Polished Concrete Flooring – BLDG 100

QUESTION ANSWER

1. The DBIDS link opens to a screen that doesn’t allow you to proceed. Is there another link?

The link provided in the SAM notice is correct.

There may be some difficulty using Microsoft Edge to access the link. A page refresh seems to work, but using Google Chrome might be the better option.

2. The RFQ mentions that “funds are not currently available”. If a contractor is awarded the contract, how will they receive payment?

Funds must become available prior to award.

No award will be made if there is insufficient funding.

This is high priority requirement with a strong likelihood of receiving funds. However, when submitting a quote, the contractor acknowledges the government’s right to not make an award due to a lack of funds.

3. How are quotes submitted? In accordance with the SAM notice and section 00100 of the SF 1442, quotes must be submitted electronically via email to the following address:

144.FW.FAL.MSC.Contracting@us.af.mil

4. Will the prime contractor be required to hold a contractor's license class B in California, or will it be sufficient for only the subcontractor performing the specific construction work to hold the class B Contractor's license?

The prime contractor will need to possess either a State issued general license or an applicable specialty license relevant to the work being performed. Any subcontractor will need to possess the applicable specialty license relevant to the work being performed.

5. Will the California contractor's C15 flooring contractor's license be acceptable?

Yes.

6. In the DBIDS pre-enrollment process, we are asked for sponsor information such as name, email, and telephone.

Who should we put for this information?

Sponsor: Mr. Huy Tran, (559) 454-5316, huy.tran.9@us.af.mil mailto:144.FW.FAL.MSC.Contracting@us.af.mil

7. How do you add another individual to the DBIDS pre-enrollment?

Each person must complete their own individual pre-enrollment and receive a confirmation code.

8. Will the contractor license(s) be required in the quote submission, or will they be requested upon receiving the award notice?

Contractor licenses are NOT required to be included in the quote submission. However, the apparent low quoter may be requested by the Government to submit licenses/credentials prior to award to determine if the contractor is responsible.

9. Is Prevailing Wage required? Yes.

The Construction Wage Requirements are applicable to this project and are listed in wage determination CA20230018 for Fresno County, California. Applicable wage rates can be found at https://sam.gov/content/home.

10. Will you want baseboards removed and a new replacement reinstalled? If so, what color?

See paragraph 3.2.8. of the Statement of Work. Additional verbiage was added in Amendment 2 of the RFQ (W50S6T24Q00050002).

11. Tile was not mentioned in RFQ. Is the contractor expected to provide a dumpster for the tile removal or will this be supplied?

Yes.

The contractor will be responsible for providing a dumpster or dumpsters for disposal of materials. Government dumpsters are reserved for government property/waste, and materials designated as “disposable” by the COR will be considered property of the contractor.

12. What is the Government’s expectation for floor flatness (FF)?

See revised paragraphs 3.1 and 3.2.5 of the Statement of Work. Revisions are formally issued in Amendment 3 of the RFQ (W50S6T24Q00050003).

Contoured and uneven area(s) should be grinded down to match the surrounding floor area. Since this is an existing concrete slab, the FF index will not be evaluated.

13. What is the Government’s expectation for final grit finish?

See revised paragraph 3.2.6 of the Statement of Work. Revisions are formally issued in Amendment 3 of the RFQ (W50S6T24Q00050003).

800 grit, semi-gloss https://sam.gov/content/home

14. Is the government requesting a material that maintains slip resistance of the polished surface?

Yes.

See revised paragraph 3.2.6 of the Statement of Work. Revisions are formally issued in Amendment 3 of the RFQ (W50S6T24Q00050003).
