About this file
This document is a Request for Information (RFI) from the Illinois Air National Guard for a local marketing campaign. The campaign aims to attract qualified applicants to serve as members of the Illinois Air National Guard, with a focus on radio advertisements and printed billboards throughout the state. The campaign has a $25,000 budget, with $15,000 allocated for radio advertising and $10,000 for billboards and printed advertisements. The government is seeking proposals that include overall marketing objectives, strategies, planned expenditures, and metrics to evaluate the campaign's success. Respondents can submit multiple proposals, and the government may award a single contract or consider partial or multiple awards. The campaign period of performance should not exceed one year. The RFI provides details on the target audience, prohibited advertising channels, and required information to be included in the proposal, such as past performance and demographic information.

W50S7S24Q0006 - FY24 Adversing Campaign
Quesons & Answers 29 May 2024
Q: Is an E-Sports IP Targeted Marketing campaign allowed for submission on this one?
A: More information is needed on what this campaign would entail.
Q: What is the total number of 30-sec radio and tv spots anticipated for this marketing campaign?
A: The Government is not seeking TV advertising spots. There is a hard limit of $15K available to spend on radio advertisements. We are looking for vendors to give us quotes that show how many 30 second ad spots that will buy across however many stations. (How many days, how many times a day, what times, etc. are all details we would like to see in addition to the other metrics listed in solicitation)
Q: Will scripts be provided or will the awardee use agency guidelines to write the scripts?
A: Radio spots will consist of four (4) prerecorded ~30 second commercials. These recordings already exist and will be provided to the awardee at the appropriate time. This campaign will not involve the production of new scripts.
Q: My company is a production studio. Will I be allowed to record the voiceovers in my studio or is there a designated recording location?
A: See previous answer.
Q: Will the awardee be responsible for creating and producing the messaging (e.g., billboard art and finished radio commercials), or will that be provided?
A: Original billboard art may be produced, but it must adhere to the attached ANG Graphics Standard 2019 (see Attachments section) and be approved by our office prior to publishing.
The Government has provided a link to the ANG Gallery (see Links section) which contains several approved and ready to use graphics for billboards and other printed advertising. The Government anticipates this option to be the most economically viable.
See previous question regarding radio advertising.
Q: My professional broadcast career expands more than 30 years “on air” in radio, television and film. May I submit a link which provides a sample of my commercial voice-over work to satisfy Past Performance?
A: Yes, you can submit a link which provides a sample of your commercial voice over work.
Q: My company is a production studio. Will I be allowed to record the voiceovers in my studio or is there a designated recording location?
A: The Government is not seeking original work for the radio advertising.
Q: The announcement states that quotes need to include information including overall marketing objectives and target audience. Typically, we’ve seen the audience for reserve forces cited as 18-24 or 17-21 year olds. Since that target is not identified in the announcement, should we proceed by identifying that for the Illinois Air National Guard? Similarly, with the “overall marketing objective” being absent, we are left to define our own objective. Are these safe assumptions?
A: The Government’s target demographic are all individuals qualified to serve in the Air National Guard.
Q: Is there a desired duration of the campaign?
A: The period of performance of the contract should not exceed one year.
Q: Will a quote that merges the radio and outdoor budgets into one $25,000 budget be considered? We are preliminarily considering this tactic to provide the Illinois Air National Guard with greater economy and media efficiency.
A: Yes, your firm would be able to merge the two budgets for Radio and Billboard/Printed advertisement. Please note that amounts stated on System for Award Management (SAM) are the Government’s programmed budget for Radio and Billboard/Printed Advertisements.
Q: Based on the Zone map provided, we have determined that Zone 3 includes 39 Illinois counties listed in the attached spreadsheet. Can you please identify any additional counties or those that should be removed?
A: The zone boundaries are approximate. If a clear majority of the county falls within zone 3, it should be included in that zone.
Q: As Southern Illinois borders Missouri, Kentucky, and Indiana, can IL ANG 126 accept Non-Prior Service and Prior Service leads who don't live in Illinois and are not transferring from another Guard unit, but who live within an acceptable travel distance from Scott AFB?
A: The Government is willing to work with all leads regardless of their current location.
Q: Will public benches, transit shelters, rail stations, etc. be considered or is this purely for roadside advertising?
A: All of the above are valid approaches and will be considered by the Government.
