MEMORANDUM FOR RECORD
FROM: 126 ARW MSC
SUBJECT: Site Visit Minutes—W50S7S25RA001 REPAIR, Base Roofing
1. A site visit meeting was conducted on 12 Aug 2025 at the 126th CES Classroom regarding solicitation W50S7S25RA001 REPAIR, Base Roofing for multiple buildings across the 126ARW campus. The following were in attendance:

2. An overview of the Request for Proposal was briefed with particular attention given to the evaluation process. FAR Part 15 procedures are being used: A tradeoff process evaluation will take place with the Government assessing (1) Technical, (2) Past Performance, and (3) Price as evaluation criteria. In terms of the relative importance of the factors, the Technical factor is approximately equal to the Present/ Past Performance and when combined, are approximately equal to the Price Factor. The firm that represents the best value to the Government will be selected for award in accordance with FAR 15.1 Source Selection Processes and Techniques. If the scope of work changes a revision will be posted to SAM.gov along with updated drawings and designs for construction requirements.
3. Offerors must submit three documents to be responsive:
Volume 1 – Price Proposal
Filled 1442 with pricing for all CLINS.
Company information page with the following information: Cage Code, UEI Number, Tax Identification Number (TIN), points of contact, authorized negotiators, contact phone, and email addresses. Plus business socioeconomic status. [The government will check Reps and Certs on SAM.gov. They need to be updated, but do not need to be included.]
Volume 2, Part 1 - Technical Capability Proposal Subfactor 1 – Experience and Capability (limit resumes to 2 pages each) Exhibit B, Subcontractor/Team/Key Personnel Information and Consent Form Exhibit D, Letter of Commitment Subfactor 2 – Construction Schedule (schedule no page limit; narrative – no more than 5 pages) Subfactor 3 – Site Visit Attendance
Vendor is not required to submit documents under this subfactor. Attendance was logged at the time of the site visit. Subcontractors were reminded to identify the Prime contractor on the log.
Volume 2, Part 2 – Past/Present Performance Information Exhibit A, Performance Relevancy Questionnaire
4. Proposals must be submitted electronically; hard copies can be accepted but an electronic version must be included. Electronic proposals may be emailed, hand delivered on CD/DVD, or mailed on CD/DVD. Title of the documents should include the offerors CAGE code (e.g. "Vol 1 Tech Proposal CAGE#"). Ensure the 126ARW can access your files. Note that there are issues accessing the base for deliveries. Affordance for gate delays will not be given to late proposals.
5. The Government does not anticipate extending the due date for proposals.
6. After the solicitation was briefed, vendors were given the opportunity to inspect the conditions of each roof. It was noted that most of the roofing systems used batten seam panels, which contain a hollow void. This design does not allow for the use of clamp-on snow guards. Bolt-on guards would need to be used which increases the potential for water leaks. The Project Manager intends on revising the PWS to remove snow guards from the scope of work.
7. All other technical questions were requested to be submitted in writing to the Contracting Officer. Answers would be provided through an amendment to the solicitation.
