This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is W50S78-23-Q-SH01 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 dated 02 June 2023.This requirement is being solicited as full and open competition.
The North American Industry Classification System Code (NAICS) is 332311, Prefabricated Metal Building and Component Manufacturing with a Small Business Size Standard of 750 employees. The basis of award will be Lowest Priced Technically Acceptable Offerer. Additionally, offerers must quote on all items to be eligible for award. The Government will award a contract resulting from this solicitation to the responsible offerer whose offer conforming to the solicitation.

The following provisions apply to this RFQ: FAR 52.212-1 Instructions to Offerors – Commercial and FAR 52.212-3 Offeror Representations and Certifications- Commercial Items. Note: 52.212-3 shall be completed in the offerors System for Award Management (SAM) record. All interested parties MUST be registered in SAM in order to receive a contract award. If you are not registered with SAM, you may contact the SAM Help Desk at 1-866-606-8220 or register on-line at http://www.sam.gov.
The following clauses apply to this RFQ and resulting contract: FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, DFARS 252.203-7005 – Representation Relating to Compensation of Former DoD Officials, 252.204-7004 - Alternate A, System for Award
52.232-18 Availability of Funds Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Quotes are to be received electronically no later than 1300 hrs Central Time on 29 August 2023. The Government requires your quote remain valid for 120 calendar days from date of submission. Site visit scheduled for 08 Aug 2023 @ 0930. Contractors are to be sponsored by 149th FW members MSgt Miguel Ortiz (miguel.ortiz.9@us.af.mil) and MSgt Christopher Hamilton (christopher.hamilton.11@us.af.mil) and will be required to gain base access. Required Guest Information to be submitted to MSgt Ortiz and MSgt Hamilton no later than 01 Aug 2023 includes Last/First name, DOB, Country of Birth, ID Type, ID Number, Country of Issue and State of issue.
All visitors require a maintenance escort while on the flight line at all times. All photos taken will require review and approval by the 149th Public Affairs Office. Hearing protection is required and will be provided by the 149th MXS.
