RFQ W50S6W25Q0008 Vehicle Maintenance Air Compressor

This is a combined synopsis/solicitation for Vehicle Maintenance Air Compressor prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. It is the responsibility of the offeror to review the website for notice of amendments, updates, or changes to the solicitation.

This is a 100% total small business set aside.

The North American Industry Classification System (NAICS) code for this project is 333912 – Air and Gas Compressor Manufacturing, with a small business size standard of 1,000 employees. The Federal Product/Service Code (PSC) is 4310.

All potential offerors are reminded that compliance with FAR 52.204-7, System for Award Management (SAM), is mandatory. Lack of registration in SAM will make an offeror ineligible for award. Registration for SAM can be completed at https://www.sam.gov.

The Government reserves the right and may award based solely on information contained in the quote and is not obligated to seek completion or clarification if the original quote is unclear. All quotes submitted shall be the Contractor’s Best Quote as the Government intends to evaluate offers and award a contract without exchanges with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct exchanges if later determined by the Contracting Officer to be necessary. Exchanges between the Contracting Officer and Vendor(s), after the receipt of quotations that are undertaken with the intent to address any aspect of the quotations. May be conducted with all, some, or none of the vendors.

PROVISIONS AND CLAUSES: The following clauses and provisions are incorporated by reference and by full text. It is the contractor's responsibility to become familiar with the applicable provisions and clauses.

52.237-1 Site Visit

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

A site visit will be held on 6 August 2025 at 09:00 AM EST.

Submit the names of all attendees (Attachment 3 Visitor Information) to MSgt Bo Im and SMSgt Stacey Little, not later than 4 August 2025, at 4:00 PM EST. Limit 1 name per company.

All attendees will meet at 09:00 AM EST on 6 August 2025 in the Main Visitor Center, 1832 Robert M Bond Dr. Joint Base Andrews, MD.

You will be required to present the following information upon arrive: (1) vehicle registration, (2) valid driver’s license, (3) proof of insurance for vehicle, (4) safety inspection and/or car rental agreement if applicable. You will be asked to provide date of birth, last four digits of social security number, and citizenship information. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.

FAR Provision 52.212-1, Instructions to Offerors-Commercial Items: At a minimum, the vendor must submit the following:

a) Technical Capability: Submit one (1) copy of technical capability narrative and specifications that respond to the requirements detailed in the Salient Characteristics and Statement of Work.

b) Price: Submit one (1) copy of price quote.

Award will be made to the offeror whose quote is conforming to the solicitation and is determined to be the best value IAW FAR 13.106(a)(2). Technical capability and price will be considered.

Documentation (not including the Price Schedule) shall not in any case, exceed 10 pages. A page is defined as one side of sheet, 8 1/2″ × 11″, with at least one inch margins on all sides, using not smaller than 12 point type. Pages submitted in excess of the limitations specified in this provision will not be evaluated by the Government.

National Guard Bureau, Agency Protest Program

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed with the periods specified in FAR 33.103.

FAR Provision *52.212-2, Evaluation -- Commercial Items (NOV 2021), applies to this acquisition and the following evaluation is applicable:

a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

b) Technical Capability: Determination will be made based on the contractor’s ability to meet the requirements listed in the Salient Characteristics document (Attachment 1) and Statement of Work (Attachment 2).

c) Price: The government will be evaluated for fair and reasonableness using FAR 13.106-3 based on the offeror’s submitted Price quote.

*Discussions: The government intends to award a purchase order without discussions with respective vendors/offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.

FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (NOV 2023), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

(d)Comptroller General Examination of Record. 52.219-14 Limitations on Subcontracting Limitations on Subcontracting (Oct 2022) (a)This clause does not apply to the unrestricted portion of a partial set-aside.

(b)Definition. Similarly situated entity, as used in this clause, means a first-tier subcontractor, including an independent contractor, that— (1)Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and (2)Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.

(c)Applicability. This clause applies only to— (1)Contracts that have been set aside for any of the small business concerns identified in 19.000(a)(3);

(2)Part or parts of a multiple-award contract that have been set aside for any of the small business concerns identified in 19.000(a)(3);

(3)Contracts that have been awarded on a sole-source basis in accordance with subparts 19.8, 19.13, 19.14, and 19.15;

(4)Orders expected to exceed the simplified acquisition threshold and that are— (i)Set aside for small business concerns under multiple-award contracts, as described in 8.405-5 and 16.505(b)(2)(i)(F); or (ii)Issued directly to small business concerns under multiple-award contracts as described in 19.504(c)(1)(ii);

By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for— (1)Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;

(2)Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;

(3)General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded; or (4)Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded.

(f)The Contractor shall comply with the limitations on subcontracting as follows:

(1)For contracts, in accordance with paragraphs (c)(1), (2), (3) and (6) of this clause— [Contracting Officer check as appropriate.]

□ By the end of the base term of the contract and then by the end of each subsequent option period; or

□ By the end of the performance period for each order issued under the contract.

(g)A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph (e) of this clause will be performed by the aggregate of the joint venture participants.

(1)In a joint venture comprised of a small business protégé and its mentor approved by the Small Business Administration, the small business protégé shall perform at least 40 percent of the work performed by the joint venture. Work performed by the small business protégé in the joint venture must be more than administrative functions.

(2)In an 8(a) joint venture, the 8(a) participant(s) shall perform at least 40 percent of the work performed by the joint venture. Work performed by the 8(a) participants in the joint venture must be more than administrative functions.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.

(1) The Contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity’s WAWF point of contact.
