About this file
This is a Questions and Answers document addressing technical clarifications for an Aircraft Live Fire Trainer repair solicitation (W50S6Q-26-R-SC01). The Q&A responses confirm critical project specifications for contractors bidding on this small business set-aside opportunity.
Key technical requirements clarified include: the correct small business size standard is $12.5 Million under NAICS 811310, not $47 Million as initially stated. For the propane distribution system, the existing tank will be retained but requires sandblasting, priming, painting, inspection, and certification; all propane piping from source to trainer will be replaced with stainless-steel piping. All nine original training fire points must be restored to working order: Cockpit, PAX, Cargo, Wheel Well, Low Engine, High Engine, High Tail, and two Pool Fires. The government confirmed that pneumatic fail-to-close position fuel valves are acceptable for the controls station electronics. The propane tank was last certified in Spring 2017; vaporizers are not required, as most systems are transitioning to liquid-only configurations. The drain and water distribution systems are operational and drain to a retention pond; piping has not been recently checked but functioned as of 2019. The government requires all LPG distribution lines be replaced with updated stainless steel piping regardless of current condition. The smoke system should be restored to working order. Water supply comes from the city, not the on-site pond. Contractors will need to coordinate the specific layout of ground fires and fuselage dimensions with the government prior to proposal submission.

Question and Answers Fire Trainer Repair Service
1. Can you please clarify the size standard for the small business set aside? The announcement states $47M, but the standard amount is $12.5M (NAICS 811310).
The correct size standard is $12.5M in accordance with the NAICS code assigned.
2. Damaged Controls Station Electronics/Equipment: Your request was for a limited electronically controlled / manual system: Is the end user wanting push button / switch activation of fuel valves which we typically use pneumatic fail to the close position FM rated fuel valves. OR do they want a spring-loaded fail to the close position lever handled valve to control each fire scene? Either way we can certify as compliant. Lever handle is 1/3rd the cost of a pneumatic valve.
Pneumatic valves would be fine.
3. LPG Distribution System: Your request does not specify if the propane system is to be replaced including the propane vessel. It does not specify if the gas fuel lines need to be replaced from the vessel to the control stand or out to each fire scene. We will need clarity. Without seeing the prop itself and the number of fire scenes currently serviced. It appears there are no ground fire scenes from pictures. But I’m sure these are needed for FAA compliance.
The propane tank will remain, but will need to be sandblasted, primed, and painted. The tank will need to be inspected and certified, any gauges that need replaced, replaced. All propane piping from the source to the trainer replaced with newer stainless-steel piping, etc. All current fires back to working order, original 9 training points (Cockpit, PAX, Cargo, Wheel Well, Low Engine, High Engine, High Tail, and the 2x Pool Fires.
4. Ignition System: Your request does not specify the amount of fire scenes. We would need to know these in order to locate on a drawing the proposed route of our hermetically sealed ignition system if we are installing completely new. which we would highly recommend as there has been several advancements for reliable ignition.
The original 9 training points (Cockpit, PAX, Cargo, Wheel Well, Low Engine, High Engine, High Tail, and the 2x Pool Fires.
1. When was the last (re)certification of the gas tank?
0. Spring 2017
1. Is it a requirement from your side to have operational vaporizers, even if later investigations show the tank vapor production to be sufficient?
1. There is no requirement. Actually, most are going to a liquid system and taking the vapor system out.
1. Is it required to have the full count of fires put back into service as per the original setup, are any changes to the fire counts/scenarios expected?
2. Yes, we want at least the 9 fires we have now after the fixes are made.
1. Are the drains and water distribution systems in working order?
3. Yes. The distribution system works and it drains into a retention pond.
1. Is the piping for the drains in working order?
4. They haven’t been checked, but other than maybe clogged with sediment/dirt they worked when the trained was still working in 2019.
1. Is it a firm requirement that all LPG distribution lines are replaced, even if later investigations show the piping to be in good operational condition?
5. Yes, the idea is to have the line replaced with updated stainless steel.
1. Do you have outline dimensions of ground fires and fuselage?
6. Yes, they are below.
1. Do they still want a smoke system installed (smoke machine).
7. Yes, it would be nice to have the smoke system working again.
1. I assume the pond on site is being used to provide water to the trainer?
8. No, the pond is for runoff, the water supplied is city.
