W50S7S24Q0006 - FY24 Adversing Campaign

Quesons & Answers 13 May 2024

Q: For the Advertisement Campaigns is there a specific number of billboards being sought?

A: No. The Government is seeking the best solution that fits the stated budget. (For example: Instead of telling you how many billboards we need, and you give us a price; we have given you the price and you will tell us how many billboards that will buy). Profit & overhead needs to be built into the quote.

Q: This contract’s length is for 1 year. Will there be an opportunity for continuation/add on years?

A: The Government does not anticipate extending the period of performance beyond 1 year.

The Government does not anticipate additional funding for FY24. Should more become available, the Government would work with the awardee to increase the contract.

Q: In relation to the reward, what’s the range looking to be allocated for this contract?

If no set allocation, will the awarded be given based on how much exposure will be captured by the number of billboard/radio campaigns?

A: This question is not clear. The solicitation states that the Government has $15k available for radio and $10k for print, these numbers are the total budget for this requirement and not to exceed amounts.

Q: To clarify [the previous question], with each billboard being $10K and Radio $15K, are you guys looking to meet just that rage if 1 billboard and 1 radio ad? Or can one submit the proposal that has multiple projected billboards projected to be utilized for example in the proposal and price that accordingly?

A: The Government believes the budget is being misunderstood. The Government do not expect each billboard to cost $10k; the Government has $10k total available for all printed advertising.

There is a hard limit of $15K available to spend on radio advertisements. The Government is looking for vendors to give quotes that show how many ad spots that will buy across however many stations. (How many days, how many times a day, what times, etc. are all details we would like to see in addition to the other metrics listed in solicitation)

For printed advertisements/billboards, the Government has a hard limit of $10K available to spend. The Government is looking for vendors to give quotes that show how many that will buy and the duration. (Type of print, approximate locations, print size, and durations of each printed advertisement are all factors that we use to determine best value).

Q: What's the potential flight date (campaign start date) for the billboard and radio campaigns?

A: There is no firm period of performance other than it shall not exceed one (1) year. The Government would just like to see it begin in a reasonable time after award.
