About this file
This is a Request for Information (RFI) Responses document for Project W50S6T26QA033 - Diesel Fuel Conditioning, current as of 7 August 2026. The document addresses 11 questions and answers regarding the procurement of diesel fuel conditioning services at Fresno Air National Guard.
The service involves fuel polishing and tank cleaning for backup generators with a base performance period from September 14 through November 14, 2026, with option years to be detailed in Amendment One. For MEP-designated mobile generators using JP-8 fuel, contractors must comply with filtration standards D2276, D3240, and D3948, while RPIE generators may use ASTM D975 diesel standards. Pre-service sampling must measure metal content to identify internal tank failure, with post-service sampling reporting ASTM D975 parameters D2709, D2500, D524, and D6469. Both pre- and post-polishing fuel analysis is required. The government will provide fuel stabilizer (BioborJF is acceptable as an alternative to MIL-S-53021A). Waste fuel and tank bottoms will be designated to Fresno Air National Guard as the generator of record (EPA#: CA0572825909) for manifest purposes. TSgt McCurley will coordinate generator shutdown and removal from service during the conditioning process. Two generator tanks are located in controlled areas with no stairs or obstacles to access. Amendment One will clarify option year pricing structure with separate CLINs.

RFI responses for Project:
W50S6T26QA033 - Diesel Fuel Conditioning, 1-11
Current as of: 7 August 2026
QUESTION ANSWER
1. Filtration standard. PWS 3.2.2 references EI 1581, which is an aviation turbine-fuel filter/separator qualification standard and is not applicable to mobile diesel-polishing equipment used on generator tanks. Is filtration to a stated micron rating and water-removal performance appropriate for ASTM D975 diesel acceptable instead? If so, what particulate and water limits are required?
No. This designation is only a requirement for MEP designated mobile generators, as jp-8 is their primary source of fuel. D2276, D3240, D3948
RPIE generators can use ASTM D975 (See 4)
2. Sampling. PWS 3.2.1 requires verifying the fuel against performance baselines, which implies sampling before and after polishing.
Please confirm whether pre-service and post-service sampling are required or post-service sampling only, and which ASTM D975 parameters must be reported.
Both. Pre-test only needs to be the metal content to identify internal tank failure.
3. Filtration standard. PWS 3.2.2 references EI 1581, which is an aviation turbine fuel filter/separator qualification standard and isn't applicable to mobile diesel polishing equipment on generator tanks. Is filtration to a stated micron rating and water removal performance appropriate to ASTM D975 diesel acceptable? If so, what particulate and water limits are required?
No. This designation is only a requirement for MEP designated mobile generators, as jp-8 is their primary source of fuel. D2276, D3240, D3948
RPIE generators can use ASTM D975 (See 4)
4. As a follow-on to question 4 below, which ASTM D975 parameters do you need reported? D2709, D2500, D524, D6469
5. Waste disposal. Who will be identified as the generator of record for waste fuel and tank bottoms, and whose EPA ID must appear on the manifests?
Fresno Air National Guard
EPA#: CA0572825909
6. Please confirm the generator of record for the waste fuel and tank bottoms and EPA ID that goes on the manifests will be the Air Station’s information.
Fresno Air National Guard
EPA#: CA0572825909

7. Generator shutdown coordination. What is the coordination process for taking the backup generators offline during performance?
TSgt McCurley will escort and remove the generators from service during the conditioning process.
8. Option years. PWS 3.1 calls for a base year plus four option years, but Section B has a single CLIN, and Section E states a period of performance from September 14 through November 14, 2026, with no option line items.
Is this requirement for one service event or five annual service events? If five, will a pricing schedule with separate CLINs be issued?
Options year has been updated on Amendment One.
9. Do any of the generator tanks have stairs or obstacles to reach the tanks. 2 are in controlled areas. No steps/stairs.
10. Are you wanting the fuel analyzed before and after fuel polishing/tank cleaning or only after?
Both. Pre-test only needs to be the metal content to identify internal tank failure.
11. For the fuel stabilizer, is BioborJF acceptable or are additional fuel amendments required?
Yes. It is a suitable alt to MIL-S-53021A
