Safety

Comply with any applicable OSHA requirements while on the job-site.

Motor Vehicle safety: seatbelts, speed limits, hands-free cell use.

Speed limit is 15 MPH on Base unless posted differently.

Confined Space entry requires confined space certified. Coordinate all confined space entries with Base Fire House (816-236-3301). Note: If the project includes confined space entry, the contractor will be required to sign a Statement of Understanding for Base Confined Space procedures.

Environmental & Bio-Environmental Off site dumping/removal – Contractor must use their own construction debris dumpsters.

Hazard Material usage/storage – see Hazardous Material Notification Form.

a. Review process for filling out and submitting forms.

b. Written approval must be obtained before any contractor is permitted to bring any LASER or radioactive source / equipment onto the installation.

If you find or suspect any soil contamination during the course of your work – notify the Environmental Management Office (236-3559/3604) or COTR immediately.

Appropriate hazardous material storage containers and/or cabinets (flammable, corrosive, etc.) must be used by any contractor/civilian entity who transports shall be used if storing HAZ-MAT on base.

Security Police

Police checks – allow 14 calendar days for approval.

a. Submit background checks by e-mail to;

b. After a background check is approved, obtain an AF Form 75 at Security’s Visitor Center located in building 205 east of the main Base.

Visitor Center hours: M-W-F only 0700-1100

c. Present AF 75 at main gate for entry on Base and keep on your person at all times.

Contractor responsible for securing site material/tools.

REAL ID

General Conditions: For contractors, this means ensuring all employees requiring base access possess a REAL ID-compliant driver's license or other acceptable form of identification. REAL ID criteria are outlined in DoDM 5200.08v3_DAFMAN31-101v3. You can verify REAL ID compliance and monitor for any changes to the enforcement date on the DHS website: https://www.dhs.gov/real-id Failure to present REAL ID-compliant identification after May 7, 2025, will result in denied access or individual must be escorted. Please take the necessary steps now to ensure compliance and avoid any access disruptions.

Fire Department

Burning/Welding Permit – will be required if any open flames or sparks will be generated by the contractor’s work – obtain at Base Fire Department (816- 236-3301).

Emergency Response: Dial 911 from any Base phone, or 911 from your cell phone.

Real Property Worksheet

Contractor is responsible for filling out the Real Property Worksheet 1354 and turn in to Base Real Property Manager at the end of the project (Part of Contract Close out in Base Standards).

Keep track of quantities of materials and all costs associated with each item.

Base Operation/Airport

FOD – Foreign object debris. Keep all FOD from the airfield.

Communications Flight

If radios are used, submit the frequency you will use for approval before operating on Base.

Project Specifics This will be a three-phase project.

Phase 1 involves interior facility upgrades to AATTC South trailers.

Phase 1 - Update an existing room in South trailer group into a SIPR café by installing three new quad SIPR ports, relocating the existing SIPR cabinet, providing an external raceway system with SIPR-appropriate CAT6 cabling, re-directing in-floor power, and reconfiguring existing door access to select doors.

Phase 2 focuses on exterior facility upgrades to the AATTC South trailers.

Phase 2 - Update South trailer group exterior, including installation of a continuous exterior-rated vapor barrier behind skirting, insulation of piping under trailers and heat tape for sewer lines, installation of a lockable access panel, sealing of the building envelope where needed, and placement of a new awning over the exposed entry door with reuse of existing components where feasible.

Phase 3 is the decommissioning and removal of the North AATTC trailers.

Part 3 - Decommission and remove North trailer group from base and repairs to the existing decking that joined North and South trailer groups, construction of new guardrail and stairs on decking, removal of cameras and low-voltage wiring from North trailers, removal of North trailer skirting and lockable access panel.

One Page capability statement highlighting verifiable experience and past performance regarding its areas of specialty and overall capabilities to perform the project requirements in the Statement of Work. The Government may use the offeror’s capability statement to obtain additional past performance information. At a minimum, the capability statement must include a brief (e.g. 1 – 5 sentences) description of relevant work performed that demonstrates experience and corresponding list of points of contact for each experience listed. If any experience was performed as the prime contractor on a federal contract, please include the associated contract/task order number.

When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR

4.102. One copy of the SF1442 is required to have an original signature.

d. All amendments to the solicitation must be acknowledged.

e. Include the following in the subject line of the email: “Proposal No. W50S7G-26-R-A005”, and the Name of the contractor.
