If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make award.

1.0 All information relating to this request for quotes (RFQ), including pertinent changes/amendments and information will be provided via SAM.gov.
2.0 Facsimile transmission of quotes is not authorized. Quotes must be submitted electronically to the 144th Contracting Office via email to 144.FW.FAL.MSC.Contracting@us.af.mil.
3.0 A complete quote submission must contain the following:

Section 00 21 13 - Instructions to Bidders
1.0 DESCRIPTION OF THE PROJECT:
1.1 The California Air National Guard (CA ANG) intends to award a single firm fixed price (FFP) contract for a roof replacement of BLDG 117 at the 144th Fighter Wing. Additional details are included in the provided Statement of Work. The contractor is responsible for providing all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary.
1.2 This solicitation is set-aside for a Total Small Business under North American Industry Classification System (NAICS) code 238160 with a size standard of $19.0M.
2.0 EVALUTION FOR AWARD:
The successful offeror will be determined in accordance with Federal Acquisition Regulation (FAR) 13.106-2, "Evaluations of Quotations or Offers". Award will be made to the responsible quoter whose quotation, conforming to the request for quotes, will be most advantageous to the Government, considering price and other price related factors.

4.0 WAGE DETERMINATION:
Construction Wage Rates are applicable to this project are CA20250018 dated 05/23/2025 for Fresno County, California. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to the closing date of this solicitation, it is the quoter's responsibility to ensure the most recent determination is used in preparing the quote. Applicable wage rates can be found at https://sam.gov/content/home. An amendment will not be issued prior to closing to change Wage Determination dates and/or numbers.
5.0 QUOTE PREPARATION EXPENSES AND PRE-CONTRACT COSTS:
This RFQ does not commit the Government to pay costs incurred in preparation and submission of quotes or for other costs incurred prior to award of a formal contract.
6.0 REMOVAL OF SECTIONS AT TIME OF AWARD:
Sections 00 20 00 - 00 45 00 will be physically removed as a result of an award but will be deemed to be incorporated by reference in that award.
7.0 DISPOSITION OF UNSUCCESSFUL QUOTES:
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful quotes.
8.0 CONTRACTOR QUALIFICATIONS:
To establish its responsibility, the apparent low quoter may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, their business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.

1.0 NOTICE OF SITE VISIT:
1.1 An organized site visit has been scheduled for Tuesday, June 17th @ 9:00AM PDT. In accordance with FAR 52.236-23 Site Investigation and Conditions Affecting the Work, it is highly recommended that all interested parties attend.
1.2 BASE ACCESS: Base security requires all personnel entering the installation be cleared for access. Each individual will be required to complete a DBIDS Pre-Enrollment at https://dbidsglobalenroll.dmdc.mil/preenrollui/#!/ prior to the date of the visit.
Upon completion of the DBIDS pre-enrollment, the user will be provided a six-digit alphanumeric code, which must be forwarded to 144.FW.FAL.MSC.Contracting@us.af.mil along with the following information:

1.5 INSTRUCTIONS: Upon arrival, visitors are asked to park their vehicles in the available parking lot and await further instruction. Government representatives will arrive to provide an initial briefing, and then to escort visitors onto the installation.
1.6 VEHICLES: Vehicles may be allowed on base. Vehicle allowance will be determined on the day of the site visit. Any vehicles allowed on base for site visit attendance will be subject to search. Vehicles may not have weapons or drug paraphernalia (to include marijuana) present as restricted by federal installations. Vehicle Registration, Driver License, and Proof of Insurance for vehicles must be current.
1.7 PLEASE NOTE: Information provided at a site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the Standard Form (SF) 1442 is formally amended. (a) Definitions. As used in this clause-
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern-
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts-
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) If the Contractor represented its status as any of the small business concerns identified at 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, for the NAICS code assigned to an order (except that paragraphs (c)(1) through (3) of this clause do not apply to an order issued under a Federal Supply Schedule contract at subpart 8.4)-

(2) Issued under a multiple-award contract set aside for small businesses that is further set aside for a specific socioeconomic category that differs from the underlying multiple-award contract ( e.g., an order set aside for a HUBZone small business concern under a multiple-award contract that is set aside for small businesses);
(3) Issued under the part of the multiple-award contract that is set aside for small businesses that is further set aside for a specific socioeconomic category that differs from the underlying set-aside part of the multiple-award contract ( e.g., an order set aside for a WOSB concern under the part of the multiple-award contract that is partially set aside for small businesses); and
(4) When the Contracting Officer explicitly requires it for an order issued under a multiple-award contract, including for an order issued under a Federal Supply Schedule contract (see 8.405-5(b) and 19.301-2(b)(2)).

(a) Definitions. As used in this clause-
Commercially available off-the-shelf (COTS) item-
(1) Means any item of supply (including construction material) that is-
(i) A commercial product (as defined in paragraph (1) of the definition of "commercial product" at Federal Acquisition Regulation (FAR) 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
"Construction material" means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
