Performance Work Statement Summary: Drug Demand Reduction Program Specimen Collection Services
This Performance Work Statement (PWS) describes contractor requirements for providing Drug Demand Reduction Program (DDRP) specimen collection services to the Louisiana Air National Guard. The contract period is one year (21 February 2026 to 20 February 2027) with one one-year option period. Services will be performed at five Louisiana locations: 159th Fighter Wing (Belle Chasse), 214th EIS Installation (Belle Chasse), JFHQ/CAOS (New Orleans), 236th CBCS (Hammond), and 259th ATCS (Alexandria). The contractor must provide one Wing Drug Demand Reduction Program Manager (WDDRPM), one Adjunct Drug Testing Program Administrative Manager (DTPAM), and three DTPAMs on each scheduled testing day between 0700 and 1500 hours. Services are typically scheduled during Regularly Scheduled Drills (RSD) but may occur outside RSD based on installation demands. No teleworking is authorized, and the contractor must maintain workforce continuity and stability.
The core services include specimen collection oversight, chain of custody management, specimen transportation to Air Force Medical Readiness Agency (AFMRA) laboratories, and adherence to DAFMAN 44-197 and AFMAN 44-198 standards. DTPAMs must complete approximately two-hour training provided by National Guard Bureau via Teams before performing duties and receive appointment letters from the WDDRPM. Observers must receive briefings from WDDRPM or DTPAM and maintain visual contact with specimens throughout collection, with briefings remaining current for seven calendar days. The contractor is responsible for all personnel, equipment, tools, and materials except workspace, telephones, computers, and utilities provided by the Government. Key deliverables include AT Level 1 training certificates (within 15 calendar days), DTPAM training certificates (within 5 business days), Collection Deviation Memoranda for Records (same business day), and return of identification media (within 14 days of employee departure). Performance standards require meeting 95% of quarterly deadlines and providing required personnel 100% of scheduled testing days.
