About this file
This document is a template or instructional guidance for the Technical Capability Statement section of a federal contract quote.
The Technical Capability Statement must articulate the offeror's proposed approach to meeting Performance Work Statement (PWS) requirements through a clear description of processes and procedures to be employed. Offerors must demonstrate understanding of the requirements and provide relevant experience performing the proposed processes and procedures, where experience is defined as what the offeror has done rather than how well it was accomplished. The section must exclude all pricing data and will be evaluated by the government to assess the risk that the offeror will timely meet contract requirements.
