About this file
This document contains a request for information (RFI) related to a solicitation for the construction of a Base Civil Engineer (BCE) Complex. The RFI addresses questions from potential offerors regarding specifications for fiber optic and copper cabling, room outlet numbering, precast panel sizes and dimensions, insulation requirements, and structural panel thickness. The Army National Guard is seeking bids for project number W50S7U-22-B-0002 to construct the BCE Complex in accordance with the specifications, plans, addendums, statement of work, and SF 1705 included with the solicitation. Offerors must read all documents thoroughly and comply with solicitation requirements, and site visits are scheduled as identified. Clarification is provided to the questions regarding cabling specifications, outlet numbering discrepancies, precast panel dimensions and coordination, insulation thickness, and maintaining structural panel thickness as shown in the drawings.

SOLICITATION/IFB # W50S7U-22-B-0002/CES CONSTRUCT BCE COMPLEX
REQUEST FOR INFORMATION (RFI) #3 10 AUGUST 2022
Q1. Fiber Optic Backbone – Specification 271323 -2 calls for HYBRID 24 strand Singlemode and 12 strand 62.5 Multimode and Drawing E-002 calls for HYBRID 24 PAIR (48) Singlemode and 12 PAIR (24) strand 62.5 Multimode. Please clarify what is required.
A1. Please follow these specifications. 24 single, 12 multi (50 micron).
Q2. Copper Horizontal Cabling – Drawing 59-E301 – Room G100 is missing the following
Location #’s: 100-3, 100-4, 100-7, 100-8 and Room G101 is missing the following Location #:
100-16. Where these left off intentionally?
A2. Please read remarks 1 and 2 on 59-E601 for which are for future use.
Q3. Schedule – Drawing 59-E601 – Room # Outlet Matrix does not match up with Drawing
59-E301. Please Clarify.
A3. Please see response A2 above.
Q4. On page 58-AE211 and on page 58-AE212-215 there appears to be some precast wall panel sizes that don’t match. Panels A24 shows 10’3 on the panel identification plan (58-
AE211) but shows 12’11 on the precast panel elevation plans. Panels A26 shows 12’5 5/8” on the panel identification plan (58-AE211) but shows 12’11” on the precast panel elevation plans. Panels A32 shows 11’8” on the panel identification plan (58-AE211) but shows 11’1” on the precast panel elevation plans. On the South East corner, panel A19 shows 14’11 on the panel identification plan (58-AE211) but shows 12’11 on the precast panel elevation plans. Can you verify which size is correct?
A4. Coordination will be required during submittal phase. In general, the plan is correct. For
A24, split the difference with A23 to meet wall length requirement. A26 is not shown correctly on the elevations. A26 will have cut-outs for doors and will be the same as A28. For A32, follow the plan length in conjunction with the wall length so that both A32s are the same length. A19 shows 12’-11” on both the plans and the elevations. A18 is shown as 14’-11”.
Q5. On page 59-AE216 and on page 59-AE218 there appears to be a precast wall panel size that doesn’t match. Panels G22 shows a size of 17’5” on 59-AE216 but shows 15’11” on 59-
AE218. Can you verify which size is correct?
A5. Coordination will be required. Follow plan dimensions for panel sizes. Difference can be found with discrepancy with panel G19information provided to the Government. Those relying on these record documents are advised to obtain independent verification of their accuracy.
Q6. 9/AE502 – Precast Panel Rustification - We are being told that a 2” deep reveal will not work with a 3” thick architectural panel. Can reveal thickness be lessened?

REQUEST FOR INFORMATION (RFI) #3 10 AUGUST 2022
A6. Reveal can be lessened in accordance with manufacturer’s recommendations.
Q7. Precast Panels – Is there an R-value that the rigid insulation in the precast panel needs to meet or do we provide 4” insulation no matter what?
A7. Please provide 4” thick insulation as specified.
Q8. Does the structural wythe of the precast panels need to be 10” or can the thickness be designed to meet the load requirements?
A8. All drawing dimensions are based on this panel width. Re-engineering of multiple items would be required. Please bid based on thicknesses shown.
