About this file
This is a tentative man-hour estimate document for the Drug Demand Reduction Program (DDRP) supporting Wings' forward planning and resource allocation. The document provides core DDRP responsibility estimates including drug testing execution, specimen collection and processing, Medical Review Officer coordination, quarterly statistical briefings, testing supply inventory management, training coordination with Regional DDR Program Managers, records management and AFRIMS uploads, Prevention Education & Outreach initiatives, and Community Action Board participation.
The estimated monthly total ranges from 25–40 hours, varying based on testing frequency and program maturity. Activity-specific estimates include 5–10 hours for the week prior to Random Selection Drawing (RSD) testing, 3–5 hours the day before testing, 9–10 hours during testing execution, and 5–10 hours post-testing for result processing and administrative follow-up. Routine non-RSD weeks require 2–5 hours per week. A manpower breakdown table details staffing requirements by drug test selection volume (0–50 selections through 250–300 selections), specifying numbers of Wing DDR Program Managers (WDDRPMs), Drug Testing Program Administrative Managers (DTPAMs), and observers required. The document outlines detailed pre-testing, testing execution, and post-testing responsibilities for WDDRPMs, including testing area setup, observer briefing, specimen custody, quality control checks, Commander Notification Letter verification, and specimen packaging and shipment to the Air Force Drug Testing Laboratory. Recommended personnel qualifications require WDDRPMs to be E-6 or higher with no history of adverse action and DTPAMs to be E-5 or higher; both positions must not be Guard medical unit members and cannot be within one year of separation or transfer.

Scope of Estimate: The hours outlined below reflect core DDRP responsibilities, including:
• Day of Drug testing responsibilities and specimen collection
• Secondary verification of bottles and documentation
• Packaging and shipment of specimens
• Processing of test results and coordination of positive specimen packages with the Medical Review Officer (MRO)
• Quarterly statistical briefings
