Questions and Answers: IDS B1217 Requirements

W50S6W24Q0005 – B1217 IDS/SCIF

1. Q: The description on SAM.gov mentions, "A list of line item number(s) and items, quantities, and units of measure (including option(s), included in 'Attachment 2-Pricelist' of this solicitation." However, Attachment 2 provided shows a building plan. Could you please provide a pricelist template or specify if there is a particular template or format you would like us to use?

A: There is no Pricelist Template, please use the CLIN structure in the solicitation.

2. Q: Is there a lift available for use, or do we need to provide our own?

A: A forklift can be pre-coordinated for offloading of equipment; however, it would be more beneficial and efficient to deliver equipment utilizing a liftgate truck or something similar.

3. Q: Is the security contractor or electrical contractor responsible for installing conduit pathways to the server room?

A: The security contactor will be responsible for installing conduit and enclosures/gang boxes where there isn’t one installed currently.

4. Q: Rex buttons and motion sensors are not shown on the blueprint for mag locks. Should we assume they need to be included?

A: Yes, if utilizing mag locks for inner doors. Remember this is for building 1217 and drawings provided for this space did not include any additional information about the security system.

5. Q: Should door status be monitored on doors where “hss” is crossed out?

A: Please reference the correct floor plan for building 1217.

6. Both Synopsis/Solicitation have the same RFQ Number. Is this a combined award?

A: B1217 SCIF Solicitation Number is W50S6W24Q0005 and B3009 SIM Facility Solicitation Number is W50S6W24Q0001. All administrative errors will be corrected with the amendment. These requirements are NOT combined.

7. Q: Must IDS and ACS equipment be listed on the USAF AFLCMC/HBU Configuration Management Database and approved for SCIF installation?

A: Yes, only approved equipment from the USAF Configuration Management Database may be installed in an Air Force SCIF.

8. Q: Does the contractor have to provide the IDS network switch in the SCIF?

A: Government will provide network switch per recommendation from the 316th SSPTS.

9. Q: Is generator backup provided for this location/SCIF?

A: There is no contingency for backup power in the facility. IDS/ACS will require UPS.

10. Q: SOW para 2, bullet 14: Is there a delayed exit requirement for specific exits (delayed egress)?

A: No requirement for delayed exit for egress.

11. Q: The two interior doors will have a card reader and strike or magnetic lock mechanism.

There is no mention of door position sensors. Should these doors operate without a door position sensor?

A: Yes, these badge readers and strike/mag lock mechanisms are to operate only for access control and administrative purposes upon entry.

12. Q: Conduit for the security system appears to be stubbed up above the ceiling. Is this the only conduit provided for the security access and alarm control?

A: Yes. Conduit and all enclosures/tamper switches will be required to be installed by the security installer.

13. Q: There is a requirement for a badging console under Paragraph 2 of the PWS stating that a badging system is needed for a CAC enrollment, could the SCIF project make use of the existing restricted area badging system since it is currently being used to issue badges for the B1217?

A: No. Restricted area badging system for the base will not be able to communicate with the access control for the SCIF project. Intention is for CAC enrollment with the ability to print and program badges for the access control of the SCIF.

14. Q: Can the government confirm if there are BMS’s on doors? Alarmed? Does the government only want a BMS for the exit door?
