RFQ Title: Sunshade Canopy Maintenance

RFI #1 Question: What is the current coating on structures and have they been re-coated?

RFI #1 Answer: They have not been re-coated. Proposed paint solution will be coordinated upon award.

RFI #2 Question: What Zinc-rich coating does the government desire? Zinc-rich coating properly applied will require the steel structure to be stripped to the bare metal SP6-10 blast or chemical removal. –

RFI #2 Answer: This will just be spot repairs.

RFI #3 Question: What type of surface pre is the government desired? SP2 - Hand tools or SP3 Power tools for spot and repair for all surface rust or SP6-10 full removal of all coatings.

RFI #3 Answer: The older structures all look fine and don't have any issues with corrosion that were reported on the last inspection report.

RFI #4 Question: Will the government allow the new paint to be applied by spray or must the paint be applied with bush and rolling since it's on the active flight line?

RFI #4 Answer: Spray or rolled paint will be fine as long as the contractor does the prep work required to prevent overspray.

RFI #5 Question: How many mils thick of new paint.....either wet or dry paint does the government require?

RFI #5 Answer: The areas that require paint servicing are minimal and are only on the 4 newest shade structures that were last installed by AGATE Steel.

RFI #6 Question: What is the expectation for the service life of the new coating?

RFI #6 Answer: The expectation would be for the amount of paint to last as long as the original structures did.

RFI #7 Question: Upon reviewing the PWS, Part I General, 1.1 Project Scope “It must also withstand harsh weather conditions here at Joint Base San Antonio Lackland with a minimum of ¾ inch hail rating of the fabric.” We contacted the two major U.S. weavers of fabric and are requesting clarification.

Therefore we are submitting the attached ASTM D3787, 1” steel ball burst test results from one of the main U.S. weavers for your review and approval. Please let us know if this product test result meets your expectations.

RFI #7 Answer: 80 % sunscreen material for fabric.

RFI #8 Question: Desired Free Zone establishment – may we use low profile FAA water-filled barriers spaced 50’ on centers?

RFI #8 Answer: YES

RFI #9 Question: Will an escort be required to facilitate Contractor access to and from the flightline?

RFI #9 Answer: YES

RFI #10 Question: Is the Contractor required to provide a temporary toilet or can the crew utilize the base facilities? NO/UTILIZE BASE FACILITIES

RFI #11 Question: Can a roll-up dumpster be staged off the flightline to reduce any potential FOD issues?

RFI #11 Answer: YES

RFI # 12 Question: Can the Contractor utilize the existing power outlets at the flightline canopies to charge the electric scissor lifts?

RFI #12 Answer: YES

RFI #13 Question: Do the existing electrical lights, switches, and power outlets need to be inspected within this RFQ?

RFI #13 Answer: NO

RFI #14 Question: What are the permitted hours of operation the Contractor may work on the flightline canopies?

RFI #14 Answer: MON 1400-2400 / TUES-THUR 0600-2400 / FRI 0600-1600. We can accommodate any hours. Monday-Sunday. It would be on a volunteer basis for us but I'm sure we can find people to help.

RFI #15 Question: Due to the nature of the proposed work and to minimize the downtime to the Government, may the Contractor work Saturdays?

RFI #15 Answer: POSSIBLY

RFI #16 Question: Please provide what type of paint was applied to the existing flightline canopies.

RFI #16 Answer: Proposed solution will be coordinated upon award.

RFI #17 Question: With regard to cleaning, and preparation of the steel to receive a new coat of paint.

The existing columns have reflective tape that was applied in a barber pole style. Removing the existing reflective tape or masking it off before painting will be very costly. May we simply water blast / clean the steel of all loose paint and rust and simply paint over the tape on the columns?

RFI# 17 Answer: WHATEVER IS MORE COST EFFECTIVE

RFI #18 Question: Is water available onsite to support the water blasting operation? If water is not available is there a nearby hydrant that we can fill a water truck to support the water blast operation?

RFI #18 Answer: HYDRANT IS AVAILABLE

RFI #19 Question: The existing flightline concrete appears to be flat………no defined drainage. Will the Contractor be required to provide a vacuum/sweeper truck 100% of the time the water blast operation is commencing? Is there a location onsite we can dispose of the water?

RFI #19 Answer: Proposed solution will be coordinated upon award.

RFI #20 Question: The current RFQ described a minimum of 5 spots with a maximum of 10 spots made available to the Contractor. Based on today’s site walk it would be very beneficial to the Government to provide one entire row…..(10 or 12) at a time to facilitate the described work. Please review and let us know what the Government decides as it has a direct bearing on the time and price.

RFI #20 Answer: WE CAN MOVE JETS AS REQURIED

RFI #21 Question: The new sunshade fabric comes with a 5-year warranty. What is the desired paint coating service life the Government is looking for? The longer the desired paint finish the more costly the preparation and possible multiple paint applications required.

RFI #21 Answer: Proposed solution will be coordinated upon award.

RFI #22 Question: If the Government has a specific preparation and coating please provide specifics.

RFI #22 Answer: NO SPECIFIC PREPARATION OR COATING
