PERFORMANCE WORK STATEMENT

for Ring Down System Upgrade

147th Attack Wing

14657 Sneider Street

Houston, TX 77034

21 February 2024

Requirement Description: Non-personal services to provide all plant, labor, tools, equipment, parts, supplies and transportation necessary to provide Ring down system upgrade for the fire department at the 147th Attack Wing, Texas Air National Guard, Houston, Texas per this Performance Work Statement (PWS).

1. Overview

A complete fire station ring down system designed for clear and reliable emergency communications. The system includes exterior horns, interior speakers, connection to the Primary Crash Net, and control room components (volume controls and microphones) all operating as one notification zone. Given that the installation site already has preinstalled conduit and wire trays, these elements will be integrated into the project to facilitate efficiently routed wiring that complies with the National Electric Code (NEC). A final pre-installation site evaluation will verify the condition and compliance of the existing infrastructure, along with all other installation parameters. The facility is a one-story structure with a total square footage of 21,603 square feet. Sufficient materials such as but not limited to wiring, conduit, fasteners, hardware, etc. will be provided by the contractor for installation. No materials other than what is currently in place will be provided.

2. Equipment & Installation Summary

• Exterior Equipment:

o Bay Area Horns:

Quantity: 4 Rating: 30-Watt Installation: Mounted on the exterior at a minimum elevation of 6 feet above ground level with a recommended clearance of at least 10 feet from building entry points or obstructions to ensure optimal sound dispersion.

• Interior Equipment:

o Living and Office Areas:

Lay-In Speakers:

• Quantity: 15

• Rating: 4-Watt (2x2 layout)

• Installation: Distributed through office and living areas for uniform coverage.

• Control Room Equipment:

o Volume Controls:

Quantity: 3 Function: To manage and balance overall audio output levels for the single zone.

Microphones:

• Quantity: 2

• Installation: Strategically placed in the control room for clear real-time emergency communications.

System Configuration:

• The entire system is configured as a single audible zone with centralized control.

3. Materials, Preinstalled Infrastructure & NEC Compliance:

• NEC-Compliant Materials:

o All new electrical materials—including low-voltage cabling, connectors, junction boxes, and any supplemental conduit—must be UL listed and adhere to current NEC standards, particularly Articles 725 and 760 for emergency communications.

• Utilization of Preinstalled Conduit and Wire Trays:

o Inspection & Evaluation:

During the pre-installation evaluation, all preinstalled conduits and wire trays will be thoroughly inspected for structural integrity, compliance with current NEC requirements, proper cable support, and appropriate fill capacity.

Any deficiencies or non-compliant areas will be documented, and additional corrective measures (such as installing supplemental conduit sections or cable supports) will be proposed.

o Integration:

Wiring for the emergency system will be routed through the existing conduit and wire trays, ensuring separation from high-voltage circuits. A minimum clearance of 12 inches, or the use of appropriate shielding, will be maintained as required.

If required, modifications to the routing—such as adding new sections of conduit or additional cable trays—will be coordinated and implemented to meet NEC and manufacturer guidelines. These materials will be supplied by the contractor.

o Cable Support & Separation:

Use preinstalled wire trays for cable runs where they meet NEC fill and support requirements.

In areas where preinstalled infrastructure does not meet the necessary distances or fill guidelines, additional supports or protective barriers will be installed to maintain a separation of 8–10 feet from any high-voltage wiring unless corrective shielding is provided.

4. Installation Distances & Specifics:

• Exterior Horn Installations:

o Mount each horn at an appropriate level to broadcast audio throughout the area.

o Position horns with a clear distance from primary building entrances and other obstructions to maximize sound propagation.

• Interior Speaker Placement:

o Install speakers in office and living areas with routing for wiring accommodated using the existing wire trays and conduits.

o Ensure wiring runs maintain the required separation from high-voltage cables—either routed separately within the preinstalled infrastructure or shielded as per NEC requirements.

• Control Room Layout:

o Mount volume controls and microphones within the control room at accessible heights, using the preinstalled wiring paths where possible.

o Document conduit runs from the control room to system endpoints to verify that all wiring routes adhere to NEC and local codes for low-voltage installations.

5. Pre-Installation Evaluation:

• Site Re-Evaluation:

o A final pre-installation site evaluation will be conducted to assess:

The condition and compliance of preinstalled conduit and wire trays.

All mounting points, available space, and existing wiring pathways.

Updated environmental conditions and potential obstructions due to building modifications since the original walkthrough.

• Adjustment Protocol:

o Modifications stemming from the evaluation—such as necessary conduit modifications or additional cable support requirements—will be documented, with potential impacts on the project schedule and cost clearly communicated.

6. Work Execution & Scheduling:

• Work Hours & Coordination:

o Installation work is scheduled during the fire station’s regular operational hours.

o Integration of the preinstalled conduit and wire trays will be leveraged to minimize disruption while ensuring that all aspects of the installation meet or exceed NEC compliance.

• Installation Steps:

o Preparation & Pre-Evaluation:

Conduct a comprehensive site evaluation focusing on the existing conduit and wire trays.

Confirm all equipment placement and verify adherence to NEC-required distances.

o Equipment Installation:

Securely mount the 4 bay area horns at designated exterior locations.

Install 15 interior 2x2 lay-in speakers to ensure proper coverage in the preselected office and living areas.

o Wiring & Infrastructure Integration:

Route all system wiring through the preinstalled conduit and wire trays after confirming their suitability and compliance.

Install additional conduit sections or cable trays where preinstalled infrastructure is found lacking.

o Control Room Integration & Testing:

Install and configure the 3 volume controls and 2 microphones using established wiring paths.

Perform comprehensive tests including audio clarity, response of control elements, and overall system functionality.

o Documentation & Training:

Deliver detailed schematics of the installation, including modifications to preinstalled components.

Conduct on-site training for designated personnel covering system operation and maintenance procedures.

7. Additional Considerations & Responsibilities:

• Delays & Additional Costs:

o Any issues identified with the preinstalled conduit or tray systems—such as non-compliance or damage—may necessitate additional work. Such delays or modifications due to access, further training, or clearance requests will be billed as extra costs and communicated before proceeding.

• Contractor Responsibilities:

o Provide qualified labor using NEC-compliant materials.

o Evaluate and integrate the preinstalled conduit and wire trays into wiring runs, ensuring all installations satisfy NEC guidelines. Provide any additional materials that are needed for installation.

o Supply comprehensive documentation and training post-installation.

o Equipment such as Lift Rentals and other tools and equipment will be provided by the contractor.

• Client Responsibilities:

o Provide site access during regular hours.

o Assist with clearing any potential access issues and facilitating necessary training sessions.

o Review the pre-installation evaluation findings and approve any required modifications to the scope of work.

• Acceptance Criteria: The system will be certified fully operational once:

o All 4 exterior horns, 15 interior speakers, 3 volume controls, and 2 microphones are installed and functioning.

o Wiring installations through preinstalled infrastructure meet NEC guidelines for distances and separations.

o Final testing confirms system reliability, audio clarity, and proper integration to include testing of the PA system from dispatch microphones and a test of the Primary Crash Net.

o Full documentation and on-site training have been provided to the client.
