About this file

This document contains Questions and Answers regarding a federal contract opportunity for Building Security Cameras for an Intrusion Detection System (IDS) at Peterson AFB in Colorado.

The key details are:

  • The contractor is asked about specifics of the fiber optic cabling, camera requirements, and power supply for the exterior and interior cameras.
  • The government states the contractor may be able to utilize CAT 5e cabling instead of fiber to reduce costs, as long as it meets the technical specifications.
  • The contractor must provide personnel certified in fiber installation if fiber is required.
  • The government will provide IP addresses for the camera configuration prior to installation.
  • Access to buildings 2025 and 2 must be coordinated with the appropriate security contacts.
  • All equipment must be securable and media converters are permitted if required.
  • The expected camera resolution is 720P to 1080P at 30 frames per second or less.

Ques ons and Answers 138th Cameras

1. Please provide the “as-built” drawings and specifications for building 2060. In particular, the as-built plans should address the following questions (a-h). If the plans provided do not address some or all of these questions, please provide additional answers to each specific point.

a. Is fiber cable run to each specific exterior pole? The SOW states “Fiber is run to the south pole and communications conduit is run to the other poles from a single distribution box.” But during the site visit, when the distribution box near the west pole was opened, it appeared that fiber had been run to that pole despite the SOW stating otherwise. SOW should be followed if Fiber is able to be used, use the fiber. If not contractor will need to pull new wire.

b. Why was fiber determined to be utilized? Was the intent to prevent external penetration?

Security Standards

c. What kind of fiber is being run to each pole? What are the exact specifications of the fiber?

9/125 micrometer single-mode, outside plant optical fiber cable (OS2). 27 13 00 1.2 A 4

d. Is there conduit and fiber already run to the location where the interior camera is needed? If not fiber, what kind of communication cabling is being used? The SOW states “Power is run to the potential ceiling mount. Communications pathway is provided via cable tray” but during site visit it was stated it was unknown if this location actually had cable already run to it.

9/125 micrometer single-mode indoor optical fiber cabling (OS2). 27 13 00 1.2 A 3

e. Is backup power required for the cameras?

It should already be on backup power.

f. Can power at poles be used for cameras and is the power delivered to the poles on a switched circuit? I.e. it turns off at dawn and on at dusk or other such timed process. Power should be able to supply the power for the cameras at the light poles.

g. Where do the cable runs need to be terminated at? See detail A2 on drawing TS 501

h. Is there penetration at the top of each pole for the cameras to be installed or will the contractor have to create new holes for installation?

Contractor will need to provide the holes.

2. Unless a specific reason is given for why fiber was run to the poles, we believe this will unnecessarily drive up costs and seems to contradict the Non-Nuclear Configuration Management Database (CMD) Equipment Approval List, which exclusively lists IP “power over ethernet” camera models. Utilizing the cameras on the CMD list with fiber would require additional costly equipment such as media converters. With cost saving efforts in mind, can we run CAT 5e cables for both interior and exterior cameras, rather than fiber?

If fiber is required for exterior, can we run CAT 5e for the interior camera?

See specifications. 27 13 00 2.5

3. If fiber is required, will the contractor need to provide personnel certified in fiber installation?

See specifications. 27 13 00 1.9A

What degree of coverage is required for the exterior cameras? What direction does each camera need to be pointing? Directions installed as indicated on the drawings. Items as listed in SoW Page 12 What degree of coverage is required for the interior camera? Does it need to cover the entire hallway or only the secure access door? Items as listed in SoW Page 12 To support best-usage functionality with existing equipment, what is the existing VICADS system being utilized? Is this uniform across Building 2025 and building 2 or are there various brands integrated together? See Items as listed in SoW Page 12

4. Do we have rights to install communications equipment in the distribution box such as media converters?

Provide shop drawings for approval.

5. Can the IP configuration for each camera be provided before install work is completed? It would significantly reduce costs if we could set up the IP configuration for each camera before starting installation. Base ESS can provide available IP addresses for the number of cameras needed. Configuration would need to be done by the contractor. – 21 SFS

6. How long is the cable run from Building 2060 to 2025? TBD see Peterson SFB – CIP Map

7. How long is the cable run from Building 2025 to 2? TBD see Peterson SFB – CIP Map

8. How long is the cable run from exterior Building 2 to Building 2 server room? TBD see Peterson SFB –

9. Will we have access to building 2025 and Building 2 throughout the project? Will further coordination be required specifically for access to those buildings? Yes, Access to Bldg. 2025 can be coordinated with SSC/Det 5 Security WorkFlow SSC.DET5.Security@spaceforce.mil . That org box would also need to be coordinated with, if a laptop is needed to be brought in the building. Access to building 2 will have to be provided by 21 SFS/S4 ESS 21SFS.S4.ESS@us.af.mil . If a laptop is needed to be brought in the building, please coordinate with Fox, Eric Scott CIV USAF 21 SW (USA) eric.s.fox11.civ@mail.mil for approval.

10. Should equipment for the bid require it, is it permissible to mount equipment in a designated location.

Should such an enclosure be securable? Yes all equipment needs to be securable.

11. Should media converters be required due to the requirement of fiber, there are no media converters listed in the provided equipment list. What media converters are permissible? See specifications and attached; the most current CMD listing available. I do not see media converters on the listing, which means from an ESS stand point we have no restrictions on media converters. I would check with 21 CS just in case.

12. What is the expected resolution of the cameras? What is the expected FPS (Frames per second). Typically its set between 720P to 1080P with 30 FPS or less
