Construct C-130 Flight Simulator Facility Question and Answer’s14 July 2020
1.Q: Be advised that the drawings do not reflect what the various colored locations means provide a key for the drawings that clearly calls out what is to be installed and where.
A: More information is required to answer question. Which drawings are being referenced?

2. Q: Bridge Crane & Simulator Interlock Detail, can we ask the Simulator controls company if we can send a dry contact via remote I/O? We do this quite often and use two different styles but would prefer to do it this way.

1. Banner PM2 Kit as shown. Can be 900MHZ or 2.4 GHz – see attached for clarity.

2. One Gateway would be mounted on the crane and a Node on the Simulator Controls A: Coordinate interlock requirements with simulator and crane manufacturers.

3. Q: Are we allowed to send an electronic link to the plans to potential subs and suppliers or do they have to go to SAMS and be registered and get their own link?

A: Please do not post on any sites for everyone to see. They can be given to subcontractors for bidding purposes only.

4.Q: In the specs it says that if awarded the job you would have to have background checks for anyone working on site as well as the “real id/passport”. Is this still going to be required for this project even though the project location is not inside the security fence?
A: Background checks will be required for all workers. Once Real ID is in effect, the contractor shall be prepared to comply with security requirements. Contractor is responsible for monitoring when Real ID takes effect of Missouri by checking the Department of Homeland Security and Missouri Department of Revenue websites.
5.Q: Are you required to have a construction fence?
A: No, but you are responsible for your job site and securing any material you may have there.

A: For product substitution requests, follow the procedures and requirements as indicated in specification section 012500 – SUBSTITUTION PROCEDURES. The substitution request as submitted is not accepted.
76.Q: Technical barrier….If we were to put a proposal together, our proposal would assume that we would be bidding an alternate to the current design and shielding performance because the design simply does not allow for a guaranteed level of shielding performance, especially up to 10GHz. To give you an idea of the design modifications we would be assuming in our proposal, here are some examples:
The current design shows the protective technical barrier to be installed on the walls only. In order to provide a guaranteed level of shielding performance, the protective technical barrier will also need to be installed on the entire floor and ceiling. While it can be installed directly onto concrete for the floor, we would require a substrate of either sheetrock or plywood, similar to how the walls are built, for us to install this material on the ceiling.
The current design also only allows for the shielding performance to be guaranteed prior to the second layer of sheetrock being installed. Once that second layer of sheetrock is installed, it is screwed through the protective technical barrier. Each screw is a potential antenna allowing for signal to be transmitted through the shield and when we test the entire shield in accordance with IEEE-299, we will find each and every leak in the protective technical barrier. In order for us to guarantee shielding performance, that second layer of sheetrock would need to be installed on its own stud wall built inside of the RF-shielded space.
I do not specifically see in the requirement where they talk about penetrations into the shielded space. For us to guarantee shielding performance, each and every MEP, fire protection and data line that needs to penetrate the shielded space needs to be RF-shielded. This means that all power lines will need to run through and RF filter, all ducting will need to run through honeycomb vents and all liquids will need to be run through pipe penetrations.
The final item I saw in the requirements was that this shield needs to be ground isolated. While we can provide ground studs per the design, the design does not allow for an overall ground isolation to be guaranteed, even if all of our conditions are met.

A: Provide PTB as indicated in the partition types and the Room Finish Schedule. The floor does not require the PTB. Refer to specification for duct and pipe penetrations, wall to ceiling and wall to floor transitions, and wall fastener requirements. Coordinate grounding and filter method with selected WST Computer equipment. Waveguide or “Honeycomb” vents are not required.

77.Q: Referencing page TS-101 and T-601, we are trying to find out how far to run our 24 strand and 50 pair from the EX-MH-C22 to building 301 (241st Air Traffic Control Squadron). We cannot find a distance. Also, if we are running the wire to Building 301, will there be a detail for the telecommunications and where to land the cables?
A: See answer to question 51
78.Q: Is there a General Contractor/Plan Holder list that can be shared?
A: There is not a list of General Contractors/Plan Holders. The Pre-Bid sign-in sheet has been posted to beta.SAM for view.
79.Q: We have questions regarding the grating for the stair and platform (re: drawing A-421). Both welded and press-locked grating is called for in the specs. Which type is required?? The architectural drawing depicts press-locked. The structural drawing S-131 calls out welded grating. The specs also call for serrated grating, with spaces in grating no more than ½” (which does not agree with what is called out of the structural drawing). Also, the specs call for open risers, then also calls for toe plates at open back edge of tread.
A: Welded steel grating is required. Revise spec section 055119 0 METAL STAIR GRATING, paragraph 2.6, C. 2 ; See Amendment 0003.
80.Q: Detail A4/E-501 shows concrete encasing the electrical ductbank where it crosses under paved roads and paved parking areas. The Telecom drawing T-505 has a couple concrete encased ductbank details but doesn’t specify that it is only occurring under the paved areas. Can you please clarify if all Communications ductbanks are to be concrete encased regardless of location or if concrete encasement is just to occur under the paved areas like stated on the electrical drawings?
A: The entire run communications ductbank shall be encased in concrete. Refer to drawing A1/TS101 and details B2 and B3/T-503.
81.Q: Please see the attached substitution request as required per question #75 on the July 9 Q&A’s.
A: The proposed substitution for the insulated metal wall panel does not meet the requirements of the specifications and is not accepted:
