About this file
This document is a comprehensive Questions and Answers file for Solicitation W50S7025BA001, a demolition project for Building 199 at the Savannah Combat Readiness Training Center. The project involves complete demolition of Hangar Building 199 and adjacent facilities for the Georgia Air National Guard, with a total period of performance from August 18, 2025 to May 31, 2026. The solicitation is a total small business set-aside with key milestones including bid opening on June 18, 2025, contract award on August 18, 2025, and site access granted on September 29, 2025.
The demolition scope includes removing building structures, electrical and water utilities, managing potential hazardous materials like AFFF (firefighting foam) containing PFAS, and ensuring proper waste disposal and environmental compliance. Contractors will be responsible for air quality monitoring, abatement, utility disconnection, and site restoration, with specific requirements around concrete removal, sump filling, and pavement preservation. The project requires Georgia state-certified abatement contractors, adherence to federal and state regulations, and coordination with base security for access and operations. The government will remove its equipment and materials prior to contractor mobilization, and salvage rights for materials are retained by the prime contractor.

2. Can the roof asbestos abatement be conducted after the roof is lowered to the ground? Proper dust control would be employed. Response: There is no initial objection. This is part of contractor means and methods and provided its compliant with PWS and is prior approved in your abatement plan submittal as identified in the PWS.
3. Where is “Headquarters Rd” where water utility will be capped? Response: The road immediately adjacent to the facility just outside the fence to the southeast of the hangar.
4. Will Contractor be expected to repair the penetrations caused by the selective pump demo in Bldg 201? Response: Yes, see PWS. The facility will be reused by the government.
5. Will air quality monitoring be the responsibility of contractor? Response: Yes, this is the responsibility of your abatement contractor under the federal Toxic Substances Control Act. Your Georgia state certified abatement contractors will be aware of and should come prepared to meet these requirements.
6. How long is the terrorist threat training? Response: It is advertised as a 2-Hour computer-based training (CBT) course https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf but many individuals complete it much faster. For those without a CAC, select "Non-CAC" user on the JKO site.
7. Are they issuing base passes for vehicles and personnel? Response: Yes, information will be furnished at the pre-construction meeting for the awarded prime contractor.
8. Are they giving a specific duration, or do we get to let you know how long it will take? Response: The Period of Performance has been updated in the solicitation.
9. Is this going to be phased? If so, how many phases? Response: No phasing
10. Will there be a dedicated contractor gate for transport inspection? Response: No, the main gate will be utilized.
11. Will there be an indoctrination class for all personnel requesting base access? Response: Yes, but only required for the prime contractor superintendent and key leadership. This will be given at the pre-construction meeting post award. The prime Contractor is expected to further communicate details with his subs and vendors for the duration of the contract.

15. Do items that are considered salvageable need to be turned over to the government? Response: No, Prime Contractor retains salvage rights to all salvageable materials it pulls from the facility.
16. Can we over demo the concrete and pour back a topping slab? This would provide cover on the steel reinforcements to help prevent future corrosion and provide a cleaner finish. Response: This is a bit unclear because “over demo” must be interpreted within the context of the PWS that defines an appropriate depth. Beyond the repair requirements in the PWS, this question appears to fall underneath what is commonly understood to be “contractor means and methods” for accomplishing his work.
17. If areas of the 16” of PCC airfield pavement around the building is not damaged, will it still require new concrete to be placed? Response: No. New airfield pavement will only be required if the airfield pavement is damaged by contractors operations.

20. Solicitation references FAR clauses 52.228-1 and 52.228-16 for bid bonds but does not specify amounts: "The amount of the bid guarantee shall be percent of the bid price or $_______, whichever is less". Please provide the missing information if a bid bond is required. Response: See revised solicitation.
21. Solicitation lists FAR 52.212-1 as instructions to offerors for submittal. Part (b)(10) lists past performance information "when included as an evaluation factor". Should said jobsite trailer require restroom sanitary sewer services, the contractor shall furnish its own blackwater tank service contractor to pump waste and haul away, there are no sanitary sewer manholes in the area to connect sewer lines to or dump sanitary sewer waste into. Should said jobsite trailer require fresh water services, the contractor shall make use of the water pulled from a fire hydrant downstream of the hydrant meter they must secure from City of Savannah (and used for dust control) as discussed in the PWS. There are no above ground telecommunication services available in the area, contractor must rely on cellular services. In short, the government will provide no utility services of any kind specifically for the means of supporting a jobsite trailer.

The abatement subcontractor shall hold appropriate licensure.
33. Section 1.4.1.2 of Performance Work Statement says: “Unscheduled gate closures by installation Security Forces may occur at any time causing all personnel entering or exiting a closed installation to experience a delay.” How many gate closures should be planned for this project? Response: Beyond normal posted duty hours, the ANG security forces do not plan closures during duty hours, closures are driven by unforeseen circumstances.
