RFI # Question/Clarification Response

1 Is this a new requirement or contract renewal? This is a new requirement

If re-compete, what is the current contract number and who is the incumbent

There is no incumbent or current contract number

The provided SOW under CLIN 001 & 002 says to reference the attached site map (attachment 1). This site map is not included in the solicitation package. Can this document be shared so we can reference the water leak locations?

See attached.

I am (REDACTED), the Operations POC for (REDACTED). In reviewing the SOW for the Subject Project there are two referenced provided Attachments, however I don’t see them attached. They are referenced on; Page#87 3.1.2. (reference per provided site map (Attachment1). As well as Page#88 3.1.4 refence to Attachment 2(Base Utilities Map)

Respectfully requesting a copy of each of the attachments listed.

See attached.

Can a copy of the site visit sign in sheet and meeting minutes please be provided?

It is posted on SAM.gov

6 CLIN 01: Can pictures of the existing site please be provided?

The Government can not guarantee pictures will be provided.

If pictures are provided they will be posted to SAM.gov.

What is concrete thickness of existing concrete wash rack that is to be demolished?

To be determined by Contractor as as-built details are limited.

For estimation purposes, the slab is potentially between 6"-9".

Please describe the above ground electrical and water fixtures that are to be removed and replaced. Can pictures please be provided.

There is a simple electrical outlet and water spigot adjacent to the wash rack slab. Pictures may be posted to SAM.gov.

CLIN 02: What is the approximate depth of the 8” waterline to be repaired? Approximately 36" to 60"

10 Can pictures of the repair area please be provided? See attached.

Requests For Information (RFIs) - W50S7524B0004 Repair Vehicle Wash Rack B1601 and Waterline Leaks

Clin 03: What is the approximate depth of the 8” waterline to be repaired?

Approximately 36" to 60"

12 Can pictures of the repair area please be provided? See attached.

Please confirm that demolished materials (concrete & asphalt) may be deposited in bins near the site for recycling.

Only in designated bins for those materials and through coordination with COR.

14 Please confirm that “as-built” plans will be provided. See attached.

Is the water/grease separator between the paved area and the sidewalk at the rear of bldg. 1601 To be included in the scope of work?

No, the oil/water separator is not part of the scope of work.

16 Is there map of the base with location of buildings to share? See attached.

Is there as built drawings for Bldg. B1601 to show location of Oil separator?

See attached. But note the oil/water separator is not part of the scope.

SOW page 84 of 93 paragraph 1.1 refers to demolition and replacement of Oil separator. Is it part of contract? Where is it located? Do we have as built plan with more info about oil separator? Can you provide some pictures please?

No, the oil/water separator is not part of the scope of work.

B1601 has 35’x25’ concrete pad and existing drain is 3’x2’x2’ deep.

Do we need to replace piping and drain from here to Oil separator?

No, the piping and drain from the wash rack to the oil/water separator is not part of the scope.

We noticed water and power is available at corner of existing concrete pad at B1610. Can we extend water and electricity to new location at CMU wall? Or do we need to run new lines back to the sources? In that case where are the electrical panel and water source?

Repair by replacement as required to fix the waterline leak and provide new above ground fixtures. So the lines may need to be replaced from the original source. See attached as-builts for existing known utilities.

21 Do we need inspection and third-party report for Compaction?

A third party report is not required, but industry standard techniques must be used and documented to achieve the required results.

Can we dump concrete and soil somewhere inside base? Or should we remove it from the site?

Soil can be dumped on site with coordination from the COR.

Soil must be free of any debris. Concrete may be disposed of on site through coordination with the COR.

Provide a sketch to show location of CMU wall compare to 35’x25’ concrete pad at B1601.

This CMU wall will be adjacent to the concrete slab.

24 Is there as built underground utility plan to share? See attached.

Do we need third party traffic control plan? Or in house traffic control plan is acceptable?

In house traffic control plan is sufficient.

It looks like source of leakage is unknow? how do we provide our estimate to make sure all bidders bid on the same scope of work?

Must be determined via further site investigation by the winning bidder. Assume for the two hydrant leaks that they occur between the hydrant and nearest isolation valve.

Rebar mat requirements for the slab. They only note using #8 rebar (1” diameter) but don’t call out at what spacing and if it’s just a single mat or double mat.

Steel reinforcement for tensile/flexural strength not required for the wash rack slab. The slab can be plain concrete if the slab thickness meets load requirements. Wash rack slab must be constructed in accordance with referenced UFCs.

Contractor must also ensure crack control methods such as wire mesh are utilized in accordance with referenced UFCs.

28 How thick is the existing concrete pad that is to be removed?

Answered previously

29 Can you provide specifications for new Sump Drain?

Not available. All as-builts have been provided previously.

30 Can you provde the AS-Builds for the Existing Sump Drain Not available. All as-builts have been provided previously.

CLIN 2 (attachement 1) please provide. Previous RFI response states “see attached” nothing is attached.

See available attachments are in SAM.gov

CLIN 3 (attachement 1) please provide. Previous RFI response states “see attached” nothing is attached.

See available attachments are in SAM.gov

Please provide As-Build drawing for the existing waterlines near Bldg B1401/1402

Not available. All as-builts have been provided previously.

Anticipate 8" PVC waterline that has an estimated depth between 36" and 60".

34 Please provide the Attachment 2 (Base Utilities Map) per para 3.1.4 See available attachments are in SAM.gov

CLIN 001 B1601; Will the Gov’t accept 90-05% compaction on the new sub-grade?

A 90%-95% subgrade compaction is acceptable.

36 Please verify location of the main shut off for B1401 and B1402.

Please refer to the provided site plan for the hydrant locations.

The nearest shutoff valve for the hydrant near B1401 is 5'-10' away from the hydrant, embedded in grass. The nearest shutoff valve for the hydrant near B1402 is 20'-30' away from the hydrant, embedded in asphalt pavement.

Will B1601 be operational during construction of CLIN 0001 B1601 Wash Rack.

Yes, B1601 will be operational during the construction period.

If power or water shutoffs are required for the facility, it must be coordinated with the COR in advance.

Will the contractor be responsible to snake/clean the existing drain line connecting the sump drain to the main drain? During the site walk we noticed the sump drain was almost completely full of dirt which could cause the existing line to be clogged due to the wash rack not being used.

The Contractor is responsible for the wash rack facility to be complete and useable at the end of construction.
