About this file
This document is a Questions and Answers (Q&A) document for Amendment 02 of the Ring Down System Upgrade solicitation (W50S77-25-Q-0002). The Q&A provides detailed clarifications about the project, including the current crash communication system, installation requirements, and technical specifications. Key details include confirmation that this is an add-on to an existing crash system with a primary analog phone line between the Air Traffic Control Tower and Fire Dispatch Center, with approximately 5,600 feet of wiring needed for the system to be in parallel. The contractor will be responsible for providing all necessary equipment, including ladders and mounting hardware, and must follow specific equipment preferences outlined in Amendment 01's equipment list. The site will require speakers and horns to be mounted in various locations, including outdoor areas and vehicle bay spaces, using concrete fasteners or appropriate anchoring hardware. The contract will be structured as a Firm Fixed Price and no additional funding will be added after award.

Ring down system upgrade W50S77-25-Q-0002
Questions and answers – Amendment 02
1. Is this merely an add-on to an existing Primary or Secondary Crash System?
We currently have a primary and secondary “crash system” which is a separate telephone line for each one. However, these systems do not transmit anything over our existing PA system. In essence this will be an add on to the current “crash system”.
2. What are your current Primary and Secondary Crash systems?
Primary is a direct analog phone line from the Air Traffic Control Tower to the Fire Dispatch Center. The Secondary is another analog phone line; however, there is no need to have the secondary crash phone on the PA Ring Down System.
3. Will the Pre-Installation site eval take place before or after award? If after award, under “Utilization of preinstalled conduit and wire trays” Any deficiencies or non-compliant areas will be documented and additional corrective measures (such as installing supplemental conduit sections or cable supports) will be proposed. To be clear, the vendor will propose costs for the additional conduit, wiring, etc… that needs to be added and it will be added to the contract?
A site visit was held to address these concerns and allow contractors to take measurements and determine additional materials required. The contract will be structured as Firm Fixed Price, and not be modified to add funding. With that said, details have been added to this Q&A, and building floor plan (Attachment 02) is included in Amendment 01.
4. Is there a preference to the make and model of Horns, Speakers, Microphones, etc?
Yes. See Attachment 01 – Equipment list in Amendment 01
5. Will the Base be able to supply ladders if needed?
No. Contractor is responsible to provide all necessary equipment to perform the work.
6. Will you provide floor plans or schematics showing speaker, horn, and control room locations?
Yes, please see attached document in Amendment 01.
7. What are the approximate cable pathways or distances?
Based upon the fire station drawings and measurements taken throughout the station by fire department personnel it can be expected that at least 5,600 feet of wiring will be needed for the system to be in parallel.
8. Are specific brand/models required?
See question #4
9. There is no information on conduit or cable pathways for the garage and exterior areas. Please provide.
The garage/apparatus stall floor has no dedicated conduit for the wiring installed.
Termination on the south end of the stalls will be immediately at the fire wall to mount that speaker. To mount a speaker on the north end conduit may have to be installed top stretch onto the far end.
10. Clarification is also needed on any mounting requirements in outdoor and vehicle bay areas.
Mounting can be accomplished by concrete fasteners/anchoring hardware for outdoor areas and the south apparatus wall. The north apparatus wall is sheet metal and can be mounted with appropriate anchoring fasteners.
