STATEMENT OF WORK (SOW)
PROCUREMENT AND INSTALLATION OF BACKUP GENERATOR & AUTOMATIC
TRANSFER SWITCH (ATS) FOR BLDG 70
MISSISSIPPI AIR NATIONAL GUARD
COMBAT READINESS TRAINING CENTER (CRTC)
GULFPORT, MISSISSIPPI
1.0 PROJECT TITLE & OBJECTIVE
The objective of this contract is the procurement, delivery, installation, integration, and testing of one (1) 125kW Diesel Backup Generator, one (1) 1200Amp Automatic Transfer Switch (ATS), and associated copper conductors to support emergency power requirements for Building 70 (BLDG 70) at the Mississippi Air National Guard Combat Readiness Training Center (CRTC), Gulfport, Mississippi.
2.0 BACKGROUND
The Gulfport Combat Readiness Training Center (CRTC) serves as a critical training site for the Total Force Special Warfare Airmen. Building 70 requires a highly reliable emergency backup power system to ensure continuous operations during utility outages. To meet this operational need, the Base Civil Engineer (CRTC/CEO) has established requirements to procure and install a 125kW generator and a service-entrance-rated ATS to automatically transfer critical loads during power anomalies.
3.0 SCOPE OF WORK
The Contractor shall provide all labor, supervision, materials, equipment, transportation, and coordination necessary to perform the following:
• Procure and deliver one (1) 125kW Diesel Generator (meeting all specific requirements).
• Procure and deliver one (1) 1200Amp Automatic Transfer Switch (ATS).
• Procure and deliver four (4) #500kCM Copper Conductors for connection between the generator and the ATS. The approximate distance from the Generator to the ATS is 30 ft.
• Provide complete turnkey installation, including any required site preparation, equipment mounting, electrical conduit routing, utility connection, and control wiring integration.
• Conduct pre-commissioning inspections, system testing, load bank testing, and training for local Base Civil Engineering personnel.
• Provide operation and maintenance manuals, and warranty documentation.
4.0 TECHNICAL SPECIFICATIONS
4.1 Backup Generator
The backup generator system must meet or exceed the following specifications:
• Manufacturer/Model: 125kW Backup Generator
• Electrical Characteristics: 208/120V, 3-Phase, 4-Wire, 60 Hz, operating at
1800 RPM.
• Fuel Type: Diesel.
• Cooling System: Radiator cooled, sized to maintain safe operating temperatures under full rated load at maximum ambient site conditions.
• Acoustic & Weather Enclosure: Level 1 Sound and Weather Attenuation
Enclosure.
• Fuel Storage: Integrated sub-base fuel tank with a minimum capacity of 250 gallons, double-walled.
4.2 Automatic Transfer Switch (ATS)
The ATS must meet or exceed the following specifications:
• Amperage Rating: 1200 Amps.
• Enclosure Type: NEMA 3R rated (suitable for secure exterior/outdoor installation).
• Service Entrance Rating: Service Entrance Rated (must include a main utility disconnect breaker integral to the ATS).
• Operation: Fully automatic initiation with programmable exerciser timers, voltage/frequency sensing on both utility and generator sources, and manual bypass/override capability.
4.3 Cabling & Conductors
• Specification: Four (4) runs of #500kCM Copper Conductors.
• Application: Specifically designated for the critical electrical connection between the backup generator and the ATS.
• Conduit: Conductors shall be routed in appropriately sized PVC-coated rigid conduit where exposed to outdoor weathering.
5.0 SPECIFIC CONTRACTOR TASKS
Task 1: Site Survey & Engineering Submittals Site Inspection: The Contractor shall perform a detailed site survey to verify the physical footprint, routing path for the copper conductors, structural foundation requirements, and electrical tie-in locations at BLDG 70.
Submittal Package: Prior to purchasing any equipment, the Contractor shall submit a comprehensive technical submittal package to the Base Civil Engineer for review and approval. The package must include:
• Manufacturer data sheets for the Generator, ATS, Enclosures, and Conductors.
• Detailed site layout diagram indicating generator placement, ATS mounting location, and conduit run path.
• Single-line electrical diagram of the proposed integration.
Task 2: Procurement & Delivery The Contractor shall procure all approved materials, ensuring strict adherence to the Buy American Act and federal procurement guidelines.
The Contractor shall coordinate delivery to the Gulfport CRTC. The Contractor is solely responsible for offloading, hoisting, rigging, and staging the heavy equipment.
Task 3: Installation & Electrical Integration Demolish:
• Demo and dispose of existing manual transfer switch
Civil/Structural Work:
• Install a reinforced concrete equipment pad of sufficient thickness and dimensions to support the generator and sub-base fuel tank weight, preventing vibration transfer.
• Securely anchor the generator and ATS to their respective concrete pads using seismic-rated anchor bolts.
Electrical Installation:
• Install the 1200A ATS on the exterior of equipment enclosure at the designated service entrance point.
• Run conduit and pull the four (4) #500kCM copper conductors from the generator breaker to the ATS.
• Route control wiring between the generator control panel and the ATS to facilitate automatic start/stop and utility sensing.
• Ensure all grounding and bonding comply with the National Electrical Code (NEC) and local military standards.
Task 4: Testing & Commissioning Upon completing physical installation, the Contractor shall execute a comprehensive commissioning plan witnessed by the Base Civil Engineer (or designated representative):
Pre-Start Checks: Verify fuel, coolant, lubrication levels, phase rotation, and insulation resistance.
Load Bank Test: Conduct a minimum 2-hour resistive load bank test of the generator system (complying with NFPA 110 requirements) to verify output performance at 25%, 50%, 75%, and 100% load capacities.
Automatic Transfer Test: Perform a simulated utility power outage test to verify:
• Loss-of-utility sensing.
• Generator startup and stabilization timing.
• Automatic transfer switch actuation.
• Load pickup and steady-state voltage/frequency under actual building load.
• Automatic re-transfer to utility power upon restoration, including generator cool-down cycle.
