Construct C-130 Flight Simulator Facility Question and Answer’s08 July 2020
1.Q: Be advised that the drawings do not reflect what the various colored locations means provide a key for the drawings that clearly calls out what is to be installed and where.
A: More information is required to answer question. Which drawings are being referenced?

2. Q: Bridge Crane & Simulator Interlock Detail, can we ask the Simulator controls company if we can send a dry contact via remote I/O? We do this quite often and use two different styles but would prefer to do it this way.

1. Banner PM2 Kit as shown. Can be 900MHZ or 2.4 GHz – see attached for clarity.

2. One Gateway would be mounted on the crane and a Node on the Simulator Controls A: Coordinate interlock requirements with simulator and crane manufacturers.

3. Q: Are we allowed to send an electronic link to the plans to potential subs and suppliers or do they have to go to SAMS and be registered and get their own link?

A: Please do not post on any sites for everyone to see. They can be given to subcontractors for bidding purposes only.

4.Q: In the specs it says that if awarded the job you would have to have background checks for anyone working on site as well as the “real id/passport”. Is this still going to be required for this project even though the project location is not inside the security fence?
A: Background checks will be required for all workers. Once Real ID is in effect, the contractor shall be prepared to comply with security requirements. Contractor is responsible for monitoring when Real ID takes effect of Missouri by checking the Department of Homeland Security and Missouri Department of Revenue websites.
5.Q: Are you required to have a construction fence?
A: No, but you are responsible for your job site and securing any material you may have there.
6.Q: Is it still 14 days for the background checks to be run?
A: Yes, as of right now that has not changed to a longer timeframe due to the current circumstances.
7.Q: The pre-bid PowerPoint specified a pre-engineered metal building, is that correct?
A: No, this is not a pre-engineered metal building. Please follow the specifications and drawings
8.Q: Is there project management software like ProCore required on this project?
A: Not required but if you would like to propose to use something that is up to you.
9.Q: If this project is set aside for a small business, does this apply to the subs as well? What is the dollar amount considered for a small business?
A: The set aside is for the awardee of the Government Contract (Prime Contractor). For the NAICS related to this solicitation 236220 the dollar amount is $39,500,000.00 in average annual receipts.
10.Q: The resinous flooring spec calls for 100% solids epoxy primer and two coats of aliphatic urethane with a total of 20mils in one sections and for a troweled system in another section. The standard thin mil system would be 2 coats of 100% solids epoxy with one topcoat of aliphatic urethane with the oxide broadcast. The standard troweled system would be a nominal ¼” of epoxy mortar with the above system as the topcoats. Also, the finish schedule calls out for a resinous cove/ceramic cove base in rooms 110,111,112,113 all of the drawings show ceramic base to the floor.
A: See Amendment 0001

11. Q: Is there a preferred bridge crane manufacturer?

12.Q: The enlarged floor plan keyed notes on page A-402 indicate a fabric wrapped acoustical wall panel per note #24 at the breakroom. I did not see this product in the specifications or listed on the finish schedule page. Is there a manufacturer/product info for this?
A: Refer to SECTION 098433 - SOUND-ABSORBING WALL UNITS issued as part of

Amendment 0001.

13.Q: On sheetA-601 and A-701 call for a protective technical barrier system. Is there any specifications for this system?

15.Q: Section 087100 Door Hardware is listed in the table of contents of the spec book. The actual section is numbered 084413 Door Hardware. Within this section there is reference to Division 28 Electronic Safety and Security. I find no such spec referenced in the table of contents or included in the specs. This is also related to one of the non-competitive bid items for the Advantor IDS system. Will a Division 28 spec for the IDS be issued?
A: Refer to revised SECTION 07100 – DOOR HARDWARE issued as part of Amendment 0001.
16.Q: Is there a geotechnical report available for the C-130 Flight Simulator site?

Q: The specification on this project calls for 2 ½” and larger piping to be Schedule 40 steel pipe and either Class 125 cast-iron or class 150 malleable-iron fittings and threaded joints (see attached spec pages 467 & 468). Standard practice for this size piping is to use either grooved pipe and fittings or butt-weld pipe and fittings. The CWS/R piping in the mechanical room and out to the chiller and the HHWS/R piping are mostly 2 ½” & 3”; lots fittings and joints A: US manufactured grooved fittings and associated products are acceptable in the mechanical room and chiller yard only. Butt welded fittings are an acceptable fitting for general use.

34.Q: Note 8 on S-101 mentions levelness requirements on the motion base. The second part says “within 0.2 inch between any two base pads” Does this mean we have to break up the 30’ x 30’ pad into multiple pours? Or that it needs to be within 0.2 inches between two separate quadrants?
A: The 30’x30’ mat slab needs to be a monolithic pour. The 0.2” is referring to the flatness of the pad at the 3 base pads for the simulator. There should be no more than a 0.2” elevation difference between the simulator base pads. Coordinate this requirement with the manufacturer of the simulator.
35.Q: Is rigid insulation required at perimeter foundation walls only? Or the all of the walls?
