W50S7KRA006 Vehicle Maintenance Operations Services
• REFERENCE: Solicitation Document, 1. Instructions to Offerors, C. Content, Volume 1, - Section 2.
o Question: Do resumes need to be provided as part of the proposal, or can resumes be provided after award?
o Answer: Provide as part of the proposal, these will not count against page totals
• REFERENCE: Solicitation Document, 1. Instructions to Offerors, C. Content, Volume 1, - Section 2.
o QUESTION: The PWS does not directly define key personnel. A Contracts Manager is the only identified position in the PWS. Does the Government have designated key personnel for this contract?
o Answer: No, the contractor self-identifies key personnel o QUESTION: Is this a new or continuing requirement? If this is a continuing requirement, who is the incumbent, and what is the current contract number for the incumbent?
o Answer: The current contract, W50S7K20C0005 is on its final option. The incumbent is Leo Tech, LLC.
o QUESTION: How many days are allocated for the transition period for the start of the contract if awarded to an Offeror that is not the incumbent?
o Answer: The contract must be fully operational on the first day of the Period of Performance regardless of awardee.

o QUESTION: The PWS provides a detailed process for acquiring Personal Identification Verification (PIV) cards; however, there is no mention of Facility Clearance (FCL) in the PWS, but it is required for the proposal. What aspects of the contract require an FCL by the Offeror?
o Answer: Facility Clearance is not required for this requirement.
• Reference: PWS, para 2.2, GSA Leased Vehicles Maintenance.
o Question: the PWS lists 15 GSA-leased vehicles, one of which is the installation commanders vehicle. Other than washing and periodic waxing the commander’s car, what maintenance is required to be performed by the contractor for the remaining vehicles. The PWS states that maintenance requirements are detailed in the GSA provided packet within each vehicle. Please clarify the contractor’s maintenance responsibilities for the GSA leased vehicles.
o Answer: No maintenance responsibilities for GSA vehicles. When scheduled or unscheduled maintenance is required for GSA vehicles it is coordinated off base.
• Reference: PWS, para 3.4.1 o Comment: the PWS states that body work, glass, upholstery, and structural repair will be performed by the contractor. These types of work are generally sublet to local vendors for repair or replacement since the workload does not justify full time or part time employees. During the site visit, it was noted that there were no shop facilities or equipment available to perform paint and body repairs or upholstery.
o Question: Would the Government consider an additional CLIN for Non Target work which would include the services mentioned. The contractor could find the appropriate vendor, get bids, and recommend a vendor. Then the government could be billed for the services, using funds in the Non Target CLIN o Answer: Non-target CLINS will not be included in this contract. CLINS will be FFP
• Reference: PWS, para 3.15.3, Material Control o Comment: The reference states that parts acquisition, and consumable replenishments will be maintained in the Warehouse module in DPAS.
o Question: Does the contractor order repair parts, stock replenishment
,benchstock replenishment and lubricants through the government supply system at no charge to the contractor?
o Answer: Contractor submits a parts request for required parts and materials.
Government approves, orders, and purchases those items out of base funds.
• Reference: PWS, Appendix A, Workload Data o Comment: The Vehicle Master list depicts 9 Fuel trucks that will require scheduled and unscheduled repairs and preventive maintenance.
o Question: Does the Government provide a suitably equipped facility in which to perform maintenance on these vehicles?
o Answer: Yes

- liabilty coverage o Question: What is the minimum insurance coverage required on a general policy by the MS Air Guard for shop work, and what is the minimum driver coverage for transporting Government Vehicles and recovery OPS?
o Answer: See FAR 28.301(b) and 28.307(a) through (c). Worker’s Comp and employer’s liability, General liability, automobile liability.

o Question: Please confirm that the only resumes to be provided for this solicitation are those key personnel identified by the offeror within their Staffing Plan.
o Answer: Correct
• Reference: PWS Section 3.2.4:
o Question: Section 3.2.4 of the PWS requires Emergency Vehicle Mechanics to have NFPA 1071 Level II qualifications with a minimum of 3 years’ experience. How many such mechanics are required on staff at all times?
May certifications such as ASE EVT or equivalent be substituted?
o Answer: 2 mechanics Level II or higher. Yes equivalents can be substituted.
• Reference: Appendix D Special training/certifications, or licensing Requirements:
o Question: Appendix D requires employees to hold all certifications necessary to operate listed vehicles. Please confirm whether the contractor is responsible for maintaining currency of licenses/certifications at its own expense, or whether Government-provided training/licensing will be available o Answer: certifications and currency of such is the responsibility of the contractor.
The Government cannot license contract employees.
• Reference: PWS Section 2.7 o Question: Section 2.7 requires submission of a Quality Control Plan (QCP) within 10 days of award, but references a QASP not provided with the solicitation. Will the Government furnish the QASP so offerors can align their QCP proposals?
o Answer: The QCP should be developed from the PWS and service summaries found in the PWS.
• Reference: Appendix A o Question: Workload Estimates vs. Performance Standards - Appendix A provides historical workload averages but notes they are not guaranteed. Should offerors base staffing on these historical averages, or propose staffing sufficient to meet peak surge requirements?
o Answer: The contract should be staffed to meet all requirements, historical data was provided to assist in bidding.
• Reference: PWS Section 3.13 o Question: Section 3.13 requires maintaining a Mission Capable (MC) Rate above 75%, but also notes that fire truck/refueler downtime can degrade MC rates. Should these be excluded from the MC rate calculation?
o Answer: The 75% is a MC rate as a whole. Certain departments on base such as the Fire department and Fuels have specific Mission Essential Levels (MEL) that require them to have a certain number of vehicles in commission in order to operate.
• Reference: Appendix C /PWS Section 3.7 o Question: Appendix C indicates the Government will furnish all materials, tools, and equipment. Section 3.7, however, requires the contractor to calibrate specialized tools and ensure accountability. Should calibration/maintenance costs be priced by the contractor or provided by the Government?
o Answer: Calibration of tools such as torque wrenches, gauges, Multimeters, and any other tool that requires calibration per the manufacturer is picked up by a base representative and taken to Keesler AFB for calibration at no cost. The accountability and tracking of calibrations is done in DPAS warehouse.
• Reference: PWS Section 2.5 o Question: Hours of Operation & Surge - Section 2.5 requires coverage during normal hours and surge support (7–10 times per year, 2–6 hours each). Should this surge support be priced into the fixed-price CLINs, or reimbursed separately?
o Answer: It will not be reimbursed separately.
• Reference: Proposal Instructions vs. Evaluation o Question: Please confirm whether the minimum requirement for an 'Acceptable' (Green) rating under Factor 1 is that all PWS requirements are addressed with no deficiencies, or whether additional strengths must be demonstrated.
o Answer: Additional strengths are not required but may be included.
• Reference: Wage Determination o Question: Some WD rates fall below the Executive Order 14026 minimum wage of $17.75/hr. Please confirm whether EO 14026 automatically supersedes the WD, or if conformance is required.
o Answer: EO 14026 was rescinded in March.
• Reference: PWS Section 2.10 o Question: Section 2.10 states the Government does not provide training. Please confirm whether contractor personnel must also comply with Air Force-specific driver/operator training for specialized vehicles, or if commercial certifications suffice.
o Answer: Commercial certifications suffice.
