About this file
This document is a Questions and Answers file for Solicitation W50S7025BA001, a demolition project for Building 199 at the Savannah Combat Readiness Training Center. The project involves demolishing Hangar Building 199 and adjacent support facilities, with an estimated contract value between $1,000,000 and $5,000,000. Key technical details include specific requirements for utility terminations, including water and sewer lines, which can be abandoned in place under certain concrete paved areas but must be properly terminated at city standards.
The solicitation is issued by the Department of the Army Georgia Army National Guard and involves removing infrastructure at the Savannah-Hilton Head International Airport Air National Guard Base. Contractors were advised to review uploaded 1940s-era building plans and foundation drawings, which are available in SAM. The government has added several key FAR clauses related to labor standards, payments, and wage requirements through Solicitation Amendment 0002, and requires an original bid guarantee with the sealed bid package.

1. Has there been an established magnitude for this project or a government estimate? Response: While magnitude is not a requirement for service contracts, the magnitude is between $1,000,000 and $5,000,000.
2. Should construction clause, FAR 52.214-19Contract Award-Sealed Bidding-Construction be removed since this solicitation will result in a Services Contract? Response: It has been removed on Solicitation Amendment 0002.
3. Would the Government consider adding the following FAR Clause to the Solicitation: 52.222-41, Service Contract Labor Standards? Response: Yes, it has been added on Solicitation Amendment 0002. It is now checked in contract clause 52.212-5.
4. Would the Government consider adding the following FAR Clause to the Solicitation: 52.222-44, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment? Response: Yes, it has been added on Solicitation Amendment 0002. It is now checked in contract clause 52.212-5.
5. Would the Government consider adding the following FAR Clause to the Solicitation: 52.222-55, Minimum Wages for Contractor Workers Under Executive Order 14026? Response: Yes, it has been added on Solicitation Amendment 0002. It is now checked in contract clause 52.212-5.
6. Would the Government consider adding the following FAR Clause to the Solicitation: 52.232-1, Payments? Response: Yes, it has been added on Solicitation Amendment 0002.
7. Will a copy of the bid guarantee be accepted with the sealed bid package and original bid guarantee mailed separately? Response: No, an original bid guarantee is required. A copy of the Power of Attorney is acceptable IAW FAR 28.101-3(b).
8. To maintain security can the contractor terminate the water and sewer lines at the security fence? Response: Terminations of the water and sewer services serving Bldg 199 can commence immediately upon issuance of NTP. The valves can be closed to both the fire and domestic water services.
9. Does the government want the 2” water line removed from under the road (Headquarters Rd) or can contractor terminate at the security fence? Response: See Technical Exhibit 11. Note the 2” water line comes off a city owned main located in a grassed area south of the road. City of Savannah will expect termination as close the main as possible which means at the valve at connection to the main. Contractor may abandon the portions of the 2” water and the larger fire water lines, in place under any concrete paved areas inside the security fenced area provided they plug both ends of all the abandoned waterlines. This will eliminate need to fully remove any water lines under paved areas. No utilities accessible in unpaved grassed areas inside the fenced security area may be abandoned.
10. Does the government want the 4” Sewer lines removed from under the road (Headquarters Rd) all the way back to the main, or can contractor terminate at the security fence? Response: See Technical Exhibit 11. Contractor can terminate in the grassed area between security fence and the road. Contractor may abandon the portions of the 4” sewer lateral in place under any concrete paved areas inside the security fenced area. This will eliminate need to fully remove sewer under paved area. No utilities accessible in unpaved grassed areas inside the fenced security area may be abandoned. Do not fail to properly terminate the offsite 4” sewer lateral stub to remain still connected to city sewer main. That termination shall be to city standards.
11. Does the government want the main line, that the 2” water line connects to, removed from adjacent to B199 and B200 (see circled red below). Please identify where the government would like terminations made for all lines.
Response: No, that red circled portion of the main above will remain an active city of savannah water main and will not be shut off. Do not damage it.
12. Please supply a foundation plan (drawing) for the B199 that shows foundation size and any grade beams that are present. Response: Plans were uploaded in SAM as “DrawingsHangarBuilding199”, please download them and review carefully. They are scans of drawings from the 1940’s. Contractors have what we have.
13. What is the slab thickness for the existing hanger floor? Response: Plans were uploaded in SAM as “DrawingsHangarBuilding199”, please download them and review carefully. They are scans of drawings from the 1940’s. Contractors have what we have.
