Combined SOW: AATTC Trailer Reconfigure and Removal The contractor shall provide all necessary personnel, equipment, transportation, and materials required to complete this three-phase project. Phase 1 involves interior facility upgrades to AATTC South trailers. Phase 2 focuses on exterior facility upgrades to the AATTC South trailers.

Phase 3 is the decommissioning and removal of the North AATTC trailers.

Phase 1 - Update an existing room in South trailer group into a SIPR café by installing three new quad SIPR ports, relocating the existing SIPR cabinet, providing an external raceway system with SIPR-appropriate CAT6 cabling, re-directing in-floor power, and reconfiguring existing door access to select doors. Part 2 - Update South trailer group exterior, including installation of a continuous exterior-rated vapor barrier behind skirting, insulation of piping under trailers and heat tape for sewer lines, installation of a lockable access panel, sealing of the building envelope where needed, and placement of a new awning over the exposed entry door with reuse of existing components where feasible.

Part 3 - Decommission and remove North trailer group from base and repairs to the existing decking that joined North and South trailer groups, construction of new guardrail and stairs on decking, removal of cameras and low-voltage wiring from North trailers, removal of North trailer skirting and lockable access panel. All work performed under this Statement of Work (SOW) shall be conducted in accordance with all applicable state and federal laws and regulations, ANG policies and regulations, and this SOW as outlined below.

Quick Summary:

This project encompasses three phases to enhance security, functionality, and resilience of ANG infrastructure. Phase 1 converts an existing room in the South trailers into a fully operational SIPR café, with new SIPR ports, cabinet relocation, compliant cabling systems, redirected power, and updated door access to ensure secure communications. Phase 2 delivers exterior improvements to the South trailers, including vapor barrier installation, piping insulation with heat tape, lockable access panels, building envelope sealing, and a new awning to improve energy efficiency, weather protection, and accessibility. Phase 3 decommissions and removes the North trailers, dismantling skirting and wiring, removing cameras, and repairing decking with new guardrails and stairs to maintain safe access. All work will comply with applicable laws, ANG policies, and the requirements of this SOW.

Phase 1 - Project Scope:

Phase 1 - Project Overview

3) Rack shall have two (2) NIPR drops and duplex 120-amp electrical outlet inside

1) Provide 3 quad SIPR ports with 4 drops terminating in each faceplate

2) The Engineering and Installations contractor shall employ, directly or through subcontract, qualified communications engineers who are certified as Registered Communications Design and Distribution (RCDD) engineers by the Building Industry Consulting Services International (BICSI). The contractor shall employ qualified installers to properly place, terminate and test all related communication cabling.

Jacks and patch panels will be labeled at both the Jack and patch panel

E) Raceway

1) New external metal raceway shall be installed at 72” AFF

Phase 2 - Project Overview

1) Skirting and Vapor barrier A) Install continuous exterior rated vapor barrier behind skirting of South trailers for cold, wind, and draft protection.

1) If no skirting exists on North side of South trailer group then remove skirting from

North trailer group.

B) Report any observed rodent activity, mold, hazards, leaks, or other conditions under-trailer. Report findings to PM C) Install matching skirt flashing where gaps and damage exist D) Seal piping penetrations through floor E) Provide venting per manufacturer/code as required F) Install new lockable access panel on West side that matches existing type and size on the South trailers G) The contractor is responsible for the clean-up and removal of all debris and unused material. No leftover material is to be left on base unless directed by Base CE.

B) The contractor is responsible for repairing any damage to existing buildings, sidewalks, asphalt/concrete drives, curbs, grass areas, fencing, utility lines/boxes and all other government property that occur because of construction.

C) Grass areas will be free of ruts and re-seeded as needed

Phase 3 - Project Scope:

1) Demolition A) Skirting around North trailers

1) Save for reuse on North part of decking where North trailers were attached B) Access panel on skirting

1) Save and reuse on North side South trailers and around new decking C) Demo Interior to existing conditions of trailers (see attached PDF for floor plan)

1) Remove all cipher locks, door handles, keyed door handles, and blind plates

(a) Remove and dispose of all installed junction boxes, cable, conduit, mounting brackets, and any other associated material

3) Electrical

(a) Remove and dispose of all wall and floor surface mounted outlets, outlet boxes, outlet faceplates and electrical conduit.

(b) Remove and dispose of electrical wire and conduit from all trailer sub panels back to the main panel

(c) Electrical panel to remain in a clean and working condition that meets all codes and regulations. Contractor to remove the MDP on Northwest side of North tailer group. Remove all wiring and conduit back to disconnect on Southwest side of South trailers

4) Plumbing

(a) Remove and dispose of all installed plumbing fixtures, supply & drain lines, fittings, condensate lines, and hardware.

(b) Remove and dispose of all installed water lines, shut off values, and mounted heat tape connected to trailer. Demo water line extending up from 1” copper line 3’ underground and cap off buried line.

5) Sewer

(a) Remove and dispose of all sewer lines connected to trailer restrooms, showers, floor drains, sinks, and drain pans. Remove line to ground level and cap off with a clean-out PVC screw cap and cover plate. Clean out cover shall be cast iron lid and ring.

6) HVAC units to remain attached to trailers

(a) Remove and dispose of all installed plumbing fixtures, supply & drain lines, fittings, condensate lines, and hardware

(b) Any refrigerant to be removed and disposed of per NEC, OSHA, EPA refrigerant handling rules.

7) Communications

(a) Remove and dispose of all installed communications LAN drops, raceways, communication racks, conduit, all CAT 6 cabling, PA systems, speaker wire, plywood, and pathways.

8) Water Heater(s)

(a) Remove and dispose of all installed water heaters, supply lines, hardware, drip pan, drain lines, and electrical wiring back to panel.

9) Shower(s)

(a) Remove and dispose of all installed stand-alone shower units, controls, supply lines, hardware, drain lines, and shower heads.

10) Cabinet(s) and Counter(s)

(a) Remove and dispose of the previously installed cabinets and counter tops

11) Fire Alarm(s) and Smoke Detector(s)

(a) Remove and dispose of all installed fire and smoke detection systems, conduit, wiring back to panel, mounts, and other associated material. Detection system should be connected to the BTX panel in the Simulator Trailer to the South and must be disconnected and all conduit and wiring removed.

D) Carefully remove one awning for reuse on South trailers

1) Verify with PM prior to uninstall/install

E) Contractor to provide one 30-yard dumpster and dispose of any miscellaneous items (e.g. furniture, white boards, tv mounts) left in the trailer.

F) The contractor is responsible to repair any additional damage done to the trailers throughout the project

Phase 3 - Project Overview

1) North Trailer Decommission A) Decommission trailers per attached list & statement of work B) Disconnect and decommission utilities serving trailers

1) Electrical, gas, water, sewer, HVAC, communications.

2) Coordinate any required meter/service shutoffs with client.

3) Perform utility location and coordinate shutoffs/lockout-tagout with client.

4) Remove all lines to ground level and cap off as necessary and appropriate

C) All other demolished materials to be hauled offsite and disposed of at certified facilities.

D) Performed work to comply with applicable building codes, NEC, OSHA, EPA refrigerant handling rules, local wind/flood requirements, and any applicable owner or facility standards

E) Salvage trailer skirting for reuse on the North side of South trailer group or on North side of the decking (where trailers were attached). Verify with PM.

F) Properly support decking framing prior to trailer removal

2) Decking Repair and Reinforcement A) After trailer group removal, perform inspection of deck framing, joists, beams, ledgers, posts, footings, fasteners, flashing, and decking where trailers were attached B) Send results of damage and needed repair to AATTC representative C) Replace/repair

1) Replace decking boards, joists, beams, posts, blocking, rim boards, and footings as required to restore structural integrity

5) Site Conditions

A) The contractor is responsible for the clean-up and removal of all debris and unused material. No leftover material is to be left on base unless directed by Base CE.

General Notes:

1) Project Location: AATTC Trailers, 139th Airlift at Rosecrans Memorial Airport on 705

Memorial Drive (Airport Rd) in St Joseph, Missouri.

2) Performance Period: 50 calendar days from NTP

1. Phase 1 and 2 – 20 Days (NLT – 15MAR26)

2. Phase 3 – 30 Days (NLT – 24APR26)

3) Hours of Operation: 0700 - 1600 Monday through Friday except Government Holidays.

4) Visitor Center Hours of Operation: 0700 – 1100 Monday, Wednesday, Friday except Government Holidays.

a) Background checks must be submitted at least 7 working days from the needed access date.

5) Real ID: All employees requiring base access possess a REAL IC-compliant driver’s license or other acceptable form of identification. REAL ID criteria are outlined in DoDM 5200.08v3_DAFMAN31-101v3. You can verify REAL ID compliance and monitor for any changes to the enforcement date on the DHS website: hhtps://www.dhs.gov/real-id.

Failure to present REAL ID compliant identification after May 7, 2025, will result in denied access or individual must be escorted. Please take the necessary steps now to ensure compliance and avoid any access disruptions.

6) Scheduling: The contractor shall coordinate the work schedule with and get approval from the Project Manager.

7) Use of Base Utilities: Base water and electricity shall be available for use by the contractor and sub-contractors in performance of this project only. All other utilities shall not be available for contractor and sub-contractor use.

8) Redline Drawings: Redlined floorplan layouts of all construction changes will be provided to

139th CES upon completion of the project for updating existing base drawings. These redlines are to show all construction features including errors, changes, revisions, and any deviations from the original plan. Additional redlines floorplan layouts to show cable pathways used, jack numbering and locations, locations of any cables not reused and left coiled above the ceiling with locations and labeling for coaxial cables.

a) In addition to redline drawings; contractor to provide drawings showing electrical conduit and condensate drain line paths, and water line tie-in location and path.

9) Equipment Manuals, Training, & Warranty: One hard copy and one electronic copy of O&M

Manuals and Warranty information for all new devices. Submit in a binder format that is labeled for the project. Additionally, contractor shall provide training to users & base craftsmen on new equipment.

10) Hazardous Materials: The contractor planning to use hazardous material (HM) for the project shall register with the base Hazardous Material Pharmacy (HMP) prior to start of work in order to support the installation’s compliance with Executive Order 12856, Federal Compliance with Right-to-Know Laws and Pollution Prevention Requirements. All HM required to support the contract shall be reported to the HMP using the Contractor HM Identification Form. The HM Identification Form will be a submittal requirement and must be submitted and approved before work can begin. (See Attachment).

11) Fire Protection: Open flame devices or any welding are not permitted except when a permit has been applied for and received. Permits may be applied for by submitting an AF form 592 to Building 302, Fire House, and 24 hours prior to using any open flame devices or welding devices. Contractor shall provide his own fire protection to include fire extinguishers.

12) Digging Permits: Any digging shall require a digging permit. The digging permit shall be obtained through the Base Civil Engineering Office (BCE) or the Project Manager.

13) Contractor’s Equipment & Supplies: Store all Contractor tools, equipment and supplies in a location approved by the Government project manager, on or off base property.

Government shall not be held responsible for missing or damaged contractor owned equipment or materials.

14) Differing Site Conditions: Bring any unforeseen project conditions to the attention of the

Contracting Officer immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed.

15) AT/FP Provisions:

1.Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.

Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1b. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10- 245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4. Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login. seam. For those without a CAC, select" Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.

6.For contracts that require an OPSEC Plan. The contractor shall develop an OPSEC Plan and provide it to the COR or KO within XX calendar days of contract award to be reviewed and approved by the responsible Government OPSEC officer, per AFI 10-701, Operations Security. This Plan shall include the government’s critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. For the contractor to effectively comply with OPSEC provisions of the contract, the organization will provide the following guidance: (1) Organization’s Critical Information; (2) Adversaries ‘collection threat information as it applies to the organization’s mission and the contract; (3) Operations Security guidance; and (4) Specific OPSEC measures the organization requires (as appropriate).

6a. Requirement for OPSEC Training. In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 30 days of employees’ initial assignment to the contract and prior to having access to any critical information (CI) and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. 7. For Information Assurance (IA) / Information Technology (IT) Training. All contractor employees and associated sub-contractor employees shall complete the DoD Information Assurance Awareness Cyber Awareness Challenge before issuance of network access and annually thereafter. All contractor employees performing services involving IA/IT functions shall comply with DoD and Air Force training requirements in DoDD 8140.01, DoD 8570.01- M and AFPD 33-2 within 45 days of the start of contract performance.

8. For Information Assurance (IA) / Information Technology (IT) Certification. In accordance with DoD 8570.01-M, DFARS 252.239.7001 and AFM 33-282, Contractor employees performing services supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M shall be completed upon contract award.

16) Material Submittals: The contractor shall submit to the CO for approval all items listed in the specifications booklet on an AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 14 calendar days and maximum of 30 calendar days for the Government’s processing of material submittals. The contractor shall not order, deliver or install any materials without CO’s material approval.

Remove any materials on site, which have not been properly approved.

17) Damage to Government Property: Any damage caused by the contractor or subcontractor to any Government property while the contractor is on base shall be replaced or repaired to the satisfaction of the Government by the contractor at no cost to the Government.

18) Trash, Refuse & Debris: The contractor shall not use any Government disposal bins, dumpsters or trash receptacles for any reason at any time. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through Government project manager. The contractor shall not allow debris to leave the work area due to potential damage to aircraft engines.

Contractor shall coordinate with the base. All debris or trash shall be disposed of off base.

All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the Government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris.

19) Communications Cabling: Any communication cabling and/or pathways and/or equipment shall not be altered without prior written approval of the 139th communications flight.

Contactor must ensure any installed equipment, ductwork, piping, electrical etc., does not obstruct future access to existing communication cabling and pathways. Any cost associated with CF approved alterations will be the responsibility of the contractor. Under no circumstances will the contractor void the Governments current inside plant certification and warranty.

20) Sustainable Procurement Requirements: Where applicable on products meeting the EPA’s requirements of the Comprehensive Procurement Guide for postconsumer content and total recovered content should be considered, if feasible.

21) Information Assurance Contractor Training and Certification (JAN 2008)

a) The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements, including—

i) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and

ii) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.

b) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.

c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.

22) Inadvertent Archeological Finds: In case of an inadvertent discovery of a cultural or archaeological resource, the following applicable actions will be taken immediately:

a) Workers will cease all excavation activity, ensure the site is secured, and contact Base

Civil Engineering at 816-236-3318.

b) The Environmental Office (EMO) will ensure that activities have ceased at the discovery site and that the site has been secured from human and natural forces.

c) The Environmental Office will notify any applicable tribal Governments and State

Historic Preservation Office (SHPO) of the discovery. SHPO will determine if the State Archaeologist should be contacted.

d) The Environmental Office will notify the Base Judge Advocate General (JAG), Installation Commander, NGB/A7CV and the base Public Affairs Officer (PAO).

e) If the Environmental Manager (EM) has reason to believe that Native American human remains, funerary or sacred objects have been discovered, the EM will provide immediate telephone notification of the discovery, along with written notification by certified mail, to the Department of the Interior’s Departmental Consulting archaeologist (DCA) at the following:
