Questions and Responses

1. Section 00010 Solicitation Contract form indicates that there bid items 0001 through 0006 required to be filled out and submitted.

There is an additional document that was included with in the bidding documents. This document is called Bidding Schedule XDQU109057 Consolidated Hanger & Shops, Georgia Air National Guard, Savannah GA.

This documents is requesting pricing breakdown on bid items 0001 through 0007.

My question is are both of the documents required to be submitted with the proposal. Because they do not match?

COR Response: Yes, the bidding schedule will be completed in full to help the Government determine price reasonableness, and, to determine what portions are associated with vertical construction of the facility itself and what parts are associated with exterior site work. Bid Schedule Item 0001(Base Bid Vertical Construction) and Bid Schedule Item 0002 (Base Bid Sitework) will be combined under Contract Line Item Number (CLIN) 0001 in the contract to reflect the consolidated base bid contract cost.

2. What is the manufacture basis of design for the Standing Seam Roof System?

COR Response: Fabral Metal Wall and Roof Systems or equivalent

3. What is the manufacture basis of design for the metal wall panels and the wall panel assemblies?

COR Response: Fabral Metal Wall and Roof Systems or equivalent

4. Is there a submittal exchange required for this project? If the answer is yes. What submittal exchange will be used?

COR Response: Consult Addendum Specification 01 33 00.01 “Web Collaboration” posted with the solicitation.

5. Will all of the project workers required to be badge, go through a screening process and drug tested?

COR Response: Not for the vast majority of the project. The allowance of a construction “freezone” sealing off all access to the rest of the installation and opening it up adjacent to the exterior for direct access eliminates the requirement for badging, screening, and drug testing by security forces for most of the project. Only during final project completion of the “secure area” at the end of the project (roughing in mechanical systems, completing finishes, completing surface mounted electrical and telecomm and testing/acceptance) will it be necessary to remove the freezone and require all contractors from thence forward to access the installation through a process of background checks, badging, screening, and vehicle inspections at the Davidson Drive

Main installation entry control point. What is described below is the only portion of the “secure area” work that can be constructed within the freezone:

a) Fully constructing all CMU walls forming the perimeter of the secure area, including fully grouted fills/bond beams (Details C1/ S-330). Site Security Officer (SSO) will perform in progress inspection on masonry block cells prior to grouting operations;

b) Fully constructing the supporting roof trusses, attaching the metal deck, and making the concrete pour over the secure area roof including blocking in the openings through which future mechanical utilities will pass in the future (See Detail C3/S-330, and, Details C1,B2,B4,B5/S-410). SSO will perform in progress inspection of all the metal prior to concrete deck placement;

c) Construction of the full chain link fence from top of concrete deck to underside of the roof deck full height (Detail A4/A-423, and all of A-424);

d) Any metal stud furring to the structural walls intended to support FUTURE hanging of interior gypsum wallboard inside the secure area. Masonry walls will be left wide open for inspection;

e) Any CMU wall penetration sleeves to facilitate future passage of utility infrastructure but no actual utilities (see A-521);

That is where the work stops within the construction freezone. The remaining contractual “secure area” work shall be completed by badged and screened contractors passing a background investigation who enter the installation through our Davidson security gate after the freezone is appropriately dismantled and current installation perimeter is restored to the satisfaction of the 165th Security Forces Squadron.

6. Will all project workers be required to wear a project badge?

COR Response: Not to meet any government requirement.

7. What is the construction project management software that will be require?

COR Response: Consult Addendum Specification 01 33 00.01 “Web Collaboration” posted with the solicitation.

8. Are there any special FAA permits required for this project?

COR Response: Contractor will likely need to coordinate when bringing tall equipment (cranes etc) to erect the facility superstructure. Contractor will coordinate with government airfield manager who will inform Savannah Airport and handle posting of a NOTAM.

9. Is there a building permit required for this project? If the answer is yes. Who is responsible for the cost of the permit?

COR Response: No building permit is required.

10. Are there any Utility permits required for this project?

COR Response: No utility permits are required other than a “dig permit” described in project specifications and service outage/disruption notifications to the Contracting Officer per the terms of the contract.

Coordination is required with Georgia Power (primary electric service) and Atlanta Gas Light (gas service).

Contractor handles all coordination. The government performs no utility service coordinations.

11. Are there any EPA permits required for this project?

COR Response: Read the plans and specifications on coordinations with base environmental office, GA EPD notifications, filings, and requirements for asbestos management, NOI, and NOT filings where applicable.

Definitely familiarize yourself with the “Erosion, Sedimentation, and Pollution Control” Plans. Prime Contractor is the Primary Permittee/Operator. Contractor will coordinate. Contractor will file. Contractor will pay all necessary fees.

12. Will there be a requirement for a Georgia General Construction Permit. If the answer is yes. Who is responsible for the cost?

COR Response: If you mean GAR 100001 Stand Alone NPDES General Permit to Discharge Storm Water Associated with Construction Activity, yes, contractor files NOI and contractor pays.

13. Is there a licensing requirement for the general contract with any government agencies?

COR Response: If you mean contractor having to acquire business licenses with local municipalities/Chatham County, no. This work is entirely on performed Federal Government property.

14. Discipline: Architectural Spec: 09 06 00 Schedules for Finishes and 09 06 90 Schedules for Painting and Coating

Question: These two specification sections included in the solicitation documents contain information that directly conflicts with one another. As an example the interior wall finishes show different paint colors in each section and the interior window treatments provide a different color for the window blinds in each section.

Please clarify which specification section should govern, in the case of a conflict.

BMcD Response: “Specification 09 06 00 Schedules for Finishes” will govern. “Specification 09 06 90 Schedules for Painting and Coating” will be deleted from the project.

15. Discipline: Architectural Spec: 09 90 00 Paints and Coatings

Question: Subpart 1.3.1 of Section 09 90 00 Paints and Coatings states “All Contractors and Subcontractors that perform surface preparation or coating application shall be certified by the Society of Protective Coatings (SSPC) to the requirements of SSPC QP 1…” Per the SSPC website, QP 1 certification is primarily meant to attest to the ability to apply coatings in a marine environment such as bridges, off-shore drilling, ships, wastewater treatment facilities, and power generation facilities. Additionally, performing a search of qualified SSPC QP 1 certified contractors atCaution-www.sspc.org/search-certifications < Caution-http://www.sspc.org/search-certifications > reveals there are only two (2) contractors in the state of Georgia, both of which are located in excess of 250 miles from Savannah. This requirement will prohibit the local experienced painting contractors from being able to perform the work and will result in a substantial increase in the cost of this work, which will be reflected in the prime contractors’ bids submitted to the Government. SSPC QP1 certified painters do not perform painting work for buildings and other architectural surfaces. We request removal of the requirement for the use of only SSPC QP1 certified painters on this project.

COR Response: Specification Section 09 90 00 subpart 1.3.1 requirement for use of SSPC QP1 certified painters is DELETED AND REPLACED with the following Alternative Language to allow for local painters:

“Subpart 1.3.1 Contractor Qualifications Submit the name, address, telephone number, FAX number, and e-mail address of the contractor that will be performing all surface preparation and coating application. Submit evidence that key personnel have successfully performed surface preparation and application of coatings on a minimum of three similar projects within the past three years. List information by individual and include the following:

a. Name of individual and proposed position for this work.

b. Information about each previous assignment including:

1. Position or responsibility

2. Employer (if other than the Contractor)

3. Name of facility owner

4. Mailing address, telephone number, and telex number (if non-US) of facility owner

5. Name of individual in facility owner's organization who can be contacted as a reference

6. Location, size and description of structure

7. Dates work was carried out

8. Description of work carried out on structure”

16. Discipline: Procurement Spec: Standard Form 1442, Solicitation, Offer, and Award. Question: Method of Bid Delivery and Bid Opening. “Considering the current COVID-19 outbreak, will the Government consider modifying the solicitation to allow for emailed copies of the Bidder’s Bid Package (signed SF1442, completed Bid Schedule, executed Bid Bond with power of attorney, and Representations and Certifications) to a specific email address by the due date and time; then followed up with the original documents sent via overnight courier within a certain time period? This would allow the Government to receive the most competitive pricing without the need for the Bidders to congregate at the bid opening location. Additionally a phone-in conference call may be utilized to accomplish the public bid opening requirements of an IFB. We have seen these methods successfully used on many other Government projects.”

Contracting Response: Electronic submission will not be accepted. Hand carry or mail/courier with delivery by bid opening date/time will be required.

17. Discipline: Architectural Spec: Section 10 11 00 Visual Display Units

Question: Subpart 2.2 of Section 10 11 00 specifies that the marker boards are included in the FF&E package. None of the visual display units specified are shown on the drawings. General Note 5 on the electrical drawings (EP401, EP402, and EP601) states that the Government is acquiring the FF&E package under separate contract. Are there any visual display units required under this construction contract? If the Contractor is to provide visual display units, please provide types, sizes, and locations. If not, please delete this specification section.

BMcD Response: There are not visual display units in this construction contract. Section 10 11 00 will be deleted.

18. Discipline: Architectural Sheet: I-102 and I-103, and, Spec: Section 12 59 00 Systems Furniture

Question: Section 12 59 00 Systems Furniture has several references to the FF&E package and refers Bidders to the drawings for layouts and details. Plan Sheets I-102 and I-103 are “reference only” drawings and do not show enough detail to determine what systems furniture is required, if any. General Note 5 on the electrical drawings (EP401, EP402, and EP601) states that the Government is acquiring the FF&E package under separate contract. Are there any systems furniture required under this construction contract? If the Contractor is to provide systems furniture, please provide types, sizes and locations. Is the furniture specified in Section 12 59 00 of the specifications to be provided under this solicitation? If not, please delete this specification section.

BMcD Response: There is no systems furniture to be provided under this construction contract. Specification section 12 59 00 is deleted from this solicitation.

19. Discipline: FF&E

Question: Reference to an “FF&E Package” is repeated throughout the plans and specifications; however, it is unclear what is included in the FF&E Package and who furnishes and installs the FF&E Package. Is there an FF&E package relative to this solicitation that Bidders are to provide? If so, please provide the necessary information.

BMcD Response: The FF&E package will be furnished and installed by Government at a later date.

20. Discipline: Architectural; Sheet: A-601 Door Schedule; Detail: Door Schedule, and, Spec: Section 08 34 73

Sound Control Door Assemblies

Question: Subpart 2.1.2.1 of Section 08 34 73 states to provide doors with an STC of 50. The Door Schedule on Sheet A-601 indicates that some Door Opening 127A is to have an STC of 45. Please clarify the correct STC rating for Door 127A.

COR Response: You may comply with Sheet A-601 Door schedule for 127-A showing STC-45. If you prefer to furnish and install an STC 50 door the government will not object.

21. Discipline: Life Safety / Fall Protection Sheet: S-001, S-120, A-010, and, Spec: Section 11 01 50 Rigid Rail Fall Protection Systems

Question: Subpart 2.1a “System Design” of Section 11 01 50 of the specifications states that the “System shall be designed for: Four users at fuselage and primary wings, two users at each horizontal stabilizer.” However, General Note 4.F on Sheet S-001 states, “Fall Protection Loads: 2 Users on the Fuselage and 3 Users on Each Primary Wing.”

Please confirm our interpretation that the specification requirement for four total users over the fuselage and primary wings takes precedence over the requirement for eight total users over the fuselage and primary wings indicated on Sheet S-001 of the drawings.

Additionally, the horizontal stabilizers for the aircraft are located outside of the footprint of the new hangar building as indicated on Sheet A-010, which is not located below the rigid rail fall protection system that is required to be provided inside of the new hangar building as indicated on Sheet S-120 of the drawings. It is not possible to design the rigid rail fall protection system for two users at each horizontal stabilizer, as required by the specifications, due to the fact that the new rigid rail fall protection is not located where the horizontal stabilizers are located. Please confirm our interpretation that the new rigid rail fall protection system will NOT be required to be designed for two users at each horizontal stabilizer.

BMcD Response: Design fall protection for fuselage and primary wings only. Fall protection not required for the horizontal stabilizers. Provide fall protection for two users on the fuselage and three users on each wing for a total of 8 users.

22. Discipline: Life Safety / Fall Protection Spec: Section 07 61 14.00 20 “Fall Arrest System”

Question: Subparts 1.6.7 and 3.3.6 of Section 07 61 14.00 20 of the specifications contain detailed requirements for the new fall arrest system that is required to be provided on top of the new standing seam metal roofing system. However, Section 07 72 01 Roof Accessories of the specifications appears to also contain certain requirements related to the new fall arrest system that is required to be provided on top of the new standing seam metal roofing system, some of which appear to be redundant and/or contradict the requirements contained within Section 07 61 14.00 20 of the specifications. Section 07 72 01 of the specifications also makes reference to the “State of Oklahoma” and “Roof Hatches,” which are not part of the project. It appears as though the entire Section 07 72 01 of the specifications may have been inadvertently included within the specifications. Please clarify.

BMcD Response: Upon review, Specification Section 07 72 01 will be removed from the project specifications.

Specification Section 07 61 14.00 20 and subsections will prevail.

23. Discipline: Architectural Sheet: A-601 and A-701; Detail: Door Schedule and Room Finish Schedule, and, Spec: 09 06 00 Schedules for Finishes and 09 06 90 Schedules for Painting and Coating

Question: On the door schedule Sheet A-601 about half of the Type HM doors and all of the HM frames are shown to receive a “Type PE-1 Finish (paint-epoxy)” and the finish for the remainder of the Type HM doors the finish code is blank. General Room Finish Schedule Note 11 on Sheet A-701 states, “All door and door frames to be PA-3”. Subparts 2.3.5.1 and 2.3.5.2 of Section 09 06 00 Schedules for Finishes specify the doors and frames are to be painted “PA-3 Sherwin Williams SW7075 Web Gray” and Subparts 2.3.5.1 and 2.3.5.2 of Section 09 06 90 Schedules for Painting and Coating specify doors and frames are to be painted “Sherwin Williams SW7647 Peppercorn”. Additionally PE-1 is shown to be an Epoxy Satin and PA-3 is a Latex Satin.

Please clarify exactly what type and color paint is to be provided for the HM Type doors and frames on this project.

BMcD Response: Referenced sections will be revised to indicate that in all cases of HM frames and HM doors, paint shall be PE-1 SW7075 Web Gray, epoxy.

24. Discipline: Architectural Sheet: A-701 and Spec: Section 10 26 00 Wall and Door Protection

Question: Finish Legend on Sheet A-701 shows basis of design for corner guard as Construction Specialties C08 stainless steel. Section 10 26 00 Subpart 2.2.1 states that the corner guards are impact resistant plastic with an aluminum retainer. Please clarify which type of corner guard is required.

BMcD Response: Finish Legend on Sheet A-701 shall prevail. Provide Construction Specialties C08. Reference to impact resistant plastic will be removed.

25. Discipline: Architectural Spec: Section 07 42 63 Fabricated Wall Panel Assemblies

Question: Subpart 1.2 Definitions of Section 07 42 63 of the specifications makes reference to “3-Hour fire rated insulated panels” within the definition of the Fabricated Panel Assembly. However, a review of the drawings and specifications contained within the RFP reveals that there are no three hour fire rated assemblies; nor are the pre-finished insulated metal wall panels specified within Subparts 2.1.2 and 2.1.3 of Section 07 42 63 of the specifications three hour fire rated assemblies. Please confirm our interpretation that the reference to “3-Hour fire rated insulated panels” contained within the specifications in erroneous.

BMcD Response: Language of Subpart 1.2 of 07 42 63 referencing 3-hour performance does not apply to the RFP and will be removed.

26. Discipline: Temporary Signage Spec: Section 01 50 00 Temporary Construction Facilities and Controls

Question: There is minimal information on the requirements for the project identification sign and safety sign.

Specification Section 01 50 00 Subpart 2.1.2 makes reference to Section 01 58 00 for Project Identification;

however, that specification section is missing from the solicitation. Please provide the information for the project identification and safety signs.

BMcD Response: A project identification sign will not be required. Required OSHA safety signs will be required.

27. Discipline: Civil Sheet: CG101 thru CG104, Question: Can you please provide the CAD files for the grading and drainage plans?

COR Response: No, they will be furnished to the awarded prime contractor only.

28. Discipline: Civil Spec: 32 31 13.53 High-Security Chain Link Fences and Gates

Question: We are unable to locate any high-security fencing for the perimeter of the site. It appears that all chain link fencing is existing on the site. Can you please confirm there is no need for this specification section?

COR Response: High-Security Chain Link Fences are required on the project for construction of the “free-zone” separating the rest of the active military installation from the contractor worksite. Revised drawing revisions will be issued as addendum.

29. Discipline: Architectural Sheet: A-154 & A-424 Detail: D1, D4, B3 & B5/A-424

Question: Sheet A-154 Enlarged Reflected Ceiling Plan Area-C indicated that Rooms 127 Secure Storage, 121 Secure Corridor, and 120 Mantrap are to have gypsum board ceilings. Details D1, D4, B3 & B5 on Sheet A-424 Secure Area Sections and Details shows these same spaces with the following note, “Sound Batt Insulation Above Ceiling (Typical All Acoustical Ceiling Tile Ceilings).” Please clarify whether Rooms 120, 121, and 127 are to have gypsum board or acoustical tile ceilings.

BMcD Response: Clarification: RMS 120, 121, and 127 are to have gypsum wallboard ceilings as drawn on A2/A-154.

30. Discipline: Civil Spec: 33 32 13.13 Packaged Sewage Lift Stations, Wet Well Type

Question: The sanitary sewer for the building is a gravity fed line to an existing manhole. Please confirm that there is no need for 33 32 13.13 Packaged Sewage Lift Stations, Wet Well Type.

BMcD Response: A packaged sewage lift station is not required. This section will be deleted.

31. Discipline: Antenna Tower Sheet: CS505 Detail: A4 Antenna Tower, and, Spec: 27 10 00 Building Telecommunication Cabling System

Question: In speaking with a representative of the manufacturer, the antenna tower part number indicated on the drawings does not meet the “Structure Classification: Class III” that is listed on Detail A4 on Sheet CS505. It is recommended by the manufacturer that the tower be engineered to be site specific, and to do so would require the following additional information: a) What are the actual site coordinates? b) What are the actual “relocated antenna” model numbers and quantities that are required to be mounted to this new tower? This information is needed to calculate the EPA (Effective Projected Area) that the structure must support. c) What are the quantities and sizes of the lines going to the antennas? d) The Tower part number indicated does not have a ladder option from bottom to top. A different model number or different size tower would be required in order to have a ladder option. e) Is a safety climbing device required?

Detail A4, CS505, should say Structure Classification “II”, not III. The current Rohn catalog pg 193 (page 195 of 328) is the design basis (or equivalent). Bid the work per plan (no custom tower). Base telecommunications will install antennae considering EPA limits of tower. Handle remaining site adaptation processes and details through shop drawing submittal process. Ladder does not have to go all the way up to the top of the tower.

ANSI/TIA-222 Rev-G requires a climber safety device, so yes it is required.

32. On page A-153 in the Ceiling Legend, ceiling mounted overhead projectors are noted. I did not locate any OHP’s in the plans. Are the OHP’s a part of this contract?

BMcD Response: The projector is a standard legend item. There are no overhead projectors in this contract.

33. Per Sheet CG101-C, general notes #6. Will undercutting need to place under Hangar Bay & Airside Pavement or just under asphalt paving?

36. Is the contractor responsible for installation of Natural gas from main to meter?

COR Response: Yes, contractor is responsible. Whether they self-perform the work with prior coordination/assistance by Atlanta Gas Light, or, whether the contractor subcontracts and pays Atlanta Gas Light to perform the installation work. Contractor means and methods. Contractor funded. Contractor coordinated.

37. Spec Section 12 59 00 Systems Furniture – Please confirm if the contractor is to provide a price for furnish and installation of a systems furniture package for this project? If so, please provide a Package with manufacture’s and quantities.

COR Response: See Question 19. FF&E is by government later down the road. It is not anticipated but Contractor may be asked to accommodate governments FF&E contractors as necessary for any government FF&E work that must be completed prior to Beneficial Occupancy.

38. Is Chemical Termite Control required for this project?

COR Response: No termite spraying.

39. Which building will be receiving the Asbestos Demo and Lead abatement?

COR Response: Folks, this is identified in the Asbestos and Lead Survey posted on the website with the solicitation. What you need to know can be verified in less than 10 seconds from simply opening the pdf document. Building 117 undergoing demolition has information you need to know.

40. 01 91 00.15 states the Government will hire the CxA. Who is the Governments commissioning agent?

COR Response: The design architect-engineering firm Burns and McDonnell will act as the CxA using their in-house Commissioning Agents.

41. Per Geotech report for bidding purposes is the GC only to include undercutting and replacing 30%? If anything additional is determined by Geo-Hydro at the time of construction we assume that will be an additional cost to contract?

COR Response: provide bid allowance for up to 30% undercutting and replacing and if there is a significant and substantive increase reasonably associated with the work it will be negotiated as an equitable adjustment claim or potential change for unforeseen site condition at the discretion of the contracting officer. Bottom line expect up to 30% and bid accordingly.

42. Who is the preferred manufacturer for the insulated metal wall panels?

COR Response: Refer to Question 3.

43. Can we clarify if FF&E by GC or owner?

COR Response: Refer to previous questions 19 and 37.

44. Permit fees by GC or by owner? If by GC who is the Jurisdiction having authority and contact info?

COR Response: Read earlier questions and responses.

45. Material testing by GC or owner?

COR Response: 100% Prime Contractor. Read the plans and specifications. Contractor owns all special inspections and any required testing.

46. Scope of work for the lockers is clearly defined in the specifications. However no lockers are shown on the plans. Please identify the locations and quantities of each type of locker and associated accessories.

BMcD Response: The lockers are not in the scope of this contract. Specification 10 51 13 will be deleted from project.

47. Can you clarify the bonding requirements for this project? Who is responsible for the bonding requirement?

CS Response: Bid, Payment and Performance Bonds are required for this project. Prime Contractor is required to obtain bonding.

48. On drawing S-130 there horizontal bracing angles. Can we clarify the sizing to be L4 x 4 x 5/16 or L4 x 4 x

3/4?

BMcD Response: The horizontal angle size is 2L4 x 4 x 5/16 on S-130.

49. Will the contracting officer approve the addition of engineered Shop Splices on top chord and bottom chord members over 60-0 feet in length? We submit this question with the consideration that any splices adhere to section 05 12 00 page 8 Section 2.6

“2.6 FABRICATION. Fabrication must be in accordance with the applicable provisions of AISC 325.

Fabrication and assembly must be done in the shop to the greatest extent possible. Punch, sub punch and ream, or drill bolt holes perpendicular to the surface of the member. Compression joints depending on contact bearing must have a surface roughness not in excess of 500 micro inch as determined by ASME B46.1, and ends must be square within the tolerances for milled ends specified in ASTM A6/A6M. Shop splices of members between field splices will be permitted only where indicated on the Contract Drawings. Splices not indicated require the approval of the Contracting Officer. Do not splice truss top and bottom chords except as approved by the Contracting Officer. Provide chord splices at panel joints at approximately the third point of the span. The center of gravity lines of truss members must intersect at panel points unless otherwise approved by the Contracting Officer. When the center of gravity lines do not intersect at a panel point, make provisions for the stresses due to eccentricity. Camber of trusses must be 1/8 inch in 10 feet unless otherwise indicated.”

BMcD Response: Additional splices may be accepted but proposed locations shall be sent to the contracting officer prior to fabrication drawings. Splices must develop the full strength of the connected members.

50. Can we clarify the following related to plumbing: Shop 112: Are we adding hose bibb and two compressed air drops in alternate? Shop 129: Are we adding hose bibb and one compressed air drop in alternate?

BMcD Response: Shop 112: Bid alternate #1 will add two CA drops and one hose bibb. Shop 129: Bid alternate #1 will add two CA drops and one hose bibb. Base bid should not include one ¾” CA drop in Shop 129, both CA drops in Shop 129 will be part of bid alternate #1.

51. Will there be any additional Landscaping requirements on plans other than existing per plans?

BMcD Response: No further landscaping is required beyond the permanent grass indicated on the plans

52. Where can we locate Bid Bond Form SF24?

CS Response: This form can be found online https://www.gsa.gov/forms-library/bid-bond

53. Is there an FF&E document?

54. The plans note a 60K A/G fire protection tank shown on drawings CS101 and FX601 & specs 331615 – is there is a tank detail showing fittings, tank, connections, and other as required?

BMcD Response: No additional information will be provided. Refer to fire protection extension of design IAW FX601, Specification Section 33 16 15 and NFPA 22.

55. There is a 15k sump tank shown on drawings CU101 and CU501 –is there a spec section for this tank?

BMcD Response: There is no specification section for the tank depicted on CU501. Refer to Note 5, Plan CU501 for requirement to submit shop drawings stamped and sealed by Engineer licensed in State of Georgia for complete tank, hold downs, etc.

56. Can the existing site asphalt and/or concrete be recycled and used on site as fill or backfill material for pipe, underground tanks, etc.?

BMcD Response: Recycled concrete may be used as coarse aggregate per specification 32 11 23

57. Does the existing site balance? If not, does this area have an onsite borrow pit or dump site?

BMcD Response: There is no onsite borrow or dump site. All materials must be hauled off the installation premises and dealt with by the Contractor. The determination of the final cut and fill quantities shall be determined by the contractor but the approximate haul off is 2,000 CY of material.

58. What are the specific requirements for work times, access for deliveries, etc.?

COR Response: Read the solicitation Section 01000, Division 1 General Requirements, Section 3 “Scheduling” on page 59 of 71.

59. What Special Inspections are required to be performed by the GC?

COR Response: Study the Structural plans S-001 General Note 3, and, Specification Section 01 45 35 “Special Inspections”. The government will have its own fulltime Quality Assurance function observing and verifying this work is being performed by the contractor as part of the contractors robust Quality Control function. Do not mistake the presence of government construction inspectors on the job site as being adequate to meet the terms of the contractors obligations to manage its own quality control. Government will not perform any special inspections. Governments A-E has indicated it intends to retain Terracon Consultants for its Special Inspection Quality Assurance verification function. There are several other agencies in the local area that the Prime Contractor can retain to perform those services.

60. What Total Building Commissioning requirements are the responsibility of the GC?

BMcD Response: The government’s Commissioning Firm will fill the role of the Lead Commissioning Specialist (CxC) as indicated in Specification Section 01 91 00.15. The G.C. will support the commissioning process as outlined through-out Section 01 91 00.15.

61. Can we identify who is responsible the systems furniture and a list of what is required and specs?

62. Can more detail be provided for the 60,000 GL Fire Water Storage Tank?

BMcD Response: No additional information will be provided. Refer to fire protection extension of design IAW

63. Building 117: This building called out in the ACM/LBP survey tested positive; however it is not highlighted in yellow as the other demolished building within this project scope. It is also NOT called out on CD101, but IS called out on AD001 and AD002. It appears to be the bump out on the south west corner of the Bldg 115 outline based on the drawings and pictures in the survey (attached). Please confirm whether this building contains material required for abatement and is to be demolished within this project, as Note 11 on AD001 calls out that NO hazardous materials are expected to be encountered.

COR Response: Building 117 will need to be demolished by the contractor. The demolition is part of the base bid scope of work. The Asbestos and Lead Survey, hereinafter referred to as the “survey”, represents the governments final answer on the presence of ACM/LBP. Bid according to the survey where it specifically relates to ACM/LBP. In the context of the presence of ACM/LBP, the survey takes precedence over any plan sheet or project specification that contradicts the survey.

64. Building 1010: This building has an ACM/LBP survey included in RFP; however it is not shown on our demo drawings. Is it to be demolished within this project? If so, where is it?

COR Response: The survey was performed on most existing vertical facilities in the local vicinity during early scope development when the siting of the new hangar building was not yet finalized. For the purposes of this contract the survey is only relevant to the facilities undergoing demolition within the contractors scope of work identified as Bldgs 115, 117, and 119 only.

65. Note 12 under ACCESS AND STAGING NOTES: states the following: SECURITY FENCING AND GATES

ASSOCIATED WITH CONTRACTOR'S WORK AREA SHALL MEET OR EXCEED THE EXISTING

FENCE STRENGTH, SIZE, AND DIMENSIONS. SECURITY GATE SHALL BE STAFFED AT ALL

TIMES DURING WORKING HOURS AND SHALL BE LOCKED DURING NON-WORKING HOURS.

AT PROJECT COMPLETION, CONTRACTOR SHALL REMOVE SECURITY GATE AND RESTORE

SECURITY FENCE TO ITS ORIGINAL CONDITION.

Please verify whether a security guard will be required by the government at gates of the ‘Construction free zone’ OR during construction of the ‘Secure Area’

COR Response: The contractor is solely responsible for the security of the site. How the contractor maintains security of his construction site within the construction freezone is entirely up to the means and methods of the contractor. Contractor can have people man his gates if he chooses at his expense. At all times while working the contractor must maintain site security. The government will not be providing site security services or manning free-zone gates. Free-zone entry and exit gates need to be locked at the end of the workday both practically speaking, and, as required by both the Savannah Airport and military Installation Commander due to the free-zone adjacency to the operational areas of the airport and military base. Recognizing that the contractor is performing work on land on a federal military installation, the military Installation Commander retains the right to dispatch armed uniformed military and/or armed contract security forces to the site who will at all times have unobstructed access and means to inspect and observe the free-zone for the singular purpose of enforcing Anti-terrorism/Force Protection (ATFP) due to the adjacency of the free-zone to nearby occupied military facilities. Signage will be placed inside the freezone boundary fence on the contractors side discussing the use of deadly force for any unauthorized attempts to circumvent the free-zone fencing and gain access to the base.

66. RFI 01: Spec 05 12 00 Structural Steel

Will it be considered to waive the AISC requirement for structural steel fabricators? This would allow for a much greater participation from structural steel contractors.

BMcD Response: Recommendation from DOR is to maintain requirement for AISC certification due to complexity of the project.

67. RFI 03: Spec 22 00 00 Plumbing Specifications call for cast iron push joints on sanitary and vents below grade. 1-1/2” vent piping is shown for these areas, but this cannot be made from that material. What should we assume is to be used?

BMcD Response: Alternative Service C below grade vent pipe and fittings are specified in section 22 00 00 Table I, items 1, 11, 12 & 13

68. RFI 03: Spec 22 00 00 Plumbing Specifications call for sanitary waste above ground to be cast iron no-hub. Vent piping to be DWV copper or seamless galvanized threaded. This is not normal practice and some of the vent is shown as 2-1/2” which isn’t made either. Galvanized does not come in drainage pattern fittings. Normal installation would be to keep it all cast iron no-hub, and waste arms DWV copper. Is this what we should assume?

BMcD Response: Alternative Service B above ground waste pipe and fittings are specified in section 22 00 00 Table I, items 2, 11, 12, 13 and 14. Alternative Service D above ground vent pipe and fittings are specified in section 22 00 00 Table I, items 3, 5, 6, 7, 8, 9, 10, 11, 12 and 13.

69. RFI 04: Spec 22 00 00 Plumbing, Drawings CE112 & P-501 Gas is shown coming into the building below grade. Drawing CE112 shows this gas line. Detail A on P-501 says this is by the utility company, but if this was the case there would be a gas meter indicated. Should we assume this assembly (including meter) will be provided by the utility company, and we will pick up the gas line at the building?

BMcD Response: Assume meter will be provided under contract with the utility company. However, reference response to question 36. All natural gas work will be coordinated and funded by the contractor.

70. RFI 05: Architectural Sheets: AB101 & A701; Room Finish Schedule Wall Paint The Room Finish Schedule on Sheet A-701 indicates a PA-1 Acrylic/Latex paint for all the walls and ceiling in the Hangar Bay, room 101. The Air Barrier Floor Plan on sheet AB101 indicates that the walls in the Hangar Bay, room 101, are to receive 2-coat minimum epoxy paint with block filler. Please advise which type of paint is required for the Hangar Bay, room 101, walls.

COR modified BMcD Response: Comply with sheet AB101 Air Barrier Floor Plan and provide 2-coat minimum epoxy paint with block filler for the Hangar Bay Room 101 walls.

71. RFI 06 – Spec Section 07 27 26 Fluid-Applied Membrane Air Barrier. Is there a basis of design for the fluid-applied membrane air barrier?

BMcD Response: No. The performance specification for the fluid applied membrane air barrier establishes minimum requirements for the product.

72. RFI 07 – FF&E; Schedule Amendment 01 indicated that all FF&E will be furnished and installed by the Government on a later date. Does this need to be accommodated in our schedule?

73. Can government please provide a Schedule of Special Inspections required to be performed?

BMcD Response: Special Inspection schedule is attached and will be added to Specification 01 45 35.

74. Please explain the $20,000 bid allowance for Georgia Power discussed at the site visit/job walk.

COR Response: Georgia Power owns the primary electrical services on the installation and will be furnishing and installing project primary electrical service feeders and the pad-mounted main transformer serving the new facility. Georgia Power will also be relocating its primary electrical service lines off of two poles requiring demolition. The $20,000 bid allowance is for the contractor to pay Georgia Power for the provision of those services. Contractor works directly with Georgia Power and pays them directly. If Georgia Power increases the price then it will be considered an unforeseen site condition and will be dealt with accordingly by the Contracting Officer. Everyone bid a flat $20,000 for Georgia Power services. This bid allowance does NOT include unrelated cost items such as temporary electrical power service, meter, and monthly invoicing for services installed to any of the contractors’ jobsite trailers. Those items are an additional cost to the contractor and discussed in the solicitation and Division 1 specs under availability of utilities.

75. Question forwarded from vendor: “Fire Pump Spec calls for a 2000 gpm @ 214 psi pump with a 450 hp motor.

Our 2,000 gpm [fire] pumps only go up to 210 psi in pressure and requires a 600 hp motor. Please verify the HP ratings and psi ratings. I am not sure any fire pump rep can do this rating with the HP specified.

BMcD Response: Basis of design was the 2000 gpm at 214 psi, 450 HP Aurora Model 8-481-24. The prime contractor is welcome to submit a different fire pump/maufacturer as long as the design criteria is met.

76. Specification 32 13 14-13: Due to the small area of 15” concrete pavement can the slip form paving and onsite batch plant requirement be removed for this scope? If removed, can you please provide a modified specification to meet.

BMcD Response: Specification 32 13 14.13 allows both slipform and fixed form paving. Onsite batch plant requirement will be removed, however, note that maximum 15 minute haul time requirement from concrete plant shall still apply. There appear to be concrete plants within this proximity to the project site.

77. Can the bid date be extended one week?

Contracting Response: Reference Solicitation Amendments posted online.

78. Please confirm head condition for wall type S2BA which is the standard GMS wall assembly for a majority of the office space area (e.g., Zone 4). Note, this head of wall assembly is intended for a fire/smoke rated interior GMS wall (Ref. B2/A-502). But, the said walls are not called out as either smoke nor fire rated. The Overall Building Section - C1/A-301 delineates the interior walls at zone 4 to be 6’’ above the finished suspended ceiling assembly. Please clarify the wall height and head condition is correct.

BMcD Response: Please confirm that question corresponds to GAANG project XDQU109057. DOR is unable to find the references provided in the question.

79. Discipline: Contracting Spec: 00010 - Solicitation Contract Form

Question: Please clarify the scope of Additive Bid Item Priority #1 for the “4,550 SF Shop Upfit”. Plan Sheets M-101, M-103, M-105, M-108, P-104, P-106, EL-101, EL-103, EP-101, EP-103, TN-101, and TN-103 each show a basic plan view (with a dashed line around the Shops for Additive #1) and a separate “Additive #1” plan view. Between the two plans views, most of the elements shown are duplicated. Please clarify what is included in the Base Bid for the Shops and what is included in Additive #1 for the shop upfit?

a) Does Additive #1 include everything that is different between the basic plan view and the Additive #1 plan view?, or…

b) Is everything within the “Additive #1 dashed lines around the Shops and the Additive #1 plan view included in Additive #1?

BMcD Response: Item a) is the correct approach.

80. Discipline: Civil, Spec: 32 13 11 Concrete Pavement for Airfields and Other Heavy-Duty Pavements, 32 13

13.06 Portland Cement Concrete Pavement for Roads and Site Facilities, and 32 13 14.13 Concrete Paving for Airfields and Other Heavy Duty Pavements

Question: Which specification section(s) should be implemented for the airfield paving and the hangar high bay floor slab concrete paving? Please clarify which specification section is to be used for each scope of work. If one or more of these specification section(s) are not used, please delete them to avoid misunderstandings.

COR Response: Concrete pavement for both hangar interior and airfield shall conform to Specification Section 32 13 14.13 Concrete “Paving” for Airfields and Other Heavy Duty Pavements. Specification Section 32 13 11 will be removed.

81. Discipline: Architectural Spec: 09 30 10 Ceramic, Quarry, and Glass Tiling

Question: The plans do not show any ceramic, quarry, or glass tile. Is there any required? If not, please delete this specification section.

BMcD Response: There is no Tile in this construction contract. Section 09 30 10 will be deleted.

82. Discipline: Architectural Spec: 10 51 13 Metal Lockers

Question: The plans do not show any metal lockers or locker room benches. Is there any required? If not, please delete this specification section.

BMcD Response: Section 01 51 13 Metal Lockers will be deleted. These items are furnished by gov’t.

83. Discipline: Contracting

Question: At the site visit it was requested that Bidders include the Excel Spreadsheet entitled “BIDDING SCHEDULE XDQU109057 Consolidated Maintenance Hangar & Shops, Georgia Air National Guard, Savannah GA” with their bid, IN ADDITION TO Section 00010 - Solicitation Contract Form” (part of Solicitation, Offer, and Award SF1413). The added Excel Bidding Schedule, appears to be informational in nature, and will take quite a bit of time to do the calculations after a Bidder’s final bid amount is established. The added Excel Bidding Schedule will be extremely cumbersome and difficult, if not impossible, to accurately complete in the last few minutes prior to bid submission. Would the Government consider allowing the Bidders to furnish the Excel Document after the bid-- by 4:00 PM or some other set time? If not, will a bid be rejected for failure to include the Excel Spreadsheet with the Bid? It is not listed under Item 5 (on page 7 of 71) of the Solicitation as being a requirement for the complete bid package.

CS Response: The bid schedule is required, but hand written values will be acceptable which should correlate to CLIN schedule pricing (section 00010 on solicitation).
