STATEMENT OF WORK
Building 1217 Security System Installation
JOINT BASE ANDREWS AIR FORCE
1. SCOPE
The contractor will install the access control system (ACS) and Intrusion Detection System (IDS) for the 113th Operations Support Squadron. All IDS equipment shall be software compatible and functional with the existing Honeywell Vindicator security infrastructure on Joint Base Andrews and installed in building 1217. This will enable appropriate guard force response, continued monitoring, and administrative functions in accordance with the “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities”, IC Tech Spec – for ICD/ICS 705 (ICD 705). The contractor shall also perform startup, testing, and training to indicate full operational compliance with this contract. The contractor shall perform the required engineering for the installation of both the IDS and ACS, so they perform together as required by ICD 705. Delivery and installation of the new system will be no later than 180 days after award.
2. PERFORMANCE/TECHNICAL REQUIREMENTS
All IDS equipment shall be software compatible and functional with the existing base infrastructure communicating to the Base Defensive Operations Center (BDOC). This compatibility will enable guard force response, continued monitoring, and administrative functions in accordance with the “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities” (ICD 705). All ACS equipment shall be installed and functional for internal monitoring and administrative functions in accordance with ICD 705. Specifications for installed equipment shall be in accordance and compliance with the ICD 705. Specifications and characteristics shall meet the minimum requirements of the ICD
705. To ensure sufficient compatibility with the pre-existing base security network, it is imperative that quote consideration be limited to only Honeywell authorized vendors. Work for this option will be performed in building 1217.
• 3 Electronic Door Strikes or similar devices (e.g. magnetic security locks). One on Main vestibule entryway, security office, and communications closet.
• Connect one provided Automatic Bolt Retraction (ABR) hardware devices to Access Control System.
• 2 High Security Switches (HSS) mechanisms are required. 1 on each perimeter door of alarmed areas.
• 3 Proximity reader (Card Reader) on Exterior Door and all entrances to secured areas.
• 1 Proximity pin reader (combination proximity reader with keypad) on main entrapment door.
• 1 Audible sounder on all perimeter emergency exit doors.
• 8 Passive Infrared motion detecting sensors. 1 or more sensors per room that shares a wall or door with perimeter of alarmed zones.
• 1 CCTV cameras. 1 fixed position camera covering the main entrance threshold to the secured area.
• 1 corresponding monitor to the CCTV shall be installed in the inner door of the secured space entrance. (This is a camera for live view of entryway only. No requirement for recording)
• 1 Intrusion Detection Vindicator panels to be installed inside National Electrical Manufacturers Association (NEMA) enclosures.
• 1 Request to Exit (Rex) motion sensor with corresponding “Push to exit” buttons (1 for each Rex motion) at primary entrance/exit.
• 1 Security Console/Badging console with programming to work with standard government issued common access cards (CAC).
• 1 localized audible alarm at emergency exit.
• Connection of building 1217’s fire alarm and mass notification system into ACS per UFC
4-010-05.
• Programming of Vindicator IDS and test for compatibility with ACS and that all systems function properly to meet ICD 705 standards (i.e. motion sensor coverage, tamper circuits, badge reader programming, etc).
• Training to indicate full operational compliance of hardware installed.
• Program into Vindicator head end at BDOC and test for burn in and test for turnover.
3. BUILDING DETAILS AND SPECIFICATIONS
• Remodeled workspace in an existing building with rough-ins for most security system hardware. Conduit for main entry door ran on hinge side and exits above door frame for connection of automatic bolt retraction hardware. Additional conduit will need to be ran from the walls/sensor locations to the panel enclosure.
• Total workspace is approximately 1,750 square feet with drop ceilings approximately 9 feet from true floor. True ceiling between 20 feet above finished floor to 10 feet above finished floor.
4. EXISTING SECURITY SYSTEM
The base utilizes Vindicator for IDS with a central command location at the Base Defense Operations Center (BDOC). No existing system currently in building 1217.
5. WARRANTY
A standard one-year warranty shall be furnished with the equipment. The warranty shall be the manufacture’s standard commercial warranty.
6. INSTALLATION
Monitoring and administrative functions in accordance with Intelligence Community Directive (ICD) 705.
7. GOVERNMENT RESPONSIBILITIES: ANDREWS AIR FORCE BASE shall be responsible for the following:
• Provide Temporary Power for the contractor during installation
• Provide access to the installation site during the hours specified below, escorts will be provided
• Provide level floor or curb for equipment install
• Provide a clear working area and adequate laydown area for installation
• Connection to the base fire alarm system
• Provide containers for disposal of wood crates, shipping wraps etc. from all equipment shipped to the jobsite
8. HOURS OF WORK:
All work shall be performed between the hours of 7:30 am through 4:30pm, excluding Saturday, Sunday, Monday, Federal Holidays, and special closures. If the Contractor desires to work during periods other than above, Contractor must notify the Contracting Officer 5 working days in advance of Contractor’s intention to work during other periods to allow assignment of additional inspection forces and for notification of fire, security and safety. When the Contracting Officer determines that they are reasonably available, Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.
However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of the inspection, at overtime rates, will be charged to the Contractor and will be deducted from the final payment of the Contract amount.
The following Federal legal Holidays are observed by this base:
New Year's Day 1 January Martin Luther's King's Birthday Third Monday of January President's Day Third Monday of February Memorial Day Last Monday of May Juneteenth 19 June or Observation Day Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veteran's Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December
NOTE: Any of the above holidays falling on a Saturday will be observed the preceding Friday, holidays falling on a Sunday will be observed on the following Monday.
9. LOCATION:
Access control system and intrusion detection system will be installed in the 113th Wing, Operations Support Squadron building located at, 1217 South Dakota Ave. Joint Base Andrews, MD 20762.
10. CONTRACTOR RESPOSIBILITIES:
• Receive, offload and uncrate Equipment
• Provide labor, tools and supplies for Mechanical Installation
• Equipment Anchoring
• Ensure that the electrical installation is performed in accordance with the
National Electric Code. All electrical work shall be subject to inspection by Andrews Air Force Base
• Supply electric from building main service panel to all equipment by licensed Master Electrician
• Install Equipment to International Building Code (IBC) standards
• Ensure all system related equipment complies with standards set by or directed by the Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (ICD 705)
• Design and implementation services for IDS/ACS to include network and component drawings
• Perform required cybersecurity programming for networking IDS with the base infrastructure
• End user training to indicate full operational compliance of hardware installed for all end user devices such as badging system software and alarm activation panel
11. PRESERVATION, PACKAGING AND DELIVERY
The contractor shall utilize standard commercial methods for preservation and packing, appropriate for the equipment provided. As a minimum, all areas susceptible to damage from exposure to the element shall be preserved and/or packed to prevent damage.
12. INSPECTION AND ACCEPTANCE
All associated equipment shall be examined for design, construction, materials, components and workmanship to determine compliance with the contract and the ICD 705 specifications. All specifications for installed equipment shall be in accordance and compliance with the ICD 705. Specifications and characteristics shall meet the minimum requirements of the ICD 705. Any deviation from these requirements shall be cause for rejection.
13. ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND
PROCEDURES.
This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
14. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
NOTE: Any of the above holidays falling on a Saturday will be observed the preceding Friday, holidays falling on a Sunday will be observed on the following Monday.
