QUESTIONS AND ANSWERS RELATED TO :
SOLICITATION W50S7L-23-Q-0002
As of 9 September 2023
Q1. Do you have a drawing on this?
A1. See “Question 1 Pictures” attachment.
Q2. This section states the Contractor shall begin performance within 30 calendar days and complete it within 90 calendar days after receiving notice to proceed. Does this 90-day completion day apply to the project benchmark schedule to design and manufacture the solid dielectric switchgear associated with this Solicitation and Specification? Put another way, as a manufacturer, does our proposal covering this solicitation require us to design, secure approvals, build and delivery our switchgear package for this solicitation within 90-days from date of award? Please advise.
A2. The 90-day Notice to proceed will reflect the time the contractor is given to complete the project. This will be in coordination with the Base Contracting Office. This can often be different from when the Notice of Award is given.
Q3. The North American Industry Classification Code noted is 238310. This classification is for Drywall and Insulating Contractors. Is this accurate for this solicitation? The NAIC code for electrical equipment manufacturing starts with 3353. Switchgear and Switchboard Apparatus Manufacturing code is 335313. Please advise.
A3. NAICS corrected on Page 1 Section 10 to reflect proper NAICS of 238210.
Q4. Can you confirm if voltage sensing on source way wired to SEL relay is required? It may exceed the overall dimension, but not the pad dimension. (In bid doc-it does not call for voltage sensing). If you want VS but not an SEL relay-G&W can provide a junction box
A4. Confirmed you do want to keep the SEL 751 relay for voltage sensing.
Q5. Since we may not get the response from our legal team before the bid date, I will make a note on the quote “Buy American will be addressed, when available”-is this acceptable?
A5. FAR Provision 52.225-10 applies to this solicitation. It is the contractor’s responsibility to comply with FAR Clause 52.225-9 if they are the awardee of the contract.
Q6. 3. Will 90 day validity be required?
A6. Please see instructions on SF1442.
Q7. With the addition of motors, the height of the switch might exceed the existing switch. I assume we are okay to go over the existing switch, since there was no height restriction on rev 0-Please confirm acceptable.
A7. Based on the site visit there should not be any height restrictions barring any extreme height that would make it not feasible for cables to reach.
