About this file

This document is a Questions and Answers (Q&A) addendum for a Commercial HVAC project (Solicitation Number W50S7G-25-B-A008) that provides clarification on multiple project specifications. Key details include requirements for thermal units with a Buy America Act compliance (FAR Clause 52.225-10), raised floor specifications of 18" legs and a 20" top plenum, project tax exemption status for Missouri, and site-specific conditions. The project involves HVAC equipment installation, with flexibility on equipment brands as alternative items will be considered if they meet or exceed specified specifications. Additional site logistics include limited on-site storage availability, permission to use dumpsters with airfield debris restrictions, and optional crane usage for equipment placement, with a note that crane operations over 65 ft will require an FAA waiver. The document also confirms the absence of asbestos and lead, but notes the presence of a heating and cooling water loop containing glycol, and specifies that insulation is required for new water lines.

Comm HVAC Q&As #1

W50S7G-25-B-A008

1. I have a question as to the requirements for the Thermal Units on this bid when it comes to the Buy America Act. Do they have a BAA requirement and if so what FAR clause do they need to meet?

a. Yes, FAR Clause 52.225-10 is included in this solicitation.

2. What size floorstand is needed for the raised floor?

a. 18” legs

3. What size top Plenum is required?

a. 20” from top to bottom

4. Is this project tax exempt? If so, will a tax exemption certificate be provided?

a. Yes, a Missouri tax exemption document will be provided.

5. Are there hazardous materials (asbestos, lead, refrigerants, etc.) in the work areas that we need to account for?

a. Asbestos and Lead, no. There is heating and cooling water loop with glycol in it.

6. Is the specified Liebert CRAC (DS070ADC1EI9IO0) and condenser (MCL110E8YD0A02) the only acceptable equipment, or will equal alternatives be considered?

a. Alternative items will be considered for acceptance. Alternative items must be of equal or greater specifications, to include warranty.

7. Is insulation required for the new water line?

a. Yes

8. Will a temporary storage space be provided on base?

a. There is limited storage available in the work area. It is permitted to place a container in the vicinity of the building.

9. Are dumpsters permitted onsite, or must waste be hauled off daily?

a. Dumpsters are permitted. There cannot be trash that can leave the dumpster and blow out onto the airfield.

10. Will this project require any crane assistances?

a. There shouldn’t be a need for a crane unless that is how the contractor plans to set the outside unit in the mech yard, which is more on the contractors to decide if they would need a crane or not. They are authorized the use of a crane but will need to coordinate details with me and Travis before the work is to take place. Over 65 ft will require an FAA waiver.
