About this file

This document is a Questions and Answers (Q&A) document related to Solicitation W50S7G-25-B-A004, dated 27 August 2025, addressing key details about a construction project involving paving and repair work. The Q&A covers three primary areas: construction scheduling, field verification of repair areas, and work hour requirements.

The document provides specific guidance for contractors, including using a standard Gantt chart for construction schedules with 2-3 weeks advanced notice required for work outside normal hours. For repair areas, contractors are instructed to field verify square footage during bidding and price accordingly. Work outside standard hours can be requested via email, with coordination required among the contractor and base entities for approval. The government will review and process these requests on a case-by-case basis.

QUESTIONS AND ANSWERS RELATED TO:

SOLICITATION W50S7G-25-B-A004

As of 27 AUGUST 2025

Q1. Is there a required format or specific process for submitting the construction schedule for approval prior to starting work? Are there any deadlines, milestones, or advance notice periods beyond the stated “one week notice to PM” that we should be aware of?

A1. A standard Gannt chart is acceptable with each paving area shown. 2-3 weeks advanced notice should be given when requesting work hours that are outside of normal working hours.

Q2. The SOW requires contractors to “field verify” the square footage for full-depth repair and some overlay areas. Is there a formal process for communicating field-verified quantities to the government for approval? Does this require a contract modification, written confirmation, or can minor increases/decreases be handled informally?

A2. We have provided the areas that need to be repaved with a rough takeoff. The contractor is to field verify during bidding the area that needs to be repaired and price accordingly.

Q3. While standard hours are defined, the documents state that work outside these hours needs advance approval. Is there a written form, procedure, for requesting non-standard work times? Are there any blackout periods or restrictions the contractor should be aware of?

A3. Email is generally all that we need to document of outside normal hours work times. We will coordinate from there with the contractor and other base entities when determining the approval.
