About this file

This is a Questions and Answers document for the Bldg 70 Generator and ATS federal contract opportunity.

The document clarifies five key requirements for the generator and Automatic Transfer Switch (ATS) procurement. Generator equipment must be domestically sourced and comply with Buy American requirements under FAR clause 52.225-1; imported equipment is not acceptable. The generator rating must meet or exceed 125kW, with standard units slightly above this nameplate capacity being acceptable. The ATS must be 1200 amperes with manual transfer/override capability—a 600 amp ATS is not acceptable regardless of size considerations relative to the generator. The manual bypass requirement refers specifically to manual transfer/override capability rather than a full maintenance bypass-isolation arrangement. Optional components including block heaters and battery chargers are not required for this procurement.

Answer: No, imported equipment is not acceptable. The FAR clause 52.225-1 is applicable.

Question 2: For the 1200A ATS, does the requested manual bypass mean a full maintenance bypass-isolation arrangement, or manual transfer/override capability?

Answer: The requirement refers to manual transfer/override capability.

Question 3: Does the generator need to be exactly 125kW on the nameplate, or would a standard unit slightly above 125kW be acceptable?

Answer: A unit with rating slightly above 125kW is acceptable. SOW Section 4.1 states that the system must “meet or exceed” the baseline specifications

Question 4: Are a block heater and battery charger required?

Answer: No, these components are not required.

Question 5: Is a 600 amp ATS acceptable as it is sized closer to the 125kW generator?

Answer: No, a 600 amp ATS is not acceptable. The requirement for a 1200 amp ATS is intentional and must be provided.
