About this file

This Statement of Work (SOW) details the Colorado Air National Guard's (COANG) requirement for replacing and installing a 30kVA/27kW Uninterruptible Power Supply (UPS) for the 140th Communications Squadron's Network Control Center at Buckley Space Force Base. The UPS must have specific technical requirements including lithium-ion batteries, 3-phase 208/120VAC configuration, minimum 30-minute runtime, LAN-based monitoring, internal and external maintenance bypass capabilities, and generator compatibility.

The project involves complete removal of the existing UPS (Chloride EP36305225F), installation of the new unit in a ground floor raised floor data center, electrical system modifications, battery recycling, and onsite training for government personnel. Key vendor verification requirements include confirming raised floor load capacity, existing infrastructure reusability, equipment dimensions, access pathway measurements, and developing a disposal plan. Work is to be performed between 0630-1700 hours Monday-Friday, with service interruptions requiring 48-hour advance coordination, and a requested delivery timeline of 30 days after award, subject to fund availability.

STATEMENT OF WORK

SUBJECT: UNINTERRUPTIBLE POWER SUPPLY

The Colorado Air National Guard (COANG) is soliciting quotes for the replacement and installation of a 30kVA/27kW Uninterruptible Power Supply (UPS) for the 140th Communications Squadron’s Network Control Center (NCC), located in Building 850. This UPS provides backup power to mission-essential IT equipment and must be compatible with the building’s backup generator.

Below are key elements of this project that will be required of the awarded vendor to provide and install new UPS.

1. UPS Equipment

1.1 Capacity: 30kVA / 27kW

1.2 Battery Type: Lithium-ion batteries only

1.3 Power Configuration: 3-phase, 208/120VAC input/output

1.4 Runtime: Minimum 30 minutes under load (see 30-minute load study)

1.5 Connectivity: LAN-based monitoring and management (Cat5e w/ RJ45 port)

1.6 Bypass Requirements:

1.6.1 Internal maintenance bypass (for battery servicing)

1.7.1 External maintenance bypass panel (for system-level bypass)

1.8 Generator Compatibility: Must integrate with existing building generator

1.9 Warranty & Maintenance: Include manufacturer-recommended warranty and preventative maintenance agreement (minimum annual PM required)

2. Installation Requirements

2.1 Location: Ground floor, raised floor data center environment

2.2 UPS Footprint: Must fit within existing space (generally same footprint as current unit)

2.2.1 Must place a drip pan under AC unit for safety and warranty purposes

2.3 Electrical Work:

2.3.1 Replace oversized 200A output breaker with correct 150A per code

2.3.2 Reuse existing conduit/wiring where possible; provide new if existing is noncompliant

2.3.3 Provide and install any required breakers, panels, wiring, and conduits to meet NEC

2.4 Start-Up and Testing: Full operational testing and commissioning required

2.5 Training: Provide onsite training to government personnel for basic operation, maintenance, and troubleshooting

3. Demolition and Waste Removal

3.1 Removal: Disconnect and remove existing UPS (Chloride EP36305225F, Serial B273349) and associated battery cabinet

3.2 Battery Recycling: Dispose of and recycle ~40 existing batteries per MSgt Coleman

3.3 Debris: Remove all obsolete cabling and dispose of installation debris

4. Site and Logistics Information

Area Details Floor Access Ground floor, reinforced raised floor; subfloor supported every 24" Loading Dock Not at install site; alternate dock ~0.5 miles away with relocation option Onsite Equipment BigJoe forklift (2,500lb capacity), floor jack available Obstacles No stairs, ramps, curbs, narrow doors, or choke points

Area Details Access Requirements Visitor Center check-in, escort may be required Storage Space Available for short-term staging Masonite Protection Not required

5. Work Scheduling & Coordination

5.1 Work Hours: 0630–1700, Monday–Friday

5.2 Outage Notifications: Any service interruptions must be coordinated 48 hours in advance

5.3 Start Date: TBD; award subject to availability of funds (IAW FAR 52.232-18)

5.4 Delivery Timeline: Requested within 30 days of award unless otherwise negotiated

6. Verification Required by Vendor Vendors must verify the following during site visit or in bid documentation:

6.1 Raised Floor Load Capacity: While current UPS sits on raised floor, load ratings must be verified for new equipment weight.

6.2 Use of Existing Infrastructure: Confirm reusability of input/output conductors and conduits; include cost estimate for replacement if needed.

6.3 UPS Footprint: Ensure new UPS dimensions are compatible with the existing install space.

6.4 Access Pathway Measurements: Approx. 400–500 ft from offload point to install site. Verify equipment transportability through 7 corners and standard doorways.

6.5 Breaker Compatibility: Confirm equipment output supports use of a 150A breaker to replace current 200A.

6.6 Bypass Panel Mounting Location: Vendor should assess wall space and cable routing for mounting external bypass adjacent to UPS.

6.7 Single Line Diagram Review: Request latest diagram from Civil Engineering if needed for quoting.

6.8 Disposal Plan for Old UPS & Batteries: Vendor must include recycling services for full removal and proper disposal of current system and all battery units.
