About this file

This document is a Questions and Answers (Q&A) listing for a roof replacement project at Building 117 for the California Air National Guard. The solicitation (W50S6T25QA016) involves replacing approximately 2,600 square feet of built-up roof (BUR) with a PVC membrane roof at the 144th Fighter Wing, with a contract duration of 90 calendar days after notice to proceed. Key details from the Q&A include confirmation that the building is occupied, work hours are detailed in the Statement of Work, no asbestos is suspected, and a small attachment with a sheet metal roof is included in the contract scope. Contractors must meet all specifications in applicable ANGETL's for materials like insulation, thermal barriers, and vapor barriers, and all permitting will be processed through the National Guard office of Engineering.

The Q&A addresses numerous contractor questions about site conditions, including lay down areas (must be preapproved by the Contracting Officer's Representative), use of facilities (no government facilities allowed), and specific roof details like existing roof composition (¾" Fesco board cover, 1" Urethane over 1" x 24Ga Metal Deck). The project is 100% set aside for small businesses under NAICS code 238160, with a small business size standard of $19 million, and the project's estimated magnitude is between $100,000 and $250,000. Electronic bid bonds are acceptable, and photos and facility maps are available as attachments on SAM.gov. Contractors must ensure all A/C units remain operational and follow all safety and federal construction standards.
