requirement with no incumbent.
