About this file
This is a Questions and Answers document dated January 28, 2026, providing clarifications on the AATTC Trailer Reconfiguration project (Solicitation W50S7G26RA005). The document addresses 15 contractor inquiries regarding scope interpretations across the three project phases.
Key clarifications include: Phase 1 and 2 work focuses on South trailers only, with North trailers remaining on base (not physically removed). Phase 2 metal siding installation applies to the South, East, and West sides of trailers, while the North side skirting of South trailers receives no modifications due to access limitations. Phase 3 deck inspection is visual only, with repairs discussed with the Project Manager; the deck's open North side must be closed using ground-contact pressure-treated plywood (spaced 1/2" from ground), exterior house wrap, and metal skirting with top flashing and J-channel. Bowed and warped composite skirting must be replaced with salvaged pieces from the North trailer using face screws. The metal panel skirting at the handicap ramp on the East side shall be installed across the top with J-Channel landing on the ramp surface, with installation under the ramp as far back as possible without ramp disassembly. A qualified Registered Communications Design and Distribution (RCDD) engineer certified by BICSI is required for communications work. The 30-yard dumpster must be provided by March 2, 2026, and removed by March 6, 2026, with MOANG responsible for removing furniture and filling the dumpster. Additional clarifications address ethernet cable routing through conduit (cutting ends if necessary), removal of communication floor boxes with carpet repair, and exclusion of carpet damage repairs under raceways from scope.

Questions and Answers
W50S7G26RA005
Date: 28 January 2026
Questions:
Question 1: On page 2 of 21 in the SOW part 3 states “Decommission and remove North trailer group from base”. I am assuming this is a typo and we are not required to actually remove the North trailer from base?
Answer 1: Correct, you will not be removing the trailers off the base.
Question 2: Under PH 2 it now states to install metal siding over the existing skirting. Does this just happen on South, East, and West sides of the trailer?
Answer 2: Correct, install will be on South, East, and West sides of trailer.
Question 3: Can you clarify the skirting required underneath the deck on the North side of the South trailer? Are we just installing the salvaged composite deck skirting from the North trailer or do you want the metal siding installed over it as well?
Answer 3: Nothing will take place to the North side skirting of the South trailers due to access limitations.
Question 4: Under Phase 3, item 2A and 2B states to perform inspection of the deck and send results of damage and needed repairs to the PM, but item 2C states to replace and repair as required to restore structural integrity. Are we to include just the inspection in our quote or are you wanting us to make assumptions and include any/all repairs in our quote as well? Would you want the open North side of the deck closed off so there is no access underneath the deck or do you want it left open? Item 1F states to salvage the trailer skirting for reuse on the North side of the South trailer group or on the North side of the decking and to verify with PM. Do we include installation at just one or other or do we need to include installation at both locations?
Answer 4: Deck is free standing from trailers. Visual inspection is sufficient. Discuss any repairs with PM. No work will be done to the skirting below the deck at the North side of the South trailers. Decking to be closed off. A support wall exists allowing for enclosing. Attach ground-contact pressure treated plywood to existing decking support wall. Security screws are to be used at top corner and bottom corner ends of plywood pieces along with conventional attachment methods. Plywood spaced off ground 1/2”. Attach exterior house wrap for moisture control over plywood. Install metal skirting with top flashing and J-channel over wrap and plywood. See attached images for under decking structure
Question 5: Item (E) under Phase 3 project scope states to provide one 30 yard dumpster and dispose of any miscellaneous items left in the trailer. Are we just to provide the dumpster and the ANG employees will remove and put any items in the dumpster for us to dispose of or do we need to remove any items and place in the dumpster? If we are to include the removal and placement in the dumpster can you tell us how much we should expect to handle?
Answer 5: Contractor to provide 30 yard dumpster on 2 March 2026 and removed by EOD 6 March 2026. MOANG will remove furniture in North trailers and fill dumpster
Question 6: Do you want existing bowed and warped composite skirting removed and replaced prior to installation of the new metal panel skirting? If so, this will have to be face screw at there is no access to install the hidden clips without completely removing all skirting from one end to the other.
Answer 6: Yes, replace existing bowed and warped composite skirting prior to metal install. Face screws are fine since we are covered with metal skirting.
Replace using salvaged pieces from North trailer skirting.
Question 7: How do you want to handle the metal panel skirting at the handicap ramp on the East side? The only way to install the metal skirting is to disassemble the ramp to be able to access the area for installation.
Answer 7: Install across the top with the J-Channel landing on the surface of the ramp.
Install on skirting under the ramp as far back as possible with flashing and J-Channel on the ground. Do not disassemble ramp.
Question 8: As clarification on the South trailers, the electrical contractor is responsible for the installation of new SIPR data drops, new jacks, red cat6 cable and punch down of cables in the data rack that is being relocated into the corner of room 109. Our IT guy has the equipment to test the cat6 cables that are being reused and new cable being installed, along with providing a report of testing results. He is questioning the note C), 2) under Communications on page 5 of the statement of work which states "The engineering and installation contractor shall employ, directly or through subcontract, qualified communications engineers who are certified as Registered Communications Design and Distribution (RCDD) engineers by the Building Industry Consulting Services International (BICSI)." What is the intent of this statement? Does this mean you want us to actually hire an engineer to approve the design of the ANG scope of work that has been provided and our installation, or are we actually just responsible for the installation of cabling and equipment as called out on plans, along with proper testing and a report of test results? If you want an engineer to be hired there would be a significant cost increase, if we could even find one.
Answer 8: Yes, this is required.
Question 9: Can we put skirting on the outside of the ramp going up to the deck?
Answer 9: No
Question 10: Does the carpet damage need to be fixed under the raceways in the North trailer?
Answer 10: This has been removed from the scope
Question 11: Is the contractor responsible for patching and painting vinyl over the sheetrock?
Answer: 11 This should not be an issue unless something is damaged by the contractor.
Question 12: Where should the dumpster be dropped?
Answer 12: Within the immediate vicinity of the trailers.
Question 13: Do the ethernet cables need to go through the conduit in the south trailer? The ends are bigger than the conduit.
Answer 13: Cables to pulled back to Comm closet. Cut cable ends off to pull through conduit if necessary.
Question 14: Do the ends on the ethernet cables need to be put back on the the cables that are not being used?
Answer 14: No on the two feeding the SIPR cabinet
Question 15: Does the box in the communication box in the south trailer RM 100, need to be capped?
Answer 15: Floor box is to be removed, repair floor holes, replace carpet squares from users stock
