Performance Work Statement
FOR
FABRIC RESTORATION AND CORRISON
PREVENTATIVE PAINTING
OF
AIRCRAFT SUNSHADES
11 APRIL 2023
PART 1 GENERAL
1.1 PROJECT SCOPE:
To supply all necessary materials and labor required to replace all sunshade fabric and perform paint touch up maintenance on 22 aircraft sun shelters and their coverings, Located at the 149th
MXG parking area. Specific requirements are below in paragraph 1.3. The installation shall provide a means to safeguard F-16 aircraft and equipment during inclement weather and damaging UV rays. It must also withstand harsh weather conditions here at Joint Base San
Antonio Lackland with a minimum of 3/4 inch hail rating of the fabric.
1.2 GENERAL DESCRIPTION:
1.2.1. The project is located at Joint Base San Antonio Lackland, 149th Aircraft Maintenance
Group Area. There are 22 sunshades on the AF parking apron. The Contractor shall be required to furnish all materials, equipment, plant, labor and personnel necessary to restore, manage, and accomplish this task order in accordance with the contract requirements unless otherwise noted in this document.
1.2.2. The contractor shall perform all survey and maintenance work required to determine the full amount of actual work and materials required for this requirement. All work shall be completed IAW appropriate manufacturer specifications. The contractor shall field verify all existing conditions prior to beginning any work and shall immediately notify the Government
POC and the 149th contracting office of any discrepancies not already identified herein. Failure to do so indicates the contractor accepts the conditions as they exist and shall perform the work to bring each sunshade to the OEM specification required.
1.2.3 Contractors must provide adequate documentation and explanation of their recommended installation plan or strategy, as well as pricing and specifications of equipment intended to be installed in their quote. Must meet airfield requirements set forth with Air Force Instruction
(AFI) 21-101, Chapter 15, Aircraft Sunshade Sustainment, entailing operational safety on airfields during maintenance.
1.2.4. All contractor employee drivers shall obtain an Airfield Drivers training prior to on-site work starting. Contact 149th Base Operations, (210) 925-5934, for airfield driving training requirements.
1.2.5. All contractor employees shall meet all flight line safety, FOD (Foreign Object Damage) prevention procedures while working on the flight line. Each contractor employee working on the flightline shall have double hearing protection to protect themselves from noise during aircraft operations on the flightline.
1.2.6. Only company owned/labeled vehicles are allowed on site.
1.2.7. Aircraft operations will occur during the entirety of the sunshade work. The contractor will only have access to only a portion of the 22 sunshades located on the 149th MXG aircraft parking apron at one time. The minimum will be 5 sunshades and the maximum will be 10 sunshades. The 149 MXG and associated units using the aircraft parking apron for daily operations will provide escorts during all periods of work for the contractor’s personnel working on the aircraft parking apron which is a restricted area.
1.3 SCOPE OF WORK
The material will meet all specifications and tolerances required for the shelter frames and canopy. The contractor shall provide all materials, supervision, labor, and equipment to restore
22 Aircraft Sunshades manufactured by AGATE Steel (22 each 66’ x 60’ x 20.5’ shelters) as follows:
1.3.1 GENERAL MAINTENANCE AND RESTORATION (22 Sunshades Total)
The contractor shall:
1. Clean, prepare, and apply a zinc-rich coating to all metal sections of the sunshade structure exhibiting corrosion IAW with the Zinc-rich coating manufacturer’s instructions.
2. Tension all nuts/bolts at truss connections, x-braces, etc. for each shelter.
3. Replace all fabric of shelters.
4. Torque anchor bolts for each shelter.
1.4. SPECIFIC TASKS
1.4.1. The contractor will be required to always maintain cleanliness of all work areas during progression of work in order to alleviate foreign object damage (FOD). The contractor will be required to remove all materials and equipment to a safe distance from aircraft parking area at the close of each day's work or be stored under the sunshades that are being worked on. This distance will be determined by the AGR (Authorized Government Representative) in coordination with
Airfield Management. The contractor will not be allowed to stockpile any materials or store any equipment within the airfield primary surfaces or parking apron unless approved by the Airfield
Manager and coordinated with the AGR. Designated areas will be provided by Airfield Manager and coordinated with the AGR. FOD inspections shall be conducted daily with the contractor and
Government.
1.4.2. There may be periods of time when the contractor, due to declared aircraft emergencies, will be required to vacate the work site and move their personnel and equipment a distance of several hundred feet away from the work site. Such removals, when ordered, will be given on short notice and expeditious action will be required.
1.4.3. The contractor shall comply with Air Force safety standards during weather warnings.
Upon receipt by the AGR of a severe weather warning, the AGR will notify the contractor of weather and will instruct the contractor to secure all materials and equipment. The contractor will immediately secure, remove, or protect the materials and equipment to the satisfaction of the
AGR. If the contractor fails or refuses to secure, remove, or protect the materials and equipment to the satisfaction of the AGR, the work will be performed by the Government and the cost thereof charged to the contractor.
1.4.4. Flight line photography. Requests to take photos on the JBSA-Lackland flightline shall be coordinated with the Government AGR. No photography is authorized on the JBSA-
Lackland flightline without prior coordination.
1.5 ADDITIONAL REQUIREMENTS:
1.5.1 The contractor shall provide a tentative schedule with their proposal which will be finalized and become the performance schedule prior to the start of performance. The schedule will show the proposed timeline of work. The awarded contractor shall provide the Contracting
Office a revised schedule incorporating the phasing plan (see section 1.2.7 and 1.5.4) after attendance of the pre-performance conference and before on-site performance may begin. If schedule deviations are encountered during the period of performance, contractor shall provide a revised schedule to the Contracting Office as soon as these deviations are identified.
1.5.2.1 The areas the contractor will be working is an active flight line. All precautions shall be made to minimize the possibility of lost materials being deposited around the work areas and the active flight line. At the start of each workday, the contractor shall communicate with one of the identified inspector(s) and identify the work they will be performing prior to beginning work. At the end of each workday, the contractor shall conduct a Foreign Object Debris (FOD) inspection and secure any FOD found in the work areas. The contractor shall report any FOD identified/secured to one of the identified inspectors and confirm a FOD inspection had been completed.
1.5.3 The contractor must put up low profile, illuminated airport barricades or traffic cones centered at the entrance and exit of each sunshade turned over to the contractor to execute this work requirement. The contractor is responsible for obtaining these barricades or cones, and lights for the duration of this project.
1.5.4 Designated staging area to store materials and location to park contractor’s dumpsters (if required) will be finalized prior to starting work.
1.5.4.1 Wherever the contractor stages their dumpster (if required), they must be covered to prevent materials from blowing out and becoming hazards to aircraft operations.
1.5.4.2 Dumpster(s) will not be allowed on the active flight line nor on any of the parking spots.

1.7 RECOMMENDED PERFORMANCE PERIOD:
Actual maintenance is expected to take no longer than 80 days. Period of performance for this requirement will be 90 days from Notice to Proceed from the AGR to include: ordering materials, site survey, mobilization, maintenance, clean-up, and final acceptance.
1.8 SECURITY REQUIREMENTS:
1. Security Agreement (SA). The contractor shall enter into a security agreement if service performance is on base. This agreement shall outline how the contractor integrates security requirements for service operations with the Air Force to ensure effective and economical operation on the installation. The agreement shall include:
a. Security support provided by the Air Force to the contractor shall include storage containers for classified information/material, use of base destruction facilities, classified reproduction facilities, use of base classified mail services, investigation of security incidents, and the use of security forms and conducting inspections required by DoDM 5220.32 Vol 1, National Industrial Security Program: Industrial Security Procedures for Government Activities, Air Force Policy Directive 16-14, Security Enterprise Governance, and Air Force Manual 16-
1406, National Industrial Security Program: Industrial Security Procedures for Government
Activities.
b. Security support requiring joint Air Force and contractor coordination includes packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks and internal security controls for protection of classified material and high-value pilferable property.
c. On base, the long-term installation security agreement may take the place of a Standard
Practice Procedure (SPP).
2. Security Clearance Requirements. The contractor must possess or obtain an appropriate facility security clearance, (Top Secret, Secret, Confidential-select one) prior to performing work on a classified government contract. If the contractor does not possess a facility clearance the government will request one. The government assumes costs and conducts investigations for
Top Secret, Secret, and Confidential facility security clearances. The contractor shall request personnel security clearances, at the company’s expense, for employees requiring access to classified information within 15 days after receiving a facility clearance or, if the contractor is already cleared, within 15 days after service award. Due to costs involved with security investigations, requests for personnel security clearances shall be kept to the minimum amount employees required to perform contract requirements.
3. List of Employees. The contractor shall maintain a current list of employees. The list shall include employee's name, social security number, and level of security clearance. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the contracting officer and Information Protection Office (IP Office) at each performance site 30 days prior to the service start date. Updated listings shall be provided when an employee's status or information changes. A Visit Request for all employees with a security clearance is required to be sent through the Defense Information System for Security (DISS) or successor system, and must be updated at least annually. The contractor shall notify the Information Protection Office at each operating location 30 days before on-base performance of the service. The notification shall include:
a. Name, address, and telephone number of company key management representatives.
b. The contract number and contracting agency.
c. The highest level of classified information to which employees require access.
d. The location(s) of service performance and future performance, if known.
e. The date service performance begins.
f. Any change to information previously provided under this paragraph.
4. Suitability Investigations. Contractor personnel not requiring access to classified shall successfully complete, as a minimum, a Tier 1 (T1) investigation, before operating government furnished workstations. The contractor shall comply with the DoDM 5200.02, Procedures for the Department of Defense Personnel Security Program and AFI 17-130, Cybersecurity Program
Management, requirements. T1 investigation requests are initiated using the Standard Form (SF)
85 and are submitted to the installation Information Protection Office through the using agency’s
Security Assistant (SA). T1 investigations are different from the Wants and Warrants checks, and are provided by the government at no additional cost to the contractor.
For contracts requiring IT-Level I and II access with no access to classified material, the contractor shall complete Tier 5 (T5) formerly called an SSBI or Tier 3 (T3) investigations, respectively. These investigations are submitted using the SF 86, and are submitted to the
Information Protection Office through the using agency Unit Security Assistant within five calendar days after contract start. These investigations are provided by the government at no additional cost to the contractor.
5. Security Monitor Appointment. The contractor shall appoint a security representative for the on base long term visitor group. The security representative may be a full-time position or an additional duty position. The security representative shall work with the host organization to provide employees with training required by DoDM 5200.01, Information Security Program, AFPD 16-14, Security Enterprise Governance, and AFI 16-1404, Air Force Information Security
Program. The contractor shall provide initial and follow-on training to contractor personnel who work in Air Force controlled/restricted areas. Air Force restricted and controlled areas are explained in AFI 31-101, Integrated Defense.
6. Additional Security Requirements. In accordance with DoDM 5200.01, Information Security
Program and AFMAN 16-1404, the contractor shall comply with local communications squadron policy.
7. Freedom of Information Act Program (FOIA). The contractor shall comply with DoD
Manual 5400.07_AFMAN33-302, DoD Freedom of Information Act Program, requirements.
8. Reporting Requirements. The contractor shall comply with AFI 71-101, Volume- 1, Criminal
Investigations, and Volume-4, Counterintelligence, requirements, as referenced in AFMAN 16-
1406, para 2.2.e.
9. Physical Security. Areas controlled by contractor employees shall comply with AFI 31-101
10. Operating Instructions. For controlled areas used exclusively by the contractor, the contractor shall develop an Operating Instruction (OI) for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated and actual emergency operations. The OI shall be written in accordance with AFI 31-101, and coordinated through the Information Protection (IP) office.
11. Lock Combinations. The contractor shall comply with DoDM 5200.01, Vol 3 security requirements for changing combinations to storage containers used to maintain classified materials.
