ROADWAY PROJECT QUESTIONS:
1. What type of glass beads will be required on the taxi lane relocation? There is a significant difference in the 2 types of glass beads.
Answer: Per UFC 2-360-04, Section 3-3.2, Type I (Low Index Beads) shall be used for the apron striping.
2. Will each coat of sealer be required to dry/cure prior to the second coat being applied? Regardless of a Buggy application or spray application?
Answer: Per UFC 3-270-01, Section 5-2.1 and 5-3.1, each coat should be allowed to cure before applying the next coat.
3. Is Coal Tar the preferred sealer you would like used?
Answer: Coal tar is not recommended. Per UFC 3-270-01, Section 5-4, asphalt emulsion (fog seal) is recommended. Recommended fog seal is SS-1.
4. Will the military personnel coordinate removal of any vehicles left inside of the work areas or do the contractors need to coordinate relocation?
Answer: Military personnel will coordinate to ensure that the contractor will have a clear path for all work.
5. Will Apron Seal Coating on the shoulder and Taxi lane striping require limited work hours?
Answer: All work on the apron will require coordination between the COR and Airfield Management.
It should not result in limited work hours, however, it will require coordination and scheduling.
6. Will Seal Coating the Shoulder need to be completed in multiple phases?
Answer: Shoulder seal coating on the apron area may need to be done at different times depending on the impact it may cause to the flight schedule. Coordination with our Airfield Management team and the COR should ensure that phasing will not be required.
7. Does the repair/construction of the asphalt road section require full depth removal of the existing pavement and rock?
Answer: It is up to you as the contractor to determine if the existing pavement is a suitable sub-base for the requested end result – which is a complete and usable roadway.
8. Will glass beads be required for any of the striping areas? In particular, will airport-intensity glass beads be required on the apron striping area?
Answer: See answer to #1.
9. Sealing material specified (MC-250, MC-800, or MC-3000) are the wrong materials for sealing for this process. Those materials are not applied materials. We performed this project in the past that utilized cold applied emulsion materials. Product data sheet will be provided in a later email.
Answer: See response to Question #3.
10. Clarify that concrete walk/path ways panels that are off set more than 3/4” at joint are to be replaced to eliminate tripping or blading hazard.
Answer: It is the intent of the concrete sidewalk repair to ensure that there are no valid safety concerns. In order to minimize costs, we recommend that a scarifier is used to mill down raised joints on sidewalks to eliminate the safety hazards.
11. Can you detail what would be expected where the elevation change at the concrete walk meets the brick pavers on the north side of the entry plaza at building #5000?
Answer: The intent is for the surface to be level. If that is not the case, please make any necessary repairs to ensure that we have a complete and usable walkway that does not have any safety concerns.
12. Clarify we are only tuck pointing Building #5000 entry plaza brick pavers where the joint is exposed and resetting brick pavers at perimeter edges then tuck pointing those pavers.
Answer: CLIN 004 has been revised on the SOW, now dated 08 March 2022 to reflect the scope of work for the brick pavers at Bldg 5000. As stated in the revised SOW, the intent of CLIN 004 is for the contractor to tuck point any joints that need repair and to reset all bricks that require resetting, mostly on the perimeter edges. Once joints are repaired and bricks are reset, the brick area should be cleaned and sealed (if applicable) to provide protection from the weather and salting in the winter.
13. Clarify you want the whole roadway Item #D on sheet #C.4 to be removed full depth and replaced per detail 1/C5.1 on sheet #C.4. Are we to replace only roadway width and not any work in the parking lot areas.
Answer: Only the roadway itself needs to be repaired. The parking lot areas will just get resealed as all others. See Answer #7 for clarification.
14. Clarify if there is going to be any particular locations at the parking lot or roadways that are going to require asphalt patching. If so can you provide locations and square yards quantity for bidding purposes?
Answer: No asphalt patching has been identified at this time. If we run into an area that will require it, we will have to modify the contract accordingly through the contracting office.
15. Clarify if sealing of flight line aprons and pavement markings on flight line are going to be done in more than one phase.
Answer: See answer #6 for further clarification.
16. Verify location where bids are to be turned in. Also, clarify who to contact in order to get on base on bid day to turn in the bid. Will there be a public bid opening at the time of bid closure?
Answer: Bids are to be turned in at Bldg 5000, Room 142 (126 Contracting Office). Please contact MSgt Benjamin James (618-222-5112) in order to get on base for that day. I believe this is an IFB bid opening, so it will be done at time of bid closure.
17. For CLIN 001 subsection A, it lists oils that are more commonly used for sealcoating, not sealing of parking lots. They can be used, but they are atypical for this application. Please verify that these are indeed the oils that you prefer.
Answer: These are not. We utilized an old SOW and it had erroneous information on it. I have reviewed our DoD guidance, which is UFC 3-270-01 and have now referenced that for what to use for application purposes.
18. For CLIN 001 subsection C, is the intent to clean and seal the cracks? The IDOT specification utilized is for oil and chip type operations, not crack repair.
Answer: Yes, the intent was for all cracks to be cleaned and sealed prior to applying the seal coat. I have updated the SOW to include the correct DoD guidance, UFC 3-270-01, Chapter 9 (Asphalt Crack Sealing). UFC 3-270-01 can be found at the following location:
https://www.wbdg.org/FFC/DOD/UFC/ufc_3_270_01_2018.pdf
19. For CLIN 001 subsection D, can you direct us to which sheet this areas are called out on the plans?
Answer: The SOW has been updated to remove that section. It was there from a previous SOW and did not apply to this portion. However, there may be some existing asphalt that needs to be removed as part of the “new roadway” highlighted on Sheet C.4 as Item D.
20. For CLIN 004, are we removing and replacing all of the lines on the apron, or is it just the taxiway striping at the nose and tail of the planes?
Answer: The intent of CLIN 004 (now renamed as CLIN 005 on the new SOW), is that the existing taxi lane striping does NOT meet UFC requirements. We are asking the contractor to remove the existing taxi lane striping only and replacing it with new striping that is in the proper location. The EXACT location will be determined most likely during a walkthrough with the COR and Airfield Management prior to that phase beginning or during the pre-construction meeting.
21. For bidding purposes, what are the quantity of sidewalk repair? Is there something they have in mind to the extent of repair?
Answer: Unfortunately, I do not have a specific quantity of sidewalk repair as my knowledge base with that type of concrete sidewalk repair may be different than yours. As you have read in the previous answers, the intent of the sidewalk repair was to repair all joints, fix any safety hazards (scarification, etc.) and remove and replace areas that may need to be replaced (minimal) and finally, cleaning and sealing the concrete.
22. For bidding purposes, what are the quantities for the Concrete Apron removal and replacement?
(Shows hatched area but no quantity). Are they talking about the striping only and not the actual concrete.
Answer: There is no concrete apron removal. The only work on the flight line will be the asphalt shoulder seal coat and the removal and replacement of taxi lane striping on the apron itself. All of which will require coordination between the COR and Airfield Management.
23. During the Site Visit/Walk it was pointed out that the brick entrance immediately in front of Bldg 5000 would need to be repaired. The Statement of work only referenced the stamped and brushed concrete in the mall area. Will the brick pavers/masonry be added to the SOW? Will tuck-pointing of the brick/masonry area be required as well?
https://www.wbdg.org/FFC/DOD/UFC/ufc_3_270_01_2018.pdf
Answer: The SOW for the brick paver area has been added as CLIN 004. See the answer to Question #12 and CLIN 004 on the revised SOW for more guidance regarding the brick pavers.
24. Since we are doing a Commercial Seal Coat vs an IDOT process will CLIN 01 be revised? Will lines items D thru H be deleted in their entirety from CLIN 01?
Answer: The SOW has been revised to remove all reference to IDOT and align with our DoD requirements of UFC 3-270-01. This should hopefully provide more clarification on what is required for the seal coating of the existing asphalt surfaces here on the 126ARW campus.
