About this file
This document is a detailed pre-demolition asbestos and lead-based paint survey report for nine buildings at the 165th Airlift Wing located at Savannah/Hilton Head International Airport in Garden City, Georgia. The survey, conducted by Geo-Hydro Engineers on November 13-14, 2017, involved collecting 146 samples from various building materials and analyzing them for asbestos and lead content. Key findings include the detection of asbestos-containing materials (ACMs) in multiple buildings, with significant discoveries in Buildings 199, 198, and 117, including floor tiles, mastics, caulking, and roofing systems containing varying percentages of chrysotile asbestos.
The report recommends that a licensed asbestos abatement contractor remove and dispose of the identified ACMs prior to demolition, in compliance with Georgia Environmental Protection Division and EPA regulations. Lead-based paint was also detected, with one notable sample from Building 198 containing 2.35% lead. The survey notes potential limitations, such as some elevated areas in Building 199 being inaccessible, and advises that contractors should conduct additional composite sampling for Toxic Characteristic analysis before demolition. This survey appears to be preparatory work for the related federal contract opportunity for demolition of Building 199 at the Savannah Combat Readiness Training Center.

PROCEDURES
Suspect Asbestos and Lead-Based Paint Sampling
Mr. Tyler Kelly and Mr. Sam Deck, certified Asbestos-In-Buildings Inspectors (Toxic Substances Control Act (TSCA) Title II) performed a pre-demolition/renovation asbestos survey for the subject property building on November 13 and 14, 2017. The asbestos survey was performed in general accordance with ASTM E2356-05 Standard Practice for Comprehensive Building Asbestos Surveys. Reasonable time and effort was expended to identify and sample as many homogeneous areas of suspect asbestos containing building materials (ACMs) and lead-based paint (LBP) as possible. Visually identified suspect materials were sampled to represent conditions of accessible building space.
Due to the hidden nature of many building components it may be impossible to determine if all of the suspected building materials have been located and tested. Destructive testing in some cases is not a viable option. Therefore, we cannot guarantee that all suspect ACMs have been located and sampled. For the same reasons, estimates of ACM quantities and current physical conditions are subject to observations made during the site visit. In the event that additional suspect ACMs are discovered, please contact Geo-Hydro to examine and possibly collect additional building material samples.
A total of 146 samples of suspect ACMs from various building materials, including floor tiles, drywall system components, caulking, roofing systems, and other materials, were collected from the subject property buildings. The suspect asbestos samples were submitted to Analytical Environmental Services, Inc. (AES) in Atlanta, Georgia. AES is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) and the American Industrial Hygiene Association (AIHA) for bulk asbestos fiber analysis. The

Twenty-two representative interior and exterior paint chip samples from the structures on the subject property were collected for total lead analysis. The paint chip samples were submitted to AES laboratory in Atlanta, Georgia. The samples were analyzed for total lead (NIOSH Method 7082).
During transportation and storage, a chain-of-custody form was maintained and signed by each individual in possession of the samples. Copies of the analytical test results and chain-of-custody forms are included in the Appendix.
FINDINGS

Lead-Based Paint
Lead was detected in numerous paint-chip samples collected from the subject property. The following paint chip samples were determined by laboratory analysis to contain lead at a concentration greater than or equal to the United States Department of Housing and Urban Development (HUD) threshold of 0.5% by weight.
The paint chip samples and corresponding percent (%) of lead detected are noted below:
Building 198
Yellow Threshold Paint Sample (L198-3): Laboratory analysis detected 2.35% lead in the paint chip sample collected from an interior doorway threshold in Building 198.
Laboratory analyses for lead were either below laboratory reporting limits or below 0.5% by weight for the remaining paint chip samples analyzed. The results of the paint chip tests are presented in the Appendix.
CONCLUSIONS AND RECOMMENDATIONS
We recommend the materials listed as ACMs above in the Findings section be considered ACMs in their entirety at the subject property. It should be noted that some elevated areas within the hangar referred to as Building 199 were not safely accessible; this should be considered a limitation to this assessment.
Prior to demolition or renovation, a licensed asbestos abatement contractor should remove and dispose of the asbestos-containing materials identified by this report that will be disturbed during demolition or renovation. The Georgia Environmental Protection Division requires notifications for demolition of ACMs.
Additionally, ACMs encompassing at least 10 square feet are regulated by the U.S. Environmental Protection Agency (USEPA) under the National Emission Standards for Hazardous Air Pollutants (NESHAP) and also by the Occupational Safety and Health Administration (OSHA) under its worker protection regulations. These regulations require special handling and disposal procedures when asbestos containing materials are disturbed.
Lead was detected in numerous paint-chip samples collected from the subject property. The United States Department of HUD defines “lead-based paint” as paint containing more than 0.5% lead by dry weight of the paint. Based on the HUD’s lead-based paint definition, paint chip laboratory analyses did identify the yellow

We recommend that prior to demolition or renovation, the contractor make a specific composite sample of what will become demolition debris from each structure and test the debris sample for Toxic Characteristic (TC) analysis for lead. Demolition debris from commercial projects consisting of components painted with lead-based paint requires TC analysis for lead. If the demolition debris does not exhibit TC for lead that exceeds the regulatory threshold of 5 milligrams per kilogram as a hazardous waste, then the waste may be disposed of in a permitted municipal solid waste landfill or a permitted construction and demolition debris landfill. Materials containing lead paint are regulated by OSHA under its worker protection regulations.

AES,Inc. is accredited by NIST’s National Voluntary Laboratory Accreditation Program (NVLAP) for Polarized Light Microscopy (PLM) analysis, Lab
Code 102082-0. All analyses performed in accordance with EPA “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (EPA
600/M4-82-020), 1982 as found in 40 CFR, Part 763, Appendix E to Subpart E and “Method for the Determination of Asbestos in Bulk Building
Materials” (EPA/600/R-93/116), 1993.
These test results apply only to those samples actually tested, as submitted by the client. All percentages are reported by visually estimated volume.
PLM is not consistently reliable in detecting small concentrations of asbestos in floor tiles and similar nonfriable materials, quantitative TEM is currently the only method that can be used to determine conclusive asbestos content.

AES,Inc. is accredited by NIST’s National Voluntary Laboratory Accreditation Program (NVLAP) for Polarized Light Microscopy (PLM) analysis, Lab
