Solicitation W50S7L22R0004 – Demolish HEF System, B25 & B76 Question and Answers as of 29 August 2022

1. Question: Due to the short amount of time between award and construction can the contractors work at another set of dates?

Answer: Yes, the next available time to complete this work in B25 is October 17-21, 2022. At bid award the Contractors will need to tell the Government which timeframe they want to work the B25 portion of the project.

2. Question: The ceiling tiles are clipped into the grid. Do the replacement tiles need to be clipped in to prevent uplift from the wind.

Answer: Yes, the ceiling tiles will need to be clipped back into the grid.

3. Question: Does the ceiling grid around the foam generators need to be lowered to match the rest of the ceiling grid?

Answer: Yes, the ceiling grid will all need to be flush upon completion.

4. Question: Is a hazardous material survey available for this building? If not, please confirm only a hazardous materials survey is required as part of this contract. Should any items come back hot, confirm the abatement of these items will be treated as a differing site condition and a change order to the contract.

Answer: No hazardous material is anticipated to be encountered during this project work. The HEF system and all its components were installed in 2017.

5. Question: What are the staffing requirements for this project? Will a full time Super be required? Will a full time QC be required? Will dual hatting of the Super/QC be allowed?

Answer: No, fulltime Super nor QC will be required for the job. A dual hatting Super/QC/Craftsman will be allowed.

6. Question: Will the AF66 Submittal Schedule be issued, or is this something the Contractor is to generate after award?

Answer: No AF 66 will be issued for this job. The Contractor will still need to complete the EAL process and fill out all recycled material content forms.

7. Question: Please confirm that no Bid Schedule will be issued, and we are to submit pricing for the two CLIN’s in the Description section on sam.gov.

Answer: Yes, This job will be paid per the two CLINS list above.

8. Question: Do we need to demolish the fire piping from the fire riser room to the hangar floor over the office areas?

Answer: No this piping will be abandoned in place and capped with a fire proof cap at both ends. See revised drawing FP 210.

9. Question: Since the ACT is a clipped in system and will need to be sequentially removed to get to a tile that needs to be replaced, will the Contractor be allowed to remove just the tiles needing replacement, and install a new non-clipped in tile that is weighted to reduce uplift?

Answer: No, The new tiles need to be clipped back in to prevent them from becoming dislodged and falling on an aircraft.

10. Question: It was mentioned at the site visit that an alternate construction window is available later in the year. What are the dates for that window?

Answer: The new dates for the B25 Hangar area work are Oct 31 – Nov 4, Nov 7-11, or Jan 23-27, 2023

11. Question: Now that the project will be pushed into the winter months, will any temp heat be required by the Contractor?

Answer: No temp heat will be required.
