About this file

This is a Request for Information (RFI) Responses document for the HVAC Replacement Main Building 122 project, contract number W50S6T25QA034, current as of September 17, 2026. The document consists of questions submitted by potential bidders and corresponding answers provided by the government, clarifying project scope and technical requirements.

The project requires replacement of rooftop HVAC package units and mini-split systems in Building 122. The government confirmed that five (5) 5-ton rooftop package units and one (1) 7.5-ton unit will be replaced, with existing roof curbs remaining in place and adapters installed as needed for new equipment. Indoor mini-split units will be wall-mounted with one head per unit at a 25-foot line set run; existing split system line sets must be replaced. The system will integrate with the existing WebCTRL (Automated Logic) building automation system, with replacement units required to connect to the existing system without economizers. Test and balance airflow and balancing reports must be submitted to the government. Interior ductwork is accessible through T-bar ceilings with existing balancing dampers in place. Gas piping modifications are limited to new equipment connections only. A crane lift plan is required for any work above 18 feet due to FAA clearance requirements. As-built mechanical plans and equipment photographs will be provided to the awardee. The government will arrange retrieval of control system drawings from Pacific West, the automated logic regional vendor, and WebCTRL is available on-site for operational questions.

RFI responses for Project: HVAC Replacement Main Building 122

W50S6T25QA034

Current as of: 17 Sep 2026

QUESTION ANSWER

1. SOW 3.1.4.1 reads “Four (5) 5 tons units.” We interpret the intended rooftop-unit quantity as four (4) 5-ton units plus one (1) 7.5-ton unit, for five rooftop packaged units total. Please confirm.

(5) 5-Ton units

2. SOW 3.1.4 states that the new units are to be mounted on new curbs, while 3.3.3 refers to providing adapters to the existing roof curbs.

Please confirm whether the existing curbs are to remain with new curb adapters, or whether the existing curbs are to be removed and replaced with new curbs.

Existing curbs will remain and adapters for new units will be installed if needed.

3. For the required connection to the existing WEB

Control system, are any existing mechanical/controls drawings, equipment information, control-system make/model, point lists, or other controls documentation available for bidders to review before or at the site visit?

The government will arrange to retrieve drawings from Pacific West (automated logic regional vendor). Web-Ctrl is available on-site if needed for operational questions.

4. Are economizers required/allowed for units 3 tons and over?

No economizers

5. Are there any controls requirements or are we providing local thermostats?

WebCTRL controllers will be disconnected and reconnected.

6. How many heads are attached to each mini split unit and what is the average run of each line set?

One head per unit at 25 ft run.

7. Request to provide As Built Mechanical Plans. As-builts will be provided to awardee.

8. HVAC Equipment Photos.

a. Please provide a clear photograph of the nameplate for each existing HVAC unit scheduled for replacement.

Not available at this time.

9. Existing Building Automation System (BAS) Integration.

a. Please confirm whether the existing HVAC control system serving Building 122 is WebCTRL (Automated

Logic).

b. If WebCTRL is the existing BAS, please provide the following information:

• Existing WebCTRL software version and server information.

• Existing field controller model numbers serving

Building 122.

• Existing communication protocol (BACnet/IP, BACnet MS/TP, or other).

WebCRL (Automated Logic). For the purposes of this project control system is not relevant, the replacement units should be able to connect with existing system.

• Required points list for each rooftop unit and mini-split system.

• Requirements for graphics, alarming, trending, scheduling, and reporting.

• Clarification whether existing controllers may be reused or if new BACnet controllers shall be furnished.

• Confirmation that required WebCTRL licenses, server access, database integration, and front-end programming will be provided by the Government or existing BAS provider.

• Clarification whether the scope includes full controls replacement and programming or only integration to the existing BAS.

10. Mini-Split Mounting Configuration

a. Please confirm that the indoor mini-split units are intended to be surface wall-mounted.

The indoor mini-split units will be wall mounted.

11. Economizer Requirements.

a. Please confirm whether economizers are required on each rooftop package unit being provided under this project.

No economizers

12. Rooftop Unit Quantities and Capacities.

a. Section 3.1.4 identifies the replacement of five (5) rooftop package units; however, Section 3.1.4.1 references "Four (5) 5-ton units." Please clarify quantity of rooftop units to be replaced.

(5) 5-ton units

13. Roof Curbs and Adapters. The Statement of Work references both new roof curbs and custom roof adapters. Please clarify:

• Whether existing curbs are to be removed and replaced.

• Whether new equipment is intended to utilize custom adapters on existing curbs.

• Which approach should be included in the bid.

Adaptors to be used

14. Gas Piping Scope. Please confirm whether modifications to the gas piping system beyond final equipment connections are required as part of this project.

No modification to existing piping, other than new connections, required

15. Test and Balance. Please provide the project's Test and Balance acceptance criteria. Please clarify:

• Whether an independent certified TAB contractor is required.

airflow and balancing reports must be submitted to the Government

• Whether final airflow and balancing reports must be submitted to the Government as part of project closeout.

16. Duct Cleaning Requirements. Please provide mechanical drawings or estimated ductwork quantities associated with this project.

Additionally, please confirm whether duct cleaning shall include:

• Supply air ductwork.

• Return air ductwork.

• Outside air ductwork.

• Exhaust air ductwork.

17. Line Sets - Split Units. Please confirm whether the existing split-system line sets are to be reused or replaced.

Replace existing split system line sets

18. Existing As-Built Documentation. Are mechanical, electrical, and controls as-built drawings available for

Building 122? If available, please provide electronic copies for bidding purposes.

19. 1. Are there HVAC/mechanical plans, drawings, equipment schedules, roof plans, control diagrams, or as-built drawings available for Building 122? If so, could you please provide them or advise where they can be accessed?

Yes

20. 2. The Statement of Work states that five (5) roof-mounted HVAC package units are to be removed/replaced; however, Section 3.1.4 appears to contain an equipment quantity discrepancy. Please confirm the exact quantity, tonnage, and type of rooftop units that are to be replaced.
