About this file

This document provides details for a federal contract opportunity to replace epoxy flooring with polished concrete at Building 100 of the Fresno Air National Guard Base. The solicitation is set aside 100% for small businesses with a NAICS code of 238330 and size standard of $19 million. Interested offerors must attend an organized site visit on January 4th and complete a DBIDS pre-enrollment by the specified deadlines to be eligible for base access. Electronic quotes are due by email no later than the date specified in the Standard Form 1442. The government intends to make award if funding becomes available and prices are determined fair and reasonable, though no commitment is guaranteed. This is a high priority requirement for the Air National Guard.

Polished Concrete Flooring – BLDG 100

QUESTION ANSWER

1. The DBIDS link opens to a screen that doesn’t allow you to proceed. Is there another link?

The link provided in the SAM notice is correct.

There may be some difficulty using Microsoft Edge to access the link. A page refresh seems to work, but using Google Chrome might be the better option.

2. The RFQ mentions that “funds are not currently available”. If a contractor is awarded the contract, how will they receive payment?

Funds must become available prior to award.

No award will be made if there is insufficient funding.

This is high priority requirement with a strong likelihood of receiving funds. However, when submitting a quote, the contractor acknowledges the government’s right to not make an award due to a lack of funds.

3. How are quotes submitted? In accordance with the SAM notice and section 00100 of the SF 1442, quotes must be submitted electronically via email to the following address:

144.FW.FAL.MSC.Contracting@us.af.mil

4. Will the prime contractor be required to hold a contractor's license class B in California, or will it be sufficient for only the subcontractor performing the specific construction work to hold the class B Contractor's license?

The prime contractor will need to possess either a State issued general license or an applicable specialty license relevant to the work being performed. Any subcontractor will need to possess the applicable specialty license relevant to the work being performed.

5. Will the California contractor's C15 flooring contractor's license be acceptable?

Yes.

6. In the DBIDS pre-enrollment process, we are asked for sponsor information such as name, email, and telephone.

Who should we put for this information?

Sponsor: Mr. Huy Tran, (559) 454-5316, huy.tran.9@us.af.mil mailto:144.FW.FAL.MSC.Contracting@us.af.mil

7. How do you add another individual to the DBIDS pre-enrollment?
