STATEMENT OF WORK

For Building 3217 Air Compressor Replacement 28 Mar 2025

1.0. DESCRIPTION OF SERVICES

Background. Air compressor in building 3217 Vehicle Maintenance is old and undersized to provide the necessary amount of pressure and volume to properly operate the required air tools for maintenance on general purpose/priority vehicles to include forklifts and R11 Refuelers. Additionally, during the subsequent inspections, it was identified that a large amount of water was making its way into the system and is getting trapped in the tanks and pipes in the building causing corrosion and damage to tools utilizing the air. In order to safeguard the health and welfare of personnel and equipment, the 113th LRS requires the replacement of the old compressor and associated iron lines with appropriate equipment in Building 3217.

1.1. Scope of Work. The contractor shall provide all materials, equipment, tools, parts, permits, transportation, personnel, labor, supervision, and management to perform the removal of the existing compressor and associated noncorrosive pipes plumbing, hose reals and quick disconnects to replace and upgrade the existing system to current standards. Use of local equipment (forklift) to load and unload equipment at the site.

1.2. Performance/Technical Requirements. The contractor shall provide a compressor and associated support equipment as identified in the associated Salient Characteristics for this contract. The work will include removal of all iron pipes to the closest point of contact with the existing non-corrosive copper pipe. If a branch is no longer going to be utilized, it will be terminated with a non-corrosive termination consistent with current standards. Hose reels will be installed throughout the building from the ceiling to provide necessary air to the bays and remove trip/snag hazards from the shop working area. All maintenance repair areas will have a dedicated air hose or quick connection point to ensure adequate availability of compressed air in the building.

1. Installation must include removal of existing iron airline and replacement with non-corrosive aluminum airline throughout building 3217. Existing non-corrosive copper lines can be reused as needed.

2. Branches to be ¾”

3. Main VM bay to have a total of (4) above head mounted hose reels

4. Add one dedicated drop/line for 4 post lift in the main VM bay

5. Add manifold for tire shop to include hardline for reel and (2) two port manifolds.

6. Install 1 hose reel on wall above hard point.

7. Demo existing iron line in Refueling Bay and replace with two hose reels suspended from ceiling

8. Branch lines to be ¾” (Refueling Bay)

9. Refueling Bay will receive (2) hose reels, one on each side of vehicles as positioned in the bay

10. Provide in person training on new equipment

11. System must be installed/started by installing technician and certified at location prior to training

12. Shipment of system to receiving location must be included

13. Use of non-corrosive “Smart Pipe +” for all hard mounted plumbing

14. Installation of 7 hose reels 100ft long or longer

15. Provide manifolds to all work areas not accessible with hose reels

16. Leak test

17. Scissor lift rental

1.3. Project Changes. No alterations, additions, or deletions shall be made unless prior approval from the Contracting Officer (KO). The contractor shall not perform any other work (e.g. alterations, additions, or deletions); other than identified in the contract. If the contractor determines there are changes that need to be made to the contract, the contractor shall submit documentation for changes to the KO. The contractor shall not proceed with any changes until a modification reflecting the change is issued by the KO.

1.4. Inspection/Acceptance: The contractor and government designated representative will perform a final walk though and inspection of the completed work to ensure all areas have been thoroughly cleaned and that there is no indication of residual residue. Any punch list items shall be documented and corrected prior to government acceptance. In addition, the worksite shall be thoroughly cleaned using materials and procedures recommended by the manufacturer. The contractor must remove all equipment, containers, and all other material upon completion of the contract. The contractor must dispose of all trash, debris, and excess material at a permitted site.

2.0 SITE LOCATION:

2.1 The contractor shall perform the removal and installation in Building 3217 located on Joint Base Andrews, MD.

3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1. Government Furnished Property. There is no government furnished property.

3.2. Government Furnished Facilities. The government will make the work site available located at 3217 Annapolis St. Joint Base Andrews, MD. The government will provide the contractor (if requested) with access to utilities such as power and water (if available) to accomplish all work in this requirement.

3.3. Government Furnished Services. There are no government furnished services.

4.0. GENERAL INFORMATION

4.1. Contract Manager. The contractor shall provide an on-site contract manager who shall be responsible for contract performance and can act for the contractor on all matters relating to the daily operation of the contract. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the KO. The Contract Manager and alternate must be able to read, write, speak, and understand English.

4.2. Working Hours. The contractor shall perform service on an agreed upon day or days between the hours of 7:00 a.m. and 4:00 p.m., Tuesday through Friday, excluding Saturdays, Sundays, Federal Holidays, and regularly scheduled days off. If the contractor desires to work after 4:00 p.m., weekends, or during Federal Holidays, the contractor must submit the request to the government at least 24 hours in advance. Each request will be considered on a case-by-case basis.

4.3. The following Federal Holidays are observed at Joint Base Andrews, MD.

4.4. Replacement of Government-Furnished Property. Should any Government furnished property require replacement, the Government shall be responsible for material cost, with the exception of equipment requiring replacement due to damage by contractor personnel or contractor equipment. The contractor shall submit requests for replacement of government-furnished equipment to the government project manager for processing. Such requests shall specify the reason for the replacement request.

4.5. Emergency Services. The government will provide fire and police services. There are no emergency medical services available on base. The contractor shall dial 911 for emergency medical services.

4.6. Security Requirements. Contractor employees will be escorted by government personnel at all times. Photography is not authorized unless approved by government personnel.

4.6.1. Listing Of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation, if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Contracting Officer and sponsoring agency’s Security Manager. An updated listing shall be provided when an employee's status or information changes.

4.6.2. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

4.6.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;

e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.

4.6.4. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action.

4.6.5. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

4.6.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Joint Base Andrews.

4.6.7. Reporting Requirements. Contractor personnel shall immediately report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

4.6.8. Physical Security. Contractor employees shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

4.7. Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.

4.8. Work Area. The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor is responsible for removal and proper disposal of all job related waste material at a permitted site.

4.9. Security and Personnel Access. Strict security and personnel access control shall be maintained. To gain entry into restricted areas, contractor personnel must be listed on an Entry Authorization List (EAL), have proper identification (two forms, one of which must have a photograph), be identified by Government escort personnel, and be physically escorted on site by authorized escort personnel. Every effort will be made to coordinate these requirements in advance; however, there may be delays of up to 15-30 minutes when escorts are required, and contractor personnel should anticipate delays.

a. Prior to the initial commencement of work, the contractor must submit to the KO a list containing the full name, driver’s license numbers, and SSAN of all employees who will be engaged in restricted work areas. The contractor will also submit a list of vehicle descriptions and serial numbers for the vehicles brought into the restricted area. The KO will then prepare an Entry Authorization List for approval. The EAL will be updated every thirty (30) days thereafter, or until such time as the list has been altered by 25%, at which time an entirely new list must be submitted by the contractor to the KO. After the initial list has been submitted, all changes must be submitted 48 hours in advance of the added person’s required access to the site. The requested changes will be submitted to the KO in writing.

b. For entry into controlled areas, the contractor shall contact the sponsoring agency to arrange for an escort and to coordinate the work time. The KO will provide a list of points of contact and phone numbers for controlled area access. Attempts to enter controlled areas unannounced will be considered a security violation.

c. Contractor personnel shall avoid restricted and controlled areas, unless work is to be accomplished in a restricted and controlled area and all necessary coordination and pre- announcements have been made.

4.10. Base Entry Requirements. The contractor shall obtain Government identification documents for all employees, by submitting an application to the KO. The contractor must provide the full name, social security account number (SSAN), driver’s license number (including state), and hours of required access, for each contractor employee. Any employee who does not have a driver’s license must provide another official form of picture ID. Any employee desiring to bring a privately owned vehicle on Joint Base Andrews must provide proof of automobile registration and at least the minimum required liability insurance, as well as a valid driver’s license.

The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by the DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4.11. Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements. Each contractor vehicle shall have the Contractor Logo neatly exhibited on each side of the cab. The sign must use at least 2" high letters. Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance. Any vehicle(s) not so maintained may be ordered removed from the base by and at the sole discretion of the KO, until satisfactory repairs are made. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle- mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.

4.12. Employee Uniforms. No uniforms are required; however, contractor personnel shall wear identification badges distinguishing themselves as such.
