TECHNICAL EXHIBIT I

1.0 GENERAL SCOPE OF WORK

The Contractor shall provide all personnel and non-personal services to include, but not be limited to, all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to remove approximately 2,600 sf of built-up roof of POL Building 117 and replace with a new PVC Membrane Roof system. All roof work will be in compliance with UFC 3-110-03, ANGETL 15-01-06 and Unified Facility Guide Specification (UFGS) for the specific roof system.

2.0 SITE OF WORK

All work will occur at the:

144th Fighter Wing - Fresno Air National Guard Base Building 117 5323 McKinley Ave Fresno, CA 93727

3.0 PROJECT REQUIREMENTS

In addition to the services designated in the general scope of work, the contractor shall perform the following:

3.1 Demolition:

3.1.1 Ensure that the structural integrity of the roof is maintained during demolition.

3.1.2 Contractor shall remove all existing roofing material. If the contractor finds any clogged or damaged drains, vents, flashing, coping, or weak or damaged substrate, and any other defects discovered during demolition, the contractor shall immediately notify the KO or CE Representative.

Contractor shall not proceed with new roof until all defects are repaired and to code. Contractor will be responsible for all drains to be in working condition upon project completion.

3.1.3 All materials removed as part of this contract shall be disposed of completely away from the Fresno ANGB at an approved/licensed landfill or recycling center. The Contractor shall provide the KO with proof/evidence of waste disposal or recycling.

3.1.4 Unified Facilities Guide Specification (UFGS) 01 74 19, Construction Waste Management Disposal, applies to this requirement and is incorporated here by attachment.

3.1.5 Disconnect all necessary existing sheet metal flashing, electrical, controls, and plumbing from all existing mechanical equipment as necessary for the removal of exiting and installation of the roofing system. After new roof is installed, contractor shall use new connectors, equipment and/or adapters to reconnect all mechanical equipment and assure it is in working condition. Newly installed equipment to include new NEMA 3R fusible disconnect, gas valves w/ flexible connection, and P traps.

3.1.6 Have the COR inspect the roof and condition of the site when (1) demolition and (2) clean-up are completed.

3.2 Replacement:

3.2.1 Complete all work according to roofing material manufacturer’s specifications, and ANGETL 15- 01-06 and/or applicable Unified Facility Guide Specification (UFGS) for the specific roof system.

3.2.2 All work will be done with the trade labor’s best practice.

3.2.3 Contractor shall be authorized by the manufacture of the products to install and must provide a minimum of a 20-year manufacturer warranty on roofing material and three (3) years on roof installation.

3.2.4 Contractor shall complete project within 90 days from demolition start date. Contractor must ensure and demonstrate to the KO that all materials and supplies for construction of the new roof are on-hand prior to start of demolition.

3.2.5 Contractor shall verify the insulation is reusable. If the insulation is not reusable it shall be demolished, removed, and replaced with new material at no additional cost to the contract.

3.2.6 Contractor will assure the acceptability of the exposed metal roof deck and repairs mutually agreed upon to include patching or replacing.

3.2.7 Contractor shall remove all abandon curbs and pipe penetrations and install appropriate substrate for PVC membrane roof system.

3.2.8 The minimum thickness of PVC membranes shall be 60 mils (1.52 mm).

3.2.9 Contractor shall maintain existing slope of roof or ensure the minimum slope is ¼” per 12” for proper drainage. Contractor is solely responsible to ensure positive drainage throughout the entire roofing area. Ponding water will be cause for rejection.

3.2.10 All mechanical electrical, communication, gas lines and equipment will remain in place and operational during construction, and any damage to the lines or equipment will be repaired by the contractor.

3.2.11 Roof System Weather Tightness Warranty: Manufacturer shall provide a minimum 20-year material and labor warranty for weather tightness. A 15-year warranty is acceptable for membrane roof systems.

3.2.12 Ensure all mechanical, electrical, communications, gas lines and equipment are properly secured and in working order.

3.2.13 Ensure all units sit correctly on roof curbs. Services shall include removal and disposal of the existing equipment, provide new equipment with adapters to the existing roof curbs.

4.0 CONTRACTOR QUALIFICATIONS

The contractor (prime or sub) shall possess the proper qualifications necessary to perform the requirements specified in the Statement of Work and be able to provide proof of competence upon request. Examples of qualifications include but are not limited to contractor’s license(s) (e.g. CA C-39), certificates of completion, training records, or other valid credentials accepted by the Contracting office.

5.0 MATERIAL SUBMITTALS

The contractor shall use only pre-approved materials in performance of the contract. All submittals will be transmitted with an AF Form 3000. When submitting on a finish, texture, or other material characteristic where a photograph is unacceptable, the Contractor will provide a sample of the material for review and approval along with the product cut‐sheet. Contractor may request substitutes for an approved equal during the pre-construction conference. All substitution requests shall be made in writing on the AF Form 3000.

Requests for material substitutions made after the issuance of the notice to proceed (NTP) may not be granted by the Government.

6.0 GENERAL REQUIREMENTS

6.1 The Contractor shall attend a Pre-Construction Conference. The Pre-Construction Conference will be scheduled after award and prior to the NTP. At a minimum, the contractor shall have their project manager and site superintendent attend the meeting. The Contractor will be required to provide the following documents prior to the NTP, but may be asked to provide them prior to the conference:

6.2 Utilities and Storage. The government will provide water, sewer, and electrical connections. Unsecure outdoor storage area(s) at the base may be available. The size and number of unsecure outdoor areas must be requested through the COR prior to utilizing. Secured storage is the responsibility of the contractor.

6.3 Quality Control. Contractor shall develop and maintain a quality program to ensure work is performed as described in this Statement of Work and in accordance with all local, state, and federal rules.

6.4 Quality Assurance. The Government will maintain a Quality Assurance Program to ensure work is performed as described in this Statement of Work and in accordance with all local, state, and federal rules.

The COR and Contracting Officer will manage the Government’s QA program.

6.5 Hours of Operation. The hours of work shall be between 7:00 a.m. and 4:30 p.m. Monday through Friday unless otherwise prescribed by this statement of work. Work shall not be performed on Weekends, Federal Holidays, and Scheduled Days Off (SDO) without prior coordination from the COR. The base participates in a 5-4-9 compressed work schedule with an SDO typically occurring every two weeks. A schedule can be provided upon contract award.

6.6 Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

6.6.1 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval.

All contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

6.6.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented.

Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

6.6.3 For Contractors that do not require CAC but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (DAFI 31-101 and DoDM 5200.08), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

6.6.3.1 Base Access. Base security requires all personnel entering the installation be cleared for access. The contractor will provide first name, last name, driver’s license number and related PII to include applicable vehicle data for all personnel accessing the base. The contractor shall submit this information using the WG Form and DBIDS Pre-Enrollment application NLT five working days prior to the date of required access. Contractor personnel are further required to email each employee driver’s license to the Contracting Officer. All contractor personnel must maintain a valid driver’s license, vehicle registration and proof of insurance at all times while on the base. As of May 7, 2025, REAL ID is the primary identification for installation access. In lieu of Real ID, Original Social Security Card and Original Birth Certificate or a valid U.S. Passport will suffice.

NOTE: Legal Permanent Residents will require vetting by Law Enforcement Support Center (LESC), a division of Immigration and Customs Enforcement within the Department of Homeland Security, and may take upwards of 10 business days. Non-U.S, citizens (foreign nationals) will be vetted by the Air Force Office of Special Investigations (AFOSI), and may take upwards of 60 days to conduct the vetting checks.

6.6.3.1.2 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

6.6.3.1.3 Failure to comply with these requirements may result in withholding of final payment.

6.6.3.2 Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training prior to issuance of a DBIDS card (i.e. visitor’s pass). AT Level I must be accomplished via local training provided by a Level I qualified instructor. The estimated duration of this training is one (1) hour, and tracking for each contractor and/or subcontractor employee is the responsibility of the COR.

6.7 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.

6.8 Physical Security. The contractor shall safeguard all Government property provided for contractor use.

At the close of each work period, Government facilities, equipment and materials shall be secured.

6.9 Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified, and otherwise qualified to provide services.

6.10 Technical Competence and Ability. If requested by the Government, the Contractor shall provide proof of technical competence and experience in the area of expertise required by this Statement of Work.

The contractor shall be prepared to submit documents providing proof of successful competence such as training certificate or accreditations from recognized industry leaders. Contractors shall also be prepared to provide proof of successful project experience through references of former clients in related project types.

6.11 Dimensions and Quantity. All dimensions and quantities provided in the Statement of Work are estimates only. They are provided as a courtesy for contractors to estimate the magnitude of work or materials necessary to complete a task. They are not intended to be final measurements. The Contractor is responsible for verifying all dimensions and quantities in the field prior to starting work.

7.0 CLOSEOUT DOCUMENTATION

10% Retainage will be released upon receipt of the following items:

7.1 Contractor workmanship letter of warranty.

7.2 Certification of no debts to suppliers and vendors.

7.3 Electronic pictures showing the area before and after repair.

7.4 Recycling or Landfill proof of disposition document (if available).

7.5 All applicable O&M manuals

7.6 Final DD 1354 Transfer and Acceptance of DoD Real Property (if applicable)

7.7 Contractor Completed As-Builts (if applicable)

8.0 DEFINITIONS

Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

Contracting Officer (KO): A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

Contracting Officer Representative (COR): An employee of the U.S. Government designated by the KO to monitor contractor performance. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

Defective Service: A service output that does not meet the standard of performance associated with the

SOW.

Deliverable: Anything that can be physically delivered and includes non‐manufactured things such as meeting minutes or reports.

Physical Security: Actions that prevent the loss or damage of Government property.

Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

Quality Control: All necessary measures taken by the Contractor to ensure that the quality of the end product or service shall meet contract requirements.

Subcontractor: One that enters a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
